Subject: Public Comment – Opposition to Red Hill Country Club Proposal

Dear Planning Director Nakamura and Honorable City Councilmembers, I am writing as a resident of the Red Hill neighborhood to express my strong opposition to the proposed redesignation and rezoning at the Red Hill Country Club. I live directly across from the proposed site on Calle Casino, and my family and I would be among the most directly impacted by this project.

1. Loss of Open Space
This project would convert land currently designated as open space into residential tracts. Such a change undermines the long-standing purpose of the Country Club as a community buffer and contradicts our General Plan’s intent to preserve neighborhood character.

2. Lack of Affordable Housing
While the proposal adds housing units, the staff report acknowledges these will be market-rate only. This directly conflicts with General Plan Goal H-2, which calls for housing opportunities that meet the needs of all socioeconomic segments. Approving luxury homes and condos does not address our city’s pressing affordable housing needs.

3. Traffic and Infrastructure Strain
Residents have repeatedly voiced concerns about worsening traffic. Even without this project, an additional 308 multi-family units are already entitled nearby. Adding 13 single-family homes and 42 multi-family units at Red Hill will further strain streets and infrastructure in a historic neighborhood that was never designed for this level of density.

4. Design Conflicts with City Policy
The single-family portion proposes a cul-de-sac layout, inconsistent with General Plan Goal LC-4.12 and the Housing Accountability Act, both of which prohibit discontinuous suburban street patterns. Approving this project would require special legislative action to override current standards.

5. Failure to Provide Proper Transitions
The rezoning for higher-density multi-family units conflicts with adjacent land uses. General Plan Policy LC-4.11 requires gradual transitions between neighborhoods. At 14 units per acre, the proposed density would overshadow nearby single-family homes and disrupt community balance.

Conclusion
This proposal prioritizes developer interests over community values. It replaces open space with market-rate housing, worsens traffic, and disregards city policies on neighborhood design and affordability. As a resident living directly across from the project site, I will be among the most affected, and I urge the City Council to reject the Red Hill Country Club proposal.

Sincerely,

Gerald McIntosh

Hello, I have great concerns about what the mayor told me when he visited my house. He says they’re trying to plan a condo development on Redhill county club property, I live across the street on valle vista dr. We’ve already had to much development off of foothill blvd. Rcc drive is going to be super busy with all the new developments, you need to be transparent of your intentions so everyone can vote on this, yay or nay. It’s a hard nay from us. The mayor is also against this eyesore!!!
Sincerely,

Mark and Tracy Schultze
