ITEM 9.2.
DATE: January 20, 2026
TO: Honorable Mayor and Council Members
FROM: Matt Tamayo, Chief of Police
SUBJECT: A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPROVE
A PURCHASE ORDER WITH MERIDIAN SOLAR IN AN AMOUNT
NOT TO EXCEED $108,612 FOR THE PURCHASE OF TWO (2)
SOLAR CAMERA TRAILERS FOR THE RANCHO CORDOVA POLICE
DEPARTMENT THROUGH COMMUNITY ORIENTED POLICING
SERVICES (COPS) GRANT FUNDING
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize the purchase of two mobile camera trailers for the Rancho Cordova Police Department.
BACKGROUND
The Rancho Cordova Police Department (RCPD) is requesting funding to purchase two mobile camera trailers to further advance the Community Oriented Policing Services (COPS) Office goals of improving community safety, enhancing officer effectiveness, and reducing crime through innovative, community-oriented policing strategies. Camera trailers have proven to be a critical tool for RCPD, providing a highly visible and flexible crime deterrent in areas experiencing elevated calls for service, community concerns, or emerging crime trends.
These mobile surveillance units offer remote monitoring capabilities that enhance officer safety by reducing the need for constant physical presence in potentially hazardous locations while still providing real-time situational awareness. The ability to stream live video and record footage supports proactive problem-solving, strengthens evidence collection, and enhances transparency—key pillars of community trust and effective policing.
In addition to neighborhood deployment, the City of Rancho Cordova hosts several large-scale community events each year, including the annual Christmas Tree Lighting, Fourth of July in the Park celebration, and the California Capital Airshow. These events draw tens of thousands of attendees into confined spaces. Deployable camera trailers significantly improve RCPD’s ability to monitor these environments, continuously scan for behavioral indicators, and rapidly identify and respond to potential public safety issues.
City Council Staff Report - Page 2 of 2
FISCAL IMPACT AND FUNDING SOURCE
The total cost for two camera trailers through Meridian Camera, LLC is $108,612, including tax.
These units are consistent with those being purchased by the Sacramento County Sheriff’s Office, through an approved County vendor, and are fully compatible with both the County and RCPD Real Time Information Centers. This purchase will be funded through the COPS program and will substantially enhance RCPD’s capacity to proactively address crime, safeguard large public gatherings, and strengthen trust between law enforcement and the Rancho Cordova community.

ITEM 12.1.
DATE: January 20, 2026
TO: Honorable Mayor and Council Members
FROM: Michelle Mingay, Finance Manager
SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF SPECIAL TAX
BONDS FOR AND ON BEHALF OF THE CITY OF RANCHO
CORDOVA PRESERVE COMMUNITY FACILITIES DISTRICT NO.
2025-1, APPROVING AND DIRECTING THE EXECUTION OF A
FISCAL AGENT AGREEMENT, APPROVING THE FORM OF
PRELIMINARY OFFICIAL STATEMENT, APPROVING SALE OF
SUCH BONDS, AND APPROVING OTHER RELATED DOCUMENTS
AND ACTIONS
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize the sale of Special Tax Bonds (the “Bonds”) for and on behalf of The Preserve Community Facilities District No. 2025-1 for the purpose of providing money for the acquisition and construction of improvements and the payment of certain development impact fees related to the project within the Community Facilities District.
BACKGROUND
The Preserve Community Facilities District No. 2025-1 (“CFD 2025-1” or the “District”) was formed in 2025 to assist in the financing of the acquisition and construction of certain public facilities and payment of certain fees within a portion of The Preserve project. Through various City Council actions, the City Council has declared the necessity to incur bonded indebtedness and set an annual appropriations limit of $23,800,000 for CFD 2025-1, of which $13,700,000 was allocated to Improvement Area 1 and the remaining $10,100,000 available for land within the Future Annexation Area.
In November 2025, with the consent of the owner of all the land within the Future Annexation Area, all of the land within the Future Annexation Area was annexed into Improvement Area No. 1 and the indebtedness limit of $23,800,000 became applicable to the entirety of Improvement Area No. 1.
Based on the current status of the property within the District, the appraisal estimates the value of the property within Improvement Area No. 1 at approximately $141.3 million. This has created an opportunity for the District to issue special tax bonds. Based on the expected par
City Council Staff Report - Page 2 of 3
amount of approximately $12.0 million, the property value compared to bonded debt lien would exceed the required 4:1 value to lien requirement, which is consistent with prior special tax bonds issued within the city.
The proposed financing-related resolution approves: (i) the sale of the Bonds in an amount not to exceed $13.5 million; (ii) a Fiscal Agent Agreement; (iii) the Preliminary Official Statement; (iv) Bond Purchase Agreement, and authorizes related documents on behalf of the District.
Descriptions of these documents are as follows:
• Fiscal Agent Agreement: The Fiscal Agent Agreement allows U.S. Bank to act on behalf of the city to provide for the issuance of the Bonds, the disbursement of proceeds of the Bonds, the disposition of the special taxes securing the Bonds, and the administration and payment of the Bonds.
• Bond Purchase Agreement: The Bond Purchase Agreement is a legally binding document between the issuer (city on behalf of the District) and underwriter (Piper Sandler & Co.) establishing the terms of the Bond sale wherein the city agrees to sell the Bonds to the underwriter. At the Bond closing, the city delivers the Bonds to the underwriter, and the underwriter pays the city for them and simultaneously completes the sale to investors, all at the price and yield established during the Bond pricing call and reflected in the agreement at the time it is signed. Currently, the pricing is scheduled for the week of February 2, 2026.
• Preliminary Official Statement: The preliminary Official Statement is a document that serves as the offering prospectus for the Bonds. It is the disclosure document relied on by Bond investors that details the underlying security for the Bonds and all associated investment risks. • Funding, Construction and Acquisition Agreement: This agreement is between the City and Developer (Lennar Homes of California, LLC) to provide for the acquisition of certain public facilities serving development of the project within CFD 2025-1 to be financed in whole or in part by the District, including payment of certain fees to fund such public facilities, using proceeds from issuance and sale of bonds for the District to finance the design and acquisition of such public facilities and expenses incidental thereto and to provide the terms of any reimbursement to Developer.

E. The Underwriter has reasonably determined that the City’s undertaking in the City Continuing Disclosure Certificate to provide continuing disclosure with respect to the Bonds is sufficient to effect compliance with the Rule.
5. Establishment of Issue Price.
A. The Underwriter agrees to assist the City in establishing the issue price of the Bonds and shall execute and deliver to the City at Closing an “issue price” or similar certificate, together with the supporting pricing wires or equivalent communications, substantially in the form attached hereto as Appendix J, with such modifications as may be appropriate or necessary, in the reasonable judgment of the Underwriter, the City and Bond Counsel, to accurately reflect, as applicable, the sales price or prices or the initial offering price or prices to the public of the Bonds.
B. Except as otherwise set forth in Appendix A attached hereto, the City will treat the first price at which 10% of each maturity of the Bonds (the “10% test”) is sold to the public as the issue price of that maturity. At or promptly after the execution of this Purchase Agreement, the Underwriter shall report to the City the price or prices at which it has sold to the public each maturity of Bonds. If at that time the 10% test has not been satisfied as to any maturity of the Bonds, the Underwriter agrees to promptly report to the City the prices at which it sells the unsold Bonds of that maturity to the public. So long as the hold-the-offering-price rule remains applicable to any maturity of the Bonds, the Underwriter will neither offer nor sell unsold Bonds of that maturity to any person at a price that is higher than the initial offering price to the public during the period starting on the sale date and ending on the earlier of the following:
a. the close of the fifth (5th) business day after the sale date; or b. the date on which the Underwriter has sold at least 10% of that maturity of the Bonds to the public at a price that is no higher than the initial offering price to the public.

D. The Underwriter confirms that:
(i) any selling group agreement and any third-party distribution agreement relating to the initial sale of the Bonds to the public, together with the related pricing wires, contains or will contain language obligating each dealer who is a member of the selling group and each broker-dealer that is a party to such third-party distribution agreement, as applicable:
(A)(i) to report the prices at which it sells to the public the unsold Bonds of each maturity allocated to it, whether or not the Closing Date has occurred, until either all Bonds of that maturity allocated to it have been sold or it is notified by the Underwriter that the 10% test has been satisfied as to the Bonds of that maturity, provided that, the reporting obligation after the Closing Date may be at reasonable periodic intervals or otherwise upon request of the Underwriter and (ii) to comply with the hold -the-offering-price rule, if applicable, if and for so long as directed by the Underwriter,
(B) to promptly notify the Underwriter of any sales of Bonds that, to its knowledge, are made to a purchaser who is a related party to an underwriter participating in the initial sale of the Bonds to the public (each such term being used as defined below), and (C) to acknowledge that, unless otherwise advised by the dealer or broker -dealer, the Underwriter shall assume that each order submitted by the dealer or broker -dealer is a sale to the public.

with the related pricing wires, contains or will contain language obligating each dealer that is a party to a third-party distribution agreement to be employed in connection with the initial sale of the Bonds to the public to require each broker-dealer that is a party to such third -party distribution agreement to (A) report the prices at which it sells to the public the unsold Bonds of each maturity allocated to it, whether or not the Closing Date has occurred, until either all Bonds of that maturity allocated to it have been sold or it is notified by the Underwriter or the dealer that the 10% test has been satisfied as to the Bonds of that maturity, provided that, the reporting obligation after the Closing Date may be at reasonable periodic intervals or otherwise upon request of the Underwriter or the dealer, and (B) comply with the hold -the-offering-price rule, if applicable, if and for so long as directed by the Underwriter or the dealer and as set forth in the related pricing wires.

The City further acknowledges that the Underwriter shall not be liable for the failure of any dealer who is a member of a selling group, or of any broker -dealer that is a party to a third -party distribution agreement, to comply with its corresponding agreement to comply with the requirements for establishing issue price of the Bonds, including, but not limited to, its agreement to comply with the hold -the-offering-price rule, if applicable to the Bonds.
