Members of the public who wish to provide public comment via email will need to submit comments to [email protected] no later than 2:00 p.m. on Monday, August 4, 2025. Written comments received no later than 2:00 p.m. will be distributed to the Council, filed in the record, and will not be read aloud. All comments submitted later than 2:00 p.m. will be distributed to the Council.

1. SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Council Members Linda Budge, Garrett Gatewood, Joe Little, David Sander, and Mayor Siri Pulipati
2. PUBLIC COMMENT
At a special meeting, citizens wishing to address the Council for any matter on the agenda may do so at the time the matter is discussed. Under the provisions of the California Government Code, the City Council is prohibited from discussing or taking action on any item not on the agenda.

3.1. Subject: Discussion and Possible Direction on City Council Appointments to Regional Boards, Commissions and Committees to Enhance Community and Regional Partnerships.
Recommendation: Recommend discussing and providing possible direction on City Council appointments to regional boards, commissions, and committees.
4. ADJOURNMENT OF SPECIAL MEETING
Mayor Pulipati will adjourn the special meeting to the regular meeting in the David B. Roberts Council Chambers.

13. CONSENT CALENDAR ITEMS - ROLL CALL VOTE
13.1. Subject: Meeting Minutes from the Regular City Council Meeting of July 7, 2025.
Recommendation: Adopt the minutes.
13.2. Subject: Second Reading of an Ordinance of the City Council of the City of Rancho Cordova, State of California Amending Title 16, Chapters 16.82, 16.83, 16.84, 16.85, 16.86, and 16.95 of the City of Rancho Cordova Municipal Code for Affordable Housing Projects.
Recommendation: Waive the second reading and adopt the Ordinance.
13.3. Subject: A Resolution Authorizing the City Manager to Approve the Final Map of Arista Del Sol Phase 3A, Subdivision No. FM-25-0058 and Execute Subdivision Improvement Agreement Contract No. 2025-90 with Woodside 05N, LP, a California Limited Partnership.
Recommendation: Adopt the Resolution.
13.4. Subject: A Resolution Authorizing the City Manager to Approve the Final Map of Arista Del Sol Phase 3B, Subdivision No. FM-25-0059 and Execute Subdivision Improvement Agreement Contract No. 2025-91 with Woodside 05N, LP, a California Limited Partnership.
Recommendation: Adopt the Resolution.
13.5. Subject: A Resolution Authorizing the City Manager to Execute Contract Change Order No. 2025-4-2 with Martin General Engineering, Inc., to Increase the Contract Amount from $370,009.16 to an Amount not to Exceed $447,656.08 for Construction of the HSIP 11 Signals and Grant Line Road Safety Improvements Project.
Recommendation: Adopt the Resolution.
13.6. Subject: A Resolution Approving the Rate and Method of Apportionment of Special Taxes Within Improvement Areas to be Annexed into the City of Rancho Cordova The Ranch Community Facilities District No. 2021-1.
Recommendation: Adopt the Resolution.
13.7. Subject: A Resolution Amending the 2025 City Council Meeting Schedule.
Recommendation: Adopt the Resolution amending the 2025 City Council Meeting Schedule and cancel the Monday, August 18, 2025, City Council meeting.
13.8. Subject: A Resolution Rescinding Resolution No. 75-2025 and Authorizing the City Manager to Execute Contract No. 2025-182 with City Net in an Amount not to Exceed $1,170,000 for Field Outreach Housing Navigation and Transitional Housing Services from July 1, 2025 through June 30, 2027.
Recommendation: Adopt the Resolution.

13.9. Subject: Treasurer's Report - June 30, 2025.
Recommendation: This report is informational only. It is recommended that the City Council receive and file the June 30, 2025 Treasurer’s Report.

16. REGULAR CALENDAR ITEMS
16.1. Subject: Update on Illegal Firework Enforcement and Temporary Firework Stands.
Recommendation: No formal recommendation is being made by staff at this time. Staff is seeking input on proposed adjustments to fine structures related to the use of illegal fireworks.
Staff is also requesting that the City Council review the current Municipal Code provisions and licensing procedures related to safe and sane fireworks and provide feedback on potential updates to those regulations.
16.2. Subject: Presentation on Upcoming Neighborhood Traffic Management Program Projects, Adopt a Resolution Authorizing the City Manager to Execute Contract No. 2025-92 with Dokken Engineering, Inc. in an Amount not to Exceed $136,593.00 for On-Call Professional Engineering Services on the Neighborhood Traffic Management Program Ph VII Project, and Adopt a Resolution Authorizing the City Manager to Execute Contract No. 2025-180 with Dokken Engineering, Inc. in an Amount not to Exceed $377,180.00 for On-Call Professional Engineering Services on the Neighborhood Traffic Management Program Ph VIII Project.
Recommendation: Adopt the Resolution.
