SUBJECT: Consideration to Award a Professional Services Agreement with Yunex, LLC for Annual Streetlight Maintenance Services in an Amount Not to Exceed $50,000 for Fiscal Year 2026-27. (CITY)
RECOMMENDATION:
Staff recommends the City Council award and authorize the execution of a Professional Services Agreement for Annual Streetlight Maintenance Services to Yunex, LLC effective July 1, 2026 for a five-year term with an option to renew in two (2) year increments up to a total of seven (7) years, in an amount not to exceed $50,000 for Fiscal Year 2026-27, and an estimated total of $350,000 over seven years contingent upon approval of future budgets.
BACKGROUND:
In 2017, the City took ownership of approximately 15,910 street light poles from Southern California Edison. The poles and light fixtures are managed by the Rancho Cucamonga Municipal Utility (RCMU). Staff identified the need to contract with a firm to provide routine maintenance services and quarterly night audits for the streetlights to ensure reliable street lighting throughout the city.
On average, 170 street light work order requests are completed each year in addition to the maintenance items that are identified during the in-field quarterly audits. The services provide diagnosis and maintenance repairs of fixtures including but not limited to the replacement of failed lamp fixtures or fuses, repair of loose wires, identification of the cause of streetlight outages which may include incorrect voltage issues, and installation of house side shields. The current contract for these services ends June 30, 2026.
ANALYSIS:
Staff provided a detailed scope of services to the Procurement Department and a formal Request for Proposal (RFP) #25/26-018 was posted in the City’s electronic bidding system on February 26, 2026. There were seven hundred thirty-five (735) notified vendors, twenty-four (24) prospective vendors and four (4) viable responses. An evaluation panel was formed and the proposal responses were evaluated and rated in accordance with the criteria identified in the RFP.
Yunex, LLC received the highest overall score from the evaluation committee. Staff determined Yunex, LLC can meet the needs of the City based on their qualifications and experience. A rate sheet was provided, and staff find the costs to be reasonable. A copy of the agreement is on file

with the City Clerk’s Office.
FISCAL IMPACT:
A total of $50,000 has been budgeted in the proposed Fiscal Year 2026-27 Budget from the General Street Light Fund (F150).

SUBJECT: Consideration of a Professional Services Agreement with Psomas, Inc. in the Amount of $638,040 Plus a 10% Contingency for Civil Design and Construction Support Services for Etiwanda Creek Bridges Project. (CITY)
RECOMMENDATION:
Staff recommends the City Council:
1. Enter into a Professional Services Agreement with Psomas, Inc. in the amount of $638,040 for design and construction support services for the Etiwanda Creek Bridges Project;
2. Authorize City Engineer to award as needed up to a 10% contingency for the design and construction support services contract, totaling $63,810; and
3. Authorize the City Engineer to award optional task items, as needed, in an amount not to exceed $119,520 from the proposal received from Psomas, Inc.
BACKGROUND:
In February 1989, the City Council adopted the Etiwanda/San Sevaine Area Master Plan of Drainage Report, with the most recent update adopted in 2009.
In 2013, Lennar Homes was conditioned to complete master storm drain improvements in accordance with the Etiwanda/San Sevaine Area Drainage Policy or provide alternative drainage facilities subject to the approval of the City Engineer. Although alternative drainage facilities were proposed and approved, they have not met the intended performance requirements in practice.
In 2025, Etiwanda Creek Bridges Project was identified as a Major Projects Program Supplemental Project in the Development Impact Fee (DIF) Nexus. Development Impact Fees collected since adoption of the Mitigation Fee Act are anticipated to fully fund both the design and construction of the project.
3 4
8 4
ANALYSIS:
The Etiwanda Creek Bridges Project will implement the City’s vision as outlined in the Etiwanda/San Sevaine Area Master Plan of Drainage and the General Plan for Arrow Route and Whittram Avenue along the Etiwanda Creek Channel. The project scope includes but is not limited to reprofiling the subgrade for drainage, street rehabilitation, construction of two (2) culverts, curb and gutter improvements, driveway approaches, sidewalk, retaining walls, street lighting, signing, and striping.
In addition to improving drainage infrastructure and roadway conditions, the proposed bridge crossings are anticipated to improve long-term traffic circulation and roadway capacity within the Southeast Industrial quadrant. The grade-separated crossings at Arrow Route and Whittram Avenue will provide continuous vehicular access across the channel regardless of rainfall events and surface water. This will reduce current traffic constraints associated with existing drainage conditions and support increased traffic demand generated by current and future development within the surrounding area. The project will also enhance connectivity, emergency access, and overall transportation system reliability consistent with the City’s General Plan circulation objectives.
On February 17, 2026, Request for Proposals (RFP) #25/26-014 was released for Civil Design and Construction Support Services for the Etiwanda Creek Bridges Project. In total, 1,077 vendors were notified, 58 prospective bidders were identified, and four (4) proposal responses were received. An evaluation committee was formed, and the proposal responses were rated in accordance with the criteria specified in the RFP.
Psomas received the highest overall score from the evaluation committee, clearly demonstrating an understanding of the project scope of services and the City’s desire to improve the Etiwanda Creek corridor. Staff has determined that Psomas is able to meet the needs of the City based on their qualifications, experience, scope, and fee schedule.
The proposed agreement also includes optional task items that may be authorized by the City on an as-needed basis throughout the duration of the project. These optional services consists of environmental support, supplemental biological surveying for protected species, and specialized environmental studies that may become necessary as the project advances through design and permitting. Optional task items will only be utilized upon authorization by the City Engineer and as the Project needs warrant.
A copy of the proposed Professional Services Agreement is held on file with the City Clerk’s office.
FISCAL IMPACT:
The anticipated project design costs are estimated as shown in the table below:
Expenditure Category Amount
Civil Design Contract $638,040
Civil Design Contingency (10%) $63,810
Optional Task Items $119,520
Estimated Project Design Costs $821,370

SUBJECT: Consideration of a Three-Year Agreement with PKI Solutions LLC for Cybersecurity Related Technology and Support in an Amount Not-to- Exceed $337,500. (CITY)
RECOMMENDATION:
Staff recommends the City Council authorize a three-year agreement with PKI Solutions LLC for cybersecurity related technology and support in an amount not-to-exceed $337,500.
BACKGROUND:
Public Key Infrastructure (PKI) is a foundational security component that the City’s systems are dependent on. DoIT seeks to pursue system stability, cybersecurity benefits, and cost savings by entering into a multi-year agreement with PKI Solutions LLC. The City has been leveraging software and services provided by PKI Solutions LLC since January 2025; the product and the vendor have a proven track-record for improving security and stability while reducing manual workload of staff.
ANALYSIS:
The Department of Innovation and Technology (DoIT) applies numerous layers of cybersecurity safeguards to protect the City’s systems from threats. One such safeguard is PKI, a transparent but crucial cybersecurity infrastructure that City systems depend on to protect communications between devices and servers. City devices must identify themselves and their identity must be verified before a device is able to access City resources; PKI is the “how” behind these system verifications.
The City’s platform of choice for managing PKI is Spotlight, provided exclusively by PKI Solutions LLC. Spotlight is used by DoIT to issue, track, and renew system credentials across the City’s network. PKI Spotlight has provided the City with:
A single dashboard to view the state of PKI across the City; A health snapshot of the components that make up the City’s PKI; Alerting in the event of expirations or problems that may impair security and/or communications between systems.
These capabilities reduce the manual workload required of Systems Administrators who would
3 5
3 2
otherwise have to conduct manual checks of each server within the City’s environment to keep track of PKI.
The Spotlight software is a well-known commodity having been leveraged by the City for approximately 18 months. PKI Solutions LLC has provided the City with excellent support and services during implementation. Timeliness of support is particularly important given the potential impact a PKI problem may present. PKI Solutions LLC has consistently demonstrated their ability to respond to City needs with speed and competence.
A single source award is recommended due to the unique nature of the Spotlight software; the product is not made available by any other company. Although similar products do exist, it would be cost-prohibitive and there is no sound rationale for the City to remove and replace a critical piece of technology infrastructure that is working as intended.
FISCAL IMPACT:
Sufficient appropriation for the first year of the agreement has been requested as part of the FY 2026-27 budget process in the General Fund, F001 CC209 SC2106. Appropriation requests will be made during future budget development cycles. The multi-year agreement provides the City with a 10% discount on cost and limits unforeseen cost increases in future budget cycles.

TO: Ruth Cain, Procurement Manager
FROM: Behrang Abadi, Director of Innovation and Technology SUBJECT: Single Source Justification - PKI Solutions (PKI Spotlight) The Department of Innovation and Technology (DolT) is responsible for securing the City's infrastructure and network. This includes the implementation and ongoing maintenance of Public Key Infrastructure (PKI) technology, which is essential for ensuring secure communications, certificate lifecycle management, and data integrity across City systems. PKI Solutions is the sole provider of PKI Spotlight, a proprietary software platform that no other vendor can supply, support, or replicate. PKI Spotlight is currently deployed and integrated throughout the City's PKI infrastructure. No commercially available alternative provides equivalent functionality within the City's existing environment without a complete platform replacement.
Because PKI Spotlight is proprietary to PKI Solutions, only PKI Solutions can provide licensing, maintenance, updates, and technical support for the software. This is not a preference for a particular vendor, this is a market condition. Competitive bidding cannot produce an alternative supplier for a proprietary product owned exclusively by the incumbent vendor. PKI Solutions operates in a co-management capacity alongside DolT staff, providing expert support, escalation assistance, and oversight for PKl-related issues and projects as needed. Migrating to a competing platform would require a full replacement of the PKI management layer, a separate procurement action with its own scope, cost, risk assessment, and implementation timeline. That is a distinct project decision, not an outcome of this contract renewal. The nature of PKI Spotlight's proprietary architecture and its existing integration within the City's infrastructure establishes PKI Solutions as the only available source for continued PKI management and support services. DolT requests approval to proceed with PKI Solutions on a single source basis.

SUBJECT: Consideration to Approve Multi-Year Agreements for Website Hosting and Associated Professional Services with Carahsoft Corp. in an Amount Not- to-Exceed $204,800 and for Website Design and Development Services with KWALL Inc. for an Amount Not-to-Exceed $134,500. (CITY) RECOMMENDATION:
Staff Recommends the City Council:
1. Approve Carahsoft Corp. (Carahsoft) of Reston, VA for website hosting and associated professional services via Acquia in an amount not-to-exceed $204,800 over three (3) years; and
2. Approve a three (3) year agreement with KWALL INC. (KWALL) of Costa Mesa, CA to provide website design and development services in an amount not-to-exceed $134,500.
BACKGROUND:
The Department of Innovation and Technology manages website services for the City, including development, maintenance, and hosting of the City’s public facing website and ancillary sites. The City’s website environment is currently maintained under an agreement with KWALL and hosted by Aquia using a Software as a Service model. In 2019, the City entered into an agreement with Carahsoft and KWALL to host, migrate, and create the new replacement for the existing City website. The hosted environment has outstanding stability and availability, receives regular security updates, and provides the City with two proven professional service partners that support access and information for several city services and enterprise applications.
ANALYSIS:
The City website leverages the Drupal Content Management System (CMS) to deliver web content to the Rancho Cucamonga community. Drupal is one of the largest content management platforms worldwide, which helps ensure continued support and product development over time.
The platform provides a feature-rich environment with ease of use for website editors that continues to meet the needs of City staff and constituents.
The City’s Drupal instance is a Software as a Service model and delivered by Acquia. Acquia was selected as the hosting platform of choice for the City due to its stability, security, and reputation as the most prolific Drupal-hosting option in the industry. Acquia continues to be delivered under the NASPO ValuePoint cooperative contracting vehicle, ensuring competitive and transparent
3 5
0 7
pricing. Staff recommends awarding a single source contract to Carahsoft, an authorized reseller of Acquia under the NASPO cooperative purchasing agreement.
In addition, staff recommends entering into a Single Source agreement with KWALL for continued website development and Americans with Disabilities Act (ADA) remediation tasks. KWALL has developed and maintained the City’s main website, as well as the Lewis Family Playhouse and Second Story and Beyond. KWALL has intimate knowledge of the websites, the codebase, integrations, and they are uniquely positioned to respond to needs for feature requests in an efficient and cost-effective manner. KWALL is also heavily engaged in working through the website’s federally mandated ADA remediation tasks, having addressed nearly all issues that require programming assistance. They have since transitioned to items requiring manual reviews.
Copies of the original NASPO Valuepoint AR2472 Master Agreement is on file with the City Clerk’s Office.

Darci Vogel, Business Manager
Riley Davis, Emergency Management Coordinator
SUBJECT: Consideration of a Professional Services Agreement with ESi Acquisition Inc for the Purchase of Incident Management Software and Maintenance in the Amount of $113,900. (CITY/FIRE)
RECOMMENDATION:
Staff recommends the City Council / Fire Board authorize a Professional Services Agreement with ESi Acquisition Inc for the purchase of incident management software (WebEOC) and maintenance in the amount of $113,900 over a three-year contract term.
BACKGROUND:
Rancho Cucamonga is seen as a leader in the region when it comes to Emergency Management and having the resources and capabilities needed to perform at a high level during any disaster the City may face. Over ten years ago, the City purchased WebEOC, an incident management software program, from ESi Acquisitions. City and Fire staff assigned to the Emergency Operations Center (EOC) are trained to use this highly effective communication and documentation tool during EOC activations. WebEOC has also provided the City with an opportunity to create a partnership with FEMA, which allows the City to send out Wireless Emergency Alerts via cell phones during a major disaster. Currently, Rancho Cucamonga is one of two cities in San Bernardino County who has this agreement with FEMA. The City is also the backup to the County if their system is compromised.
ANALYSIS:
Staff has determined the need to enter into a new contract with ESi Acquisitions for WebEOC as the current contract will expire on June 30, 2026.
The purchase of the incident management software and maintenance plan will provide a sense of consistency for our EOC responders who have extensive training and real-world experience on the use of this platform. The new contract will include implementation of the newest version of WebEOC, known as WebEOC Nexus. This updated version will provide real-time support from the platform’s internal team due to WebEOC Nexus being hosted on their servers.
In addition, the San Bernardino County Operational Area is utilizing this specific software

implementation for redundant reporting and messaging between the County and cities/towns in the event of a catastrophic disaster. This software program was approved as a sole source purchase to be fully compatible with the current emergency management organization reporting structure utilizing the Standardized Emergency Management System (SEMS) mandated by the State of California.
Staff recommends that the City Council / Fire Board approve the three-year contract with ESi Acquisition Inc for the purchase of incident management software (WebEOC) and maintenance in the amount of $113,900. The contract will renew annually with a three percent increase each year.
The contract is on file with the City Clerk’s office.
FISCAL IMPACT:
The total cost of the agreement is $113,891.02 and will be spread over a three-year contract term with the following pricing:
Fiscal Year Account No. Description Total Cost
FY 2026-27 F281 CC503 SC2106 P0074 Contract Services $36,847.20 FY 2027-28 F281 CC503 SC2106 P0074 Contract Services $37,952.62 FY 2028-29 F281 CC503 SC2106 P0074 Contract Services $39,091.20 TOTAL: $113,891.02
Sufficient funds have been included in the FY 2026-27 budget contingent upon City Council / Fire Board approval. Future costs will be included in the Fire District’s annual budget process.
COUNCIL MISSION / VISION / GOAL(S) ADDRESSED:
This agreement brings together portions of the Council’s vision and core values by providing a sustainable City and promoting a safe and healthy community for all. This is accomplished by ensuring our City EOC responders have the resources and tools necessary to communicate effectively during a disaster.

SUBJECT: Consideration to Award a Professional Services Agreement to Yunex, LLC for Streetlight Knockdown Services in an Amount Not to Exceed $200,000 for Fiscal Year 2026-27. (CITY)
RECOMMENDATION:
Staff recommends the City Council award and authorize the execution of a Professional Services Agreement for Streetlight Knockdown Services to Yunex, LLC effective July 1, 2026 for a five- year term with an option to renew in a two (2) year increment up to a total of seven (7) years, in an amount not to exceed $200,000 for Fiscal Year 2026-27, and an estimated total of $1,400,000 over seven (7) years contingent upon approval of future budgets.
BACKGROUND:
In 2017, the City took ownership of approximately 15,910 street light poles from Southern California Edison. The poles and light fixtures are managed by the Rancho Cucamonga Municipal Utility (RCMU). Staff identified the need to contract with a firm to provide clean-up and replacement services for knocked down streetlights in the city. On average, 50 streetlight knockdowns occur each year in the city. The on-call clean-up and pole installation services include arriving at the location, assisting with cutting the power to the pole, and hauling away the debris and pole. After the pole is removed, the new pole, foundation, wiring and fixture are scheduled to be installed in a timely manner. The current contract for these services ends June 30, 2026.
ANALYSIS:
Staff provided a detailed scope of services to the Procurement Division and a formal Request for Proposal (RFP) #25/26-016 was posted in the City’s electronic bidding system on February 26, 2026. There were 799 notified vendors, 20 prospective vendors and four (4) viable responses. An evaluation panel was formed, and the proposal responses were evaluated and rated in accordance with the criteria identified in the RFP.
Yunex, LLC received the highest overall score from the evaluation committee. Staff determined Yunex, LLC can meet the needs of the City based on their qualifications and experience. A rate sheet was provided, and staff find the costs to be reasonable. A copy of the agreement is on file with the City Clerk’s Office.

SUBJECT: Consideration to Approve Agreements with Four Contractors for High Voltage Electrical On-Going Maintenance and On-Call Emergency Services for the Rancho Cucamonga Municipal Utility. (CITY) RECOMMENDATION:
Staff recommends the City Council:
1. Accept the qualifications received for the High Voltage Electrical Support and Related Infrastructure Request for Qualifications #25/26-502; and
2. Enter into Agreements with the following Contractors to provide High Voltage Electrical On-Going Maintenance and On-Call Emergency Services for a three-year term with the option to renew in two (2) year increments up to a total of seven (7) years, in an amount not to exceed $100,000 annually, and an estimated total of $700,000 over seven years contingent upon approval of future budgets (per contractor): International Line Builders, Inc. (CO2026-079), Pacific Utility Installation, Inc (CO2026-080), Asplundh Construction, LLC (CO2026-076) and Henkels & McCoy West, LLC (CO2026-078).
BACKGROUND:
The Rancho Cucamonga Municipal Utility’s (RCMU) provides electric service to developments within the RCMU service area. As RCMU continues to maintain its existing infrastructure, add new equipment, and extend the service area, the need for specialized utility standard construction, operation, maintenance and emergency services are required to continue providing reliable and dependable electric service. Line extension projects are also planned based on system needs and to address opportunities to serve new developments.
The three existing annual high voltage electrical on-going maintenance and on-call emergency service contracts are expiring as of June 30, 2026. Given the complexity of the high voltage electrical infrastructure and because RCMU is a small electric utility, staff identified the need to continue these specialized services and ensure sufficient specialized electrical contractors are on hand to assist RCMU when it is required.
3 5
1 8
ANALYSIS:
Staff provided a detailed scope of services and pre-qualification forms to the Procurement Department for the purpose of establishing a high voltage electrical contractor qualification list for a term of seven (7) years. Contractors that were deemed qualified may bid on future projects and provide proposals for on-going maintenance and on-call emergency services.
A formal Request for Qualifications #25/26-502 was posted and advertised in the City’s electronic bidding system on March 11, 2026. There were one thousand five hundred twenty-four (1524) notified vendors, forty-nine (49) prospective vendors and nine (9) responses were received. An evaluation panel was formed, and the responses and documents were evaluated and rated in accordance with the criteria identified in the RFQ.
The contractors that met and passed the RFQ requirements were selected. These contractors are:
International Line Builders, Inc.
E.E. Electric, Inc.
Pacific Utility Installation, Inc.
PAR Western Line Contractors, LLC
Asplundh Construction, LLC
Henkels & McCoy West, LLC
The qualification list of these six contractors will provide RCMU additional flexibility in selection for necessary services and allow for more competitive bids on future RCMU project opportunities.
Proposals and rate sheets were requested from the six (6) pre-qualified contractors on May 7, 2026, for annual on-going maintenance and on-call emergency services. On May 21, 2026, four (4) proposals were received and two (2) were deemed non-responsive. Staff reviewed the hourly rates for each position or equipment costs and found them to be reasonable. Once the contracts are executed, the contractors will be utilized as needed and will be selected based on the services needed and availability. The contractors are not guaranteed work but are available if/as needed for work up to the contracted amount for on-going maintenance and on-call emergency services.
The agreements are on file with the City Clerk’s Office.
FISCAL IMPACT:
Services for all contracts will be paid on an as needed basis and will not exceed the budgeted annual expenditure for all contracts ($100,000/annually for each contractor). A total of $400,000 has been included in the proposed Fiscal Year 2026/27 Budget in Account:

(CITY)
RECOMMENDATION:
Staff recommends the City Council to:
1. Award and authorize a Professional Services Agreement for an Owner’s Engineer for the Rancho Cucamonga Municipal Utility to The Engineering Partners, Inc. in the amount of $618,360;
2. Authorize an expenditure of a 10% contingency in the amount of $61,840; and
3. Authorize an appropriation in the amount of $680,200 to account number F705CC304SC7009-PID2177 (Utility Infrastructure-RCMU New Southeast Industrial Electric Substation Project).
BACKGROUND:
On August 31, 2001, the Rancho Cucamonga City Council authorized the creation and operation of a municipally owned utility for the purpose of providing various utility services to the Victoria Arbors Master Plan Area including the Arbors Substation and permanent electric service to developments within the Rancho Cucamonga Municipal Utility (RCMU) service area.
RCMU began serving its first customers in 2004 and now serves approximately 4,000 residential and commercial customers with a demand for electricity of approximately 31 MW. The increasing demands for electricity have resulted in capacity constraints at the Arbors Substation, creating the need for a second substation to not only meet current and future demands for electricity, but also improve the operational flexibility and efficiency of RCMU’s distribution system.
A critical component of the substation project involves contracting with an Owner’s Engineer (OE) firm to assist utility staff in various phases of planning and construction of the new substation. For example, the OE will assist with the development of an engineer’s estimated cost of construction, assist with the development of the scope of work for design and construction of the substation, and act as RCMU’s technical representative. The OE will provide the following: (1) independent engineering review and oversight; (2) protect system reliability, safety, and long-term operability;
3 5
1 1
(3) support schedule, cost, and quality management; (4) coordinate with RCMU staff and the contractor; and (5) maintain professional independence from the contractor and any sub- contractors. The OE does not serve as the Engineer of Record and shall not be responsible for construction means, methods, or site safety. The term of the OE services will continue through final project acceptance and warranty commencement.
ANALYSIS:
The Engagement and Special Programs Department provided a detailed scope of services to the Procurement Division and a formal Request for Proposals (RFP) #25/26-021 was posted in the City’s electronic bidding system on April 8, 2026. There were one thousand two hundred sixty- five (1,265) notified vendors, forty-six (46) prospective vendors and four (4) responses were received with one (1) vendor considered non-responsive.
An evaluation panel was formed, and the responses were evaluated and rated in accordance with the criteria identified in the RFP. The Engineering Partners, Inc. was determined to be responsive and provide the necessary services that meets the scope of work and specifications required.
Staff recommends the approval of a Professional Services Agreement with The Engineering Partners, Inc. in the amount not to exceed $680,200.00. A copy of the agreement is on file with the City Clerk’s Office.

SUBJECT:Consideration of Approval of a Three-Year Enterprise License Agreement with ESRI, Inc. for Comprehensive GIS Services in the Total Amount of $541,200. (CITY/FIRE)
RECOMMENDATION:
Staff recommends the City Council and Fire Board of the Rancho Cucamonga Fire Protection District approve a three (3) year enterprise license agreement (ELA) with ESRI, Inc. (Esri) for comprehensive GIS services in an amount not-to-exceed $541,200.
BACKGROUND:
In 2014, the City entered into an enterprise license agreement with Esri of Redlands, California that replaced all transactional licenses for individual services and products with a single comprehensive service agreement providing access to desktop, server, and cloud based products and services from Esri. This agreement provides the City with a cross-departmental spatial data management platform that directly supports several applications and services as well as indirectly supporting several accompanying enterprise platforms such as Accela Land Management, HDL Business Licensing, GoGov Apps, and Chameleon services. Continuation of the Esri ELA is a critical core service for the City, providing the framework and base data for multiple internal and public facing services.
ANALYSIS:
Staff is requesting a single source authorization to enter into this three-year agreement as Esri is a unique platform and does not issue agreements through value added resellers (VARs). All contracts are negotiated directly with Esri staff, requiring a single source approach to procuring their GIS services and products. Under the updated terms of Esri’s local government enterprise agreements, the proposed annual cost for an ELA is determined by our City population. The

DATE: April 27, 2026 TO: Ruth Cain, Procurement Manager FROM: Behrang Abadi, Director of Innovation and Technology SUBJECT:Single Source Justification for ESRI Enterprise License Agreement (ELA) In 2014, the City entered into an enterprise license agreement with ESRI of Redlands, California that replaced all transactional licenses for individual services and products with a single comprehensive service agreement providing access to desktop, server, and cloud-based products and services from ESRI. This agreement provides the City with a cross-departmental spatial data management platform that directly supports several applications and services as well as indirectly supporting several accompanying enterprise platforms such as Accela Land Management, HDL Business Licensing, GoGov Apps, and Chameleon services. Continuation of the ESRI ELA is a core critical service for the City, providing the framework and base data for multiple internal and public facing services. DoIT recommends entering into a Single Source agreement with ESRI for continued GIS products and services. ESRI does not issue agreements through value added resellers (VARs). All contracts are negotiated directly with ESRI staff, requiring a single source approach to procuring their GIS services and products. Under the updated terms of ESRI’s Small Local Government Enterprise Agreements, the proposed annual cost for an ELA based on our City population is $180,400 per year. Staff have negotiated a flat rate for the three-year term so no additional cost increases will be absorbed during the agreement.

A copy of this agreement is available in the City Clerk’s Office.

Mariposa Landscapes, Inc., continues to meet the services needs of the City and staff recommends the City Council approve the renewal of contract CO 2025-115 effective July 1, 2026 and approve the spending limit of $338,670 for FY 2026-27.

SUBJECT: Consideration of Amendment No. 002 to the Professional Services Agreement with Inland Empire Property Services, Inc. for Weed and Fire Hazard Abatement Services in the Amount of $100,000 and Authorization to Appropriate $100,000 for Expense and Revenue. (FIRE) RECOMMENDATION:
Staff recommends the Fire Board:
1. Approve amendment No. 002 to the Professional Services Agreement, CO# FD 2024-014, with Inland Empire Property Services, Inc in the amount of $100,000 for weed and fire hazard abatement services; and
2. Authorize an appropriation of $100,000 to the Fire Fund (F281) for both expense and revenue.
BACKGROUND:
A City ordinance and Fire District resolution, approved on August 4, 2010, empowered the Fire District to manage weed and fire hazard abatement for the City and assess various fees related to the Weed and Fire Hazard Abatement Administration Program. Among the provisions in the ordinance is the ability of the Fire District to contract with companies that provide weed and fire hazard abatement services. These contract services are needed when property owners do not respond to the Fire District's notices to abate weed and fire hazards.
When a property owner fails to complete the required abatement, the Fire District engages the services of an approved contractor to provide the necessary abatement. The contractor bills the Fire District for the work that is completed. Upon satisfactory evidence that the work has been completed per the ordinance, the Fire District pays the contractor according to the terms of the PSA. The Fire District then bills the property owner for the cost of the abatement services plus an administrative fee that covers the staff time necessary to arrange the abatement and handle the documentation necessary to verify the work and generate the billing. If the property owner does not pay the Fire District for costs incurred, the Fire District places the costs on the tax roll for payment with the following property tax assessment.
Administering the Weed and Fire Hazard Abatement Program is cost-neutral because the payments made by the Fire District to the contractor are recovered in full either by the property owner paying the invoice prepared by the Fire District or having the invoice paid as a tax
3 5
4 9
assessment. The staff time required to administer the Weed and Fire Hazard Abatement Program is fully recovered by the assessment of administrative fees approved by the Fire Board.
On December 18, 2024, the Fire District and Inland Empire Property Services, Inc. entered into Professional Services Agreement (PSA), CO# FD 2024-014, for weed and fire hazard abatement services in accordance with the price proposal submitted in Request for Proposal (RFP) #24/25- 008. The PSA set an annual not to exceed amount of $175,000 with a term of two (2) years with an option to renew for up to two (2), two (2) year extension terms, for a maximum total term of six (6) years.
On February 11, 2025, the Fire District approved contract Amendment No. 001 to add several bid line items that had been included in Inland Empire Property Services original proposed pricing but were inadvertently excluded from the Best and Final Offer (BAFO). The line items included hourly dozer work, debris and vegetation removal, and an administration fee.
ANALYSIS:
The costs for weed and fire hazard abatement services are somewhat predictable, however it is sometimes necessary to increase funding from season to season to pay the contractor for the additional work. Although the number of vacant and undeveloped parcels has remained largely unchanged over the past several years, an increasing number of these parcels have required the services of the Fire District's weed and fire hazard abatement contractor due to owners not performing work to the extent they have in the past. Additionally, the weather significantly affects the need for and amount of abatement each year. In years when spring and summer precipitation is low, fewer parcels need abatement in the fall. In years when winter rain is high, the vegetation grows very dense and tall. This requires additional work by the contractors to bring the parcels into compliance.
Staff has determined the need to increase the annual contract amount in order to pay final invoices for weed and fire hazard abatement services for current FY 2025-26. While weed abatement invoices remained within the contracted amount in FY 2024-25, the combined invoices for current year Fall and Spring weed abatement have exceeded the contract amount by approximately $85,000. The rise in weed abatement expenses is due to several factors, including an increase in the total number of parcels requiring abatement, increased work per parcel, and higher pricing that went into effect with the current contract.
Staff recommends that the Fire Board approve amendment No. 002 to the CO# FD 2024-014 with Inland Empire Property Services, Inc. to incorporate the following:
1. The parties will amend Section 3.1, Compensation, and increase the total not-to-exceed amount from $175,000 to a total not-to-exceed amount of $275,000.
All other Terms and Conditions of the original agreement will remain in full effect.
FISCAL IMPACT:
Weed and fire hazard abatement services is budgeted for $175,000 in FY 2025-26 for both expense and revenue. The total cost of the amendment is $100,000. Appropriations in the following accounts will be needed for the amendment:
Account No. Funding Source Description Amount
F281 CC506 SC2106 P0078 Fire Fund Contract Services $100,000.00 F281 CC501 RC4503 P0078 Fire Fund Inspection Fees $100,000.00
3 5
4 9
Due to the cost recovery structure of the Weed and Fire Hazard Abatement Program, expended funds for the weed abatement contract will be fully recovered from the owners of the properties on which abatement services are completed.
COUNCIL MISSION / VISION / GOAL(S) ADDRESSED:
This item brings together portions of the Council's vision and core values by providing and nurturing a high quality of life and promoting and enhancing a safe and healthy community for all.
A robust weed and fire hazard abatement program improves the City's overall look when weeds and seasonal grasses are regularly and adequately maintained. Quality of life, safety, and health are improved as well-maintained undeveloped parcels are less likely to catch fire and threaten nearby homes or extend into the wildland-urban interface fire area of the City. Fewer grass and brush fires mean less smoke in the air, which improves the entire community's health.

SUBJECT: Consideration of Approval of Amendment No. 3, a One-Year Extension to the Professional Services Agreement No. 2022-018 with DLR Group, Inc. for On-Call Architectural Services. (CITY)
RECOMMENDATION:
Staff recommends the City Council approve Amendment 3, a one-year term extension to the agreement with DLR Group,Inc. (CO 2022-018).
BACKGROUND:
At their regular meeting on February 16, 2022, the City Council approved Professional Services Agreements (PSAs) with three firms to provide on-call architectural services through June 30, 2026, which included services by DLR Group, Inc. As awarded, the professional service agreement awarded to DLR Group, Inc (DLR) was not to exceed $500,000 per year without City Council approval and projects would be awarded on a rotating basis between the consulting firms and upon consultant availability.
The DLR agreement authorizes term renewals in one (1) year increments for a total of three (3) additional one-year increments. DLR has worked on many multiphase projects and staff recommends awarding DLR the attached Amendment 3; awarding DLR the first of the three additional one-year terms. The recommended Amendment 3 will allow DLR to continue supporting staff in seamlessly closing out ongoing projects for which DLR has provided design work.
ANALYSIS:
Since the award of the contract, DLR has designed many of the city’s projects including heading up the design for the city’s LED sports lighting upgrades, as well as the HVAC and Lighting controls projects. These projects require construction administration support which is being provided for by DLR and needed to keep projects on schedule.
3 5
2 2
FISCAL IMPACT:
There is no request for an appropriation of funds that results from the extension of contract CO 2022-018. Future architectural services will be funded though project budgets. Amendment 3 does not alter the spending authority of $500,000 per year stated in the contract.
COUNCIL MISSION / VISION / VALUE(S) ADDRESSED: -
