configuration, testing, software copying, hardware and software installation, upgrades and/or maintenance, system integration, network integration, extended warranties, warranty service, staff augmentation and any other services and solutions available from Offeror. Specific requirements will be developed on a task order basis and may include, but is not limited to, services and solutions such as:
Virtualization: Transform data center with virtualization to consolidate servers, reduce energy consumption, increase IT capacity, add system flexibility and prepare for cloud computing.
IT organizations are challenged by the limitations of
today’s x86 servers, which are designed to run just one operating system and application at a time. As a result, even small data centers have to deploy many servers,
each operating at just 5 to 15 percent of capacity—
highly inefficient by any standard.
A key benefit of virtualization technology is the ability to contain and consolidate the number of servers in a
datacenter. This allows businesses to run multiple
application and OS workloads on the same server. Ten
server workloads running on a single physical server is typical, but some companies are consolidating as many
as 30 or 40 workloads onto one server. As you might
expect, dramatically reducing server count has a
transformational impact on IT energy consumption.
Utilization of x86 servers increases from the typical 8-15 percent to 70-80 percent. Reducing the number of
physical servers through virtualization cuts power and
cooling costs and provides more computing power in
less space. As a result, energy consumption typically
decreases by 80 percent.
Physical Security: Security solutions seaports, airports, water and wastewater, transportation, critical infrastructure, perimeter defense, physical and logical access control, identity
management, antiterrorism protection, automated alarms and alerts, integration with databases containing critical security information, cyber security and asset management, endpoint security and other network security and IT security.
Physical Security solutions combine video management,
access control, video analytics, intrusion alerts and more onto a single or consolidated platform of networks that can be accessed from anywhere and at any time
through a Web browser. Data from these subsystems is
automatically correlated, providing users with a
comprehensive view of security operations.
Communications: Communication solutions to converge voice, data and video communications onto a single, secure IP-based network.
The F5 BIG-IP family of products offers application
intelligence that network managers need to ensure
applications are fast, secure, and available. All BIG-IP products share a common underlying architecture, F5's
Traffic Management Operating System (TMOS), which
provides unified intelligence, flexibility, and
programmability. Together, BIG-IP's powerful platforms, advanced modules, and centralized management
system make up the most comprehensive set of
application delivery tools in the industry.
Cloud: Cloud solutions for scalable computing and storage capacity and rapid self- provisioning computing capabilities. This may include, but is not limited to, Cloud Infrastructure as a Service (IaaS), Cloud Software as a Service (SaaS) and Cloud Platform as a Service (PaaS).
With no minimum fee and a pay for what you use model,
Google Cloud Storage capacity pricing is the most cost
effective in the market. In addition, with lifecycle
management Google Cloud storage allows you to
reduce your costs even further by automatically
archiving your objects to Cloud Storage Nearline and
scheduled deletions. Store your data on Google's
infrastructure with very high level of durability and
availability. Google Cloud Storage stores and replicates your data allowing a high level of persistence. Google
Cloud Storage is built with a replicated storage strategy.

Google security model is an end-to-end process, built on over 15 years of experience.
Infrastructure: Infrastructure solutions such as data center management, network modernization and migration, desktop virtualization, risk and vulnerability management, and IT service management.
Datacenter Infrastructure is the backbone of delivering IT performance to the consumers of today’s
applications. Technology has shifted to become
increasingly software-driven which puts more pressure
on the infrastructure to deliver the level of performance the software is capable of or demands. Traditional
datacenter infrastructure is being challenged to meet the demands of this new approach.
New datacenter infrastructure technology embraces the
software driven approach and is designed to
accommodate large consumptions of data in a number
of forms. Arista Networks has lead the network
modernization shift by designing network switches with
high buffers and high speeds. They provide a flexible
solution to make the transition from a traditional
approach to a modern infrastructure more affordable, by not requiring forklift upgrades to the entire datacenter.
Network modernization is a key to delivering
applications like desktop virtualization and big data
analytics.
Data Management: Data management solution which uses
technologies such as thin provisioning, de-duplication and automated storage tiering to improve storage utilization.
Data is the raw material of business – an economic input almost on par with capital and labor. However, data in
most organizations is scattered across multiple
operational and analytical systems. Big data with new
sources, such as social media, cloud applications, and
syndicated data services are on the rise, and many
organizations are realizing that physical consolidation or replication of data is not practical for all data integration and business agility needs. Data needs to be made
easily consumable by people who need it to advance the
business.
Data Virtualization is a lean data integration solution that provides easy, real-time, and unified data access across disparate sources to multiple applications and users.
Data Virtualization makes data spread across physically distinct systems – such as multiple databases, XML
files, and even Hadoop systems – appear as a set of
tables in a local database. This comprehensive platform enables agile data provisioning by providing the
following functions:
• Connect: Access data from multiple
heterogeneous data sources with different
access methods and storage models.
• Compose: Easily create reusable, business-
friendly data models and virtual unified views
by combining and transforming data from
multiple sources.
• Consume: Make integrated data available on
demand for consumption by external apps
through open standards interfaces.
Visual Communications: Visual communications that integrate Now more than ever, people need the ability to

audio, video, voice and presentation capabilities. collaborate effectively with colleagues, partners, and customers—around the world, across devices, and
through technical boundaries. More and more
organizations, including large enterprises and
government agencies, are using Visual Communication
to drive end-to-end, business-critical workflows for web meetings, eLearning, and webinars. The right Visual
Communication solution delivers exceptionally rich
interactions and enables organizations to fundamentally improve productivity.
You can captivate your audience with rich, engaging,
and interactive experiences and make them available to
virtually anyone, anywhere, on virtually any device, with just a click of a button.
Certain Visual Communication Technologies allow
invitees to easily attend a meetings from the desktop
without requiring a client download, and offers complete mobile-to-mobile collaboration capabilities to address
the realities of today’s business environments, where
employees and customers are on the move worldwide.
UCC (Unified Communications and Collaboration): UCC video teleconferencing solutions that provide for critical infrastructure, emergency operations centers, command rooms, fusion centers, training rooms, and classrooms.
When disasters happen, first responders and
emergency personnel are not always in the same place.
Unified Communications and Collaboration allows you to
set up a virtual command center that can be pre-loaded
with maps, actions plans and emergency contact
information. This allows first responders and decision
makers to work together more quickly and effectively. In 2010 the US Southern Command used UCC
technologies to support the Haiti earthquake disaster
relief teams, and the Montana National Guard used it to coordinate efforts in fighting the wildfires in the summer of 2015.
UCC technologies for distributed team collaboration
efforts help government organizations accelerate team
decision-making regardless of where people are located
by equipping them with a powerful and easy-to-use set
of tools for web conferencing and information sharing.
Leverage existing investments in video conferencing
solutions by integrating your video telephony devices
supporting SIP/H.264. Nontechnical users can share
everything from text and graphics files to multimedia
presentations and websites; collect comments from
multiple reviewers; and host live, interactive discussions online without additional downloads.
Broadcast Studio: Broadcast studio solutions for staff that oversee communications and public broadcast efforts which provide integration (system design engineering), fabrication, budgeting, scheduling, engineering, architectural planning (technical grounding, power distribution and facility load requirements), and equipment specification (video, audio, network and storage technologies).
Public sector communication is undergoing an incredible transformation. Government organizations that adopt
innovative technologies can capitalize on this
transformation to create mission value and cost savings opportunities.
Broadcast Studios help public sector organizations
accelerate their direct communications with the public in

order to drive measurable benefits. More than 1,000
organizations worldwide use Broadcast Studios and
secure cloud-based enterprise marketing platforms to
reach, inform and engage their audiences through web,
email, mobile and social media channels.
The utilization of multiple channels enables Broadcast
Studios to send personalized, targeted communication
to promote services, enhance public awareness, and
drive better involvement in agency programs through
email, text messaging and other digital media channels.

Asset Management: Asset management solutions to identify and manage installed software, hardware and license entitlements.
Inaccurate inventory, wasted resources, compliance
issues, and service delays are all every day risks for
enterprises that have serious consequences if not
addressed. To mitigate risk, organizations need to know the assets they have, where they are, usage
entitlements, who uses them, how they are used, how
they are configured, what they cost and the value they

SUBJECT: Consideration of a Professional Services Agreement with Erickson-Hall Construction Co. for Construction Management Services for the Construction of Fire District Headquarters and Renovation of Police Department Headquarters in the Amount of $1,179,730. (CITY/FIRE) RECOMMENDATION:
Staff recommends the City Council / Fire Board approve a professional services agreement with Erickson-Hall Construction Co. for construction management services for the construction of Fire District Headquarters and renovation of Police Department Headquarters in the Amount of $1,179,730.
BACKGROUND:
Beginning in Fiscal Year (FY) 2023-24 and 2024-25, the City Council established a goal for City staff to present findings of a review of all current and proposed police facilities in the city with recommendations for incrementally improving the City’s physical policing infrastructure. In FY 2025-26, the City Council established a new goal for City staff to present the City Council concept plans to modernize and expand public safety facilities at the Civic Center by end of December 2025.
In support of City Council’s goal, staff determined the need to construct a new Fire Headquarters near City Hall on the Civic Center Campus located at 10500 Civic Center Drive. This is necessary to allow for the renovation of Police Headquarters and expansion of police operations to the third- floor space used for the City’s Emergency Operation Center (EOC). Subsequently, the EOC would be relocated to the existing Fire District Headquarters, located on the lower level of City Hall. It is essential that the projects be completed in a coordinated and a uniform approach to minimize the overall impact on the public. The projects will be completed in three phases, each of which is dependent upon the other project phases and all work occurs on the existing City Center Campus.
In August 2023, the City entered into a Professional Services Agreement (PSA) with DLR Group, LLC, an on-call architectural and design services firm, in the amount of $175,000. The scope included development of preliminary design concepts to modernize Police Headquarters, construction of a new Fire District Headquarters, and relocation of the EOC. Following several design iterations, the City terminated DLR Group’s contract and went in a different direction.

8 1
In November 2024, the City entered into a PSA, CO# 2024-230, with Mary McGrath Architects in the amount of $102,661 for design services for renovation and expansion of Police Headquarters, construction of a new Fire District Headquarters, and relocation of the EOC. The scope included program confirmation, conceptual layouts, budgets, engineering studies, and expanded budget analysis.
In May 2026, Mary McGrath Architects completed the report for the Civic Center Expansion and Renovations. The report included conceptual designs, narratives, and conceptual cost estimates for construction of a new Fire District Headquarters facility, renovation of the existing Police Department Headquarters, and conversion of the lower level of City Hall into the EOC. The report also included an overall project schedule that provides an important planning tool for the coordinated phasing of the projects.
In May 2026, City Council approved contract Amendment No. 001 to CO# 2024-230 with Mary McGrath Architects in the amount of $399,080 for architectural design services for the renovation and expansion of the Police Department Headquarters. Due to the current Sheriff staffing levels and anticipated future increases in staffing levels within the City, there is an expedited need for renovation and expansion of Police Department Headquarters.
The Fire District has determined the need to retain a construction manager to oversee the construction of Fire District Headquarters and the accompanying renovation of Police Department Headquarters to support a coordinated and phased approach to the projects. The role of the construction manager is to serve as the Fire District’s day–to–day onsite representative and liaison between the construction contractor and the Fire District’s management team. The construction manager will ensure all construction codes and practices are met, as well as organize and lead weekly construction meetings focusing on construction methods, timelines, construction safety, review of project expenditures and change orders. The construction manager will ensure construction materials meet the required specifications and prepare periodic reports by collecting, analyzing, and summarizing information and trends including impacts to schedule, deviations, scope, subcontractors and other related issues.
ANALYSIS:
In March 2026, the Fire District awarded a contract to Erickson-Hall Construction (EHC) for construction management services for various fire station improvements. The contract was awarded in accordance with Request for Proposal (RFP) #25/26-012. Section 6, Optional Additional Work, gives the Fire District the option to extend the scope of services to provide construction management services for future projects, including construction of Fire District Headquarters.
To ensure the construction of Fire District Headquarters is completed in a coordinated and phased approach with the remodel of Police Department Headquarters, staff recommends that one construction manager be retained for both projects. The construction manager will be a daily onsite representative and liaison between the construction contractors and Fire/City staff. They will develop a comprehensive project schedule and site logistics plan that clearly communicates critical milestone dates, access requirements, and site constraints related to construction parking, material staging, and laydown areas. This uniform approach will help ensure the projects are completed efficiently and on time, thus assisting to minimize the overall impact on the public who come to the Civic Center Campus for various services.
EHC has provided a proposal for construction management services. The scope of services for Police Department Headquarters includes 1. Preconstruction, Bid, and Contract Award; 2.
3 5
8 1
Construction Management Phase Services; 3. Construction Phase General Conditions; and 4.
Post Construction and Project Closeout. EHC has identified an eight-month construction timeline and anticipate going out to bid in Fall 2026 following the completion of construction documents by Mary McGrath Architects.
The scope of services for Fire District Headquarters includes only 1. Preconstruction, Bid, and Contract Award, however the intent is to expand the scope at a later date to include construction and closeout services. Design for Fire District Headquarters is not yet complete. During this phase, EHC will focus on comprehensive verification of existing site utilities, coordination with the adjacent parking structure, detailed constructability reviews, and the development of a thorough project schedule and site logistics plan.
Staff recommends that the City Council / Fire Board approve a PSA with Erickson-Hall Construction for construction management services for Fire District Headquarters and Police Department Headquarters in the amount of $1,179,730.
FISCAL IMPACT:
The total cost of the PSA with Erickson Hall Construction is $1,179,730. Funding for construction management services has been included in the FY 2026-27 budget in the accounts listed below.

Re: CM Services | Fire District Headquarters | Police Department Headquarters Ms. Vogel,
Erickson-Hall Construction Co. is pleased to submit our proposal for the City of Rancho Cucamonga Fire Protection Headquarters and the Police Department Headquarters Projects. You will find we have extensive qualifications providing comprehensive services through a highly collaborative team effort. As a representative of the City, Erickson-Hall will provide objective project management and technical expertise to represent your best interest.
Services Overview
Erickson-Hall’s approach to providing outstanding service begins with the commitment of a well established team. David Irwin will be your Senior Project Executive. He will be supported by Byanka Nunez as your Construction Manager. Byanka will be your point of contact and team leader. Byanka is a seasoned construction professional bringing in-depth knowledge of City expectations and processes, and has established working relationships with the Rancho Cucamonga Fire Protection District.
We understand that serving as the City’s Construction Manager puts us in partnership with the City of Rancho Cucamonga and your design team to maximize construction value and quality standards within the established budget and schedule parameters. We will take ”ownership” of City goals and objectives and will work in cooperation and transparency with the City to deliver these projects within agreed upon cost and schedule parameters.

As the existing Police Headquarters will remain occupied during construction, the creation and use of interim facilities will be necessary to successfully complete the planned scope of work while maintaining uninterrupted operations. We recognize that the temporary relocation of staff, furniture, equipment, and services is a significant undertaking that can present logistical challenges. To support continuity of operations, personnel currently housed within the Police Headquarters will be temporarily relocated to modular facilities that will be located on the dirt lot at Civic Center Drive and Utica Avenue.
As the existing lobby provides public-facing services (primarily fingerprinting), we will work closely with the Sheriff’s Department to ensure clear and effective communication with the public throughout the transition. This will include the installation of appropriate signage directing visitors to temporary service locations at the Public Safety Facility and Victoria Gardens during the construction period.
Our team is committed to making this transition as seamless and minimally disruptive as possible. This will be accomplished through proactive planning, ongoing coordination meetings, and consistent communication with site administrators and key stakeholders. Detailed site logistics plans will be developed to identify the optimal placement of interim housing units and storage containers, ensuring safety, accessibility, operational efficiency, and uninterrupted service delivery throughout the duration of the project. These plans will also help ensure comprehensive scope coverage and Bid Package Contractor selection.
Fire District Headquarters:
Erickson-Hall will execute the modernization of the Fire District Headquarters in an 18-month construction period.
Assumptions:
i. Limited geotechnical concerns.
ii. Foundation concerns adjacent to existing parking lot. iii. No utility conflicts.
iv. Bid Package Contractor will receive the Notice to Proceed for construction by September 2027. v. Erickson-Hall will have a Superintendent and Project Engineer on each site and will share Project Manager & Admin resources with other District Projects.
As the Fire District Headquarters project involves new construction within an already developed site, the preconstruction phase will be critical to the project’s success. During this phase, our team will focus on comprehensive verification of existing site utilities, coordination with the adjacent parking structure, detailed constructability reviews, and the development of a thorough project schedule and site logistics plan.
To mitigate risk and minimize potential impacts to cost and schedule, we will ensure a comprehensive utility mapping and potholing of existing underground infrastructure takes place. This proactive approach will help identify and confirm utility locations prior to construction, reducing the likelihood of unforeseen conflicts and utility strikes. Also, understanding the existing infrastructure will assist the design team with designing tie-ins and determining which existing systems will need to be upgraded to meet the need of this new multilevel building.
Coordination with the existing parking structure will be equally important. The new three (3) story Fire District Headquarters will require substantial foundation elements, including large footings, that must be constructed in close proximity to existing infrastructure. Our team will carefully evaluate construction sequencing and means and methods to ensure these activities can be executed safely and with minimal disruption to the surrounding facilities.
As the design progresses, we will remain actively engaged throughout the process, performing detailed constructability reviews at key milestones. Working closely with Mary McGrath Architects and the design team, we will identify potential challenges early and ensure that comments and recommendations are incorporated into the design. Our goal is to support delivering construction documents that are both biddable and buildable, reducing ambiguity and promoting competitive pricing.

Lastly as part of the preconstruction phase, we will develop a comprehensive project schedule and site logistics plan that clearly communicates critical milestone dates, access requirements, and site constraints to prospective bidders. We recognize that the Civic Center site offers limited space for construction parking, material staging, and laydown areas. Accordingly, we will clearly define these constraints and establish project parameters early, allowing bidders to accurately plan their operations and submit informed competitive bids.
Procurement Strategy For Both Projects:
As these are fast-paced projects, proactive procurement management will be critical to maintaining the schedules. During the preconstruction phase for both Police Department and Fire District Headquarters we will identify all long-lead items and closely monitor procurement timelines to mitigate potential risks. Our team will collaborate with Mary McGrath Architects and engineers to evaluate alternative materials or systems, when necessary, and develop effective procurement strategies that support the project schedule.
In coordination with the Bid Package Contractor, we will actively track material procurement, fabrication, and delivery milestones to identify and address potential delays before they impact construction. Through early planning, continuous communication, and proactive problem-solving, we will help ensure that all materials and equipment are delivered in alignment with the project’s critical milestones and overall schedule.

Carmen Sanchez, Senior Librarian
SUBJECT: Consideration of a Professional Services Agreement with Brodart Company for Materials Acquisitions Services in the Amount of $500,000 for Library Services. (CITY)
RECOMMENDATION:
Staff recommends City Council approve the use of Brodart’s services for the acquisition of materials for the Library’s print and physical collection.
BACKGROUND:
Brodart is a long-standing materials vendor for the Library Services Department and a full-service library materials supplier. Brodart specializes in offering customized services to libraries including cataloging, processing, selection ordering lists, curation of specialty collections and more. Brodart currently provides these services to the Rancho Cucamonga Public Library and the Library orders thousands of titles each year for the Archibald Library, Paul A. Biane Library, 24/7 Libraries and Randall Lewis Second Story and Beyond® collections.
ANALYSIS:
A primary component to Brodart’s scope of services is to provide the Library with shelf-ready library materials. A long-standing technical setup exists between Brodart cataloging and materials processing workflow, and the SirsiDynix Horizon ILS. This technical setup allows for an efficient process from the time an order is placed, to the time it is checked-out by a library patron. As a result, significant cost and staff time are saved due to the previously established cataloging and processing specifications, profiles and integration with the Library’s Horizon software. Library users expect these efficiencies to be maintained and for the collection to remain current, with new titles arriving daily, professionally processed, and ready for check out.
Because Brodart has successfully provided similar services to the Library in the past, staff submitted a Single Source Memo to the Finance Manager, which has since been approved. Staff is now requesting that the City Council formally accept this single-source bid.
Brodart’s extensive experience with the Library’s cataloging requirements and materials workflow makes them uniquely qualified to continue this work. Using the single-source process will ensure efficiency and maintain the high level of service our patrons expect, supporting a quality, relevant collection that meets the community’s educational and entertainment needs.

Copies of all contracts are on file with the City Clerk’s office.
FISCAL IMPACT:
The cost of materials acquisitions services from Brodart was budgeted and approved for FY 2026-
27. No additional appropriations are requested as the amount has been budgeted in the following account numbers for the respective fiscal year. Future year appropriations will be requested as part of the subsequent budget periods to cover ongoing costs related to this agreement. The amount funded is not to exceed $500,000 annually. Funding for these services will be provided by Library Funds:

Attachment 1 – Brodart Scope of Work and Single Source Justification
RECOMMENDATION:
To accept a single source procurement for scope of services to the Rancho Cucamonga Public Library for purchase of library materials from Brodart Co., that will include “shelf-ready” cataloging and processing of books.
BACKGROUND
Brodart Co. is a full-service library materials supplier, providing books, audiobooks and other formats to libraries for 80 years. Brodart specializes in offering customized services to libraries including cataloging, processing, selection ordering lists, curating of specialty collections and more. Brodart currently provides these services to the Rancho Cucamonga Public Library, and the Library orders thousands of titles each year for the Archibald Library, Paul A. Biane Library, and the 24/7 Library kiosks.
This customized ordering means that significant Library staff time and effort have been dedicated to setting up and updating exact cataloging and processing specifications, as well as ordering and user profiles. Furthermore, Brodart Co.’s customized services have been precisely programmed to the Library’s Sirsi Dynix Horizon integrated library system (ILS) in such a way that the two systems “speak” to each other and system administration between them is closely aligned. The Library has worked in conjunction with both these vendors for many years and is continuously reviewing the cataloging and processing specifications to keep them up to date and create greater efficiencies for our ILS system.
ANALYSIS:
Staff requests that the City bypass the standard procurement process and use a single source procurement of Brodart Co.’s scope of services to provide the Library with pre-processed and shelf-ready materials.
Several important reasons exist for the request including:
Interrupting the long-standing technical setup that exists between Brodart Co.’s cataloging and materials processing workflow and the SirsiDynix Horizon ILS would be highly inefficient and cause major interruptions in providing materials to our patrons.
Significant cost and staff time would be needed for the setup of new cataloging and processing specifications, profiles, integration with the Library’s Horizon software and overall customization that would be needed with a new vendor. Such setup takes months of preparation, beta testing, and troubleshooting.

ATTACHMENT 1
In sum, potentially changing a materials vendor through a competitive bid process would cause an abrupt, lengthy and unnecessary interruption in the availability of new materials to the residents of Rancho Cucamonga. Library users expect the collection to be current, with new titles arriving daily, professionally processed, and ready for check out. Continuing with Brodart Co. through a single source justification process will ensure such service is provided to our community in an uninterrupted and fluid manner.
FISCAL IMPACT:
The total annual expenditure for library materials and shelf-ready processing will not exceed $500,000. Funding for these purchases will be provided by the Library Fund.

SUBJECT: Consideration of a Professional Services Agreement with California Public Policy Group for Legislative Representation, State Advocacy and Lobbying, and Grant Writing Services for the City of Rancho Cucamonga. (CITY)
RECOMMENDATION:
Staff recommends the City Council approve an agreement with California Public Policy Group (CPPG) to provide legislative representation, state advocacy and lobbying, and grant writing services for an initial three-year term, with two optional one-year extensions, at a cost of $9,500 per month during the first year. The total contract amount, including the optional extensions, shall not exceed $616,000 over five years.
BACKGROUND:
The City of Rancho Cucamonga maintains an active Legislative Affairs Program that advances the City’s priorities at the County, State, and Federal levels. The City monitors legislative and regulatory activity, engages with elected officials and government agencies, and communicates positions on issues that may impact the community. In addition, the City actively pursues State and Federal funding opportunities to support critical projects, programs, and services.
To ensure the City's interests are effectively represented in Sacramento, the City has retained the services of California Public Policy Group (formerly Renne Public Policy Group) for the past four years. In May 2026, the City released a Request for Proposals (RFP) for State lobbying, advocacy, and grant writing services. The firm selected will continue to provide strategic representation and support to advance the City's legislative and funding priorities, including:
•Representing the City before the State Legislature, Governor's Office, and State agencies to advocate for City priorities and interests.
•Monitoring and analyzing legislation, regulations, and budget proposals that may impact the City, and providing strategic guidance and advocacy as appropriate. •Developing and maintaining productive relationships with the City's State legislative delegation, key policymakers, agency staff, and other stakeholders. •Identifying and pursuing State funding opportunities, including grants, earmarks, and budget appropriations that align with City priorities.
•Assisting the City in securing State funding for priority projects, programs, and

infrastructure investments.
•Providing grant writing, application support, and strategic funding guidance to maximize the City's competitiveness for State funding opportunities. •Engaging with State officials and agencies to help resolve issues, advance City initiatives, and support implementation of State-funded projects.
ANALYSIS:
Through the City’s formal Request for Proposals (RFP) process, RFP #25/26-020 was posted on the City’s online bid system seeking qualified firms to provide State lobbying, advocacy, and grant writing services. As a result, three proposals were received and evaluated. An evaluation committee reviewed and scored each submission based on established criteria, including qualifications and experience, understanding of scope, approach to services, past performance, and overall value to the City. Following a comprehensive review and analysis of the proposals, California Public Policy Group (CPPG) was determined to be the most responsive and responsible applicant, offering the best overall value and alignment with the City’s required scope of services and performance expectations.
CPPG demonstrated strong experience in State-level advocacy, established working relationships with key State policymakers and agencies, and a clear understanding of the City’s legislative and funding priorities. In addition, CPPG’s approach reflects a strong capacity to both advance legislative priorities and support successful identification and pursuit of grant funding opportunities that align with City priorities. Based on these factors, CPPG is recommended for award of the contract. The proposed team that will be representing the City includes Founder and CEO, Dane Hutchings, Senior Legislative Advocate, Kyra Ross, Associate Lobbyist, Ethan Nagler, Senior Policy Advisor, Dan Carrigg, Legislative Aide, Isha Iyer, Director of Grant Services, Jake Whitaker, and Senior Grant Writing Associate, Maira Durazo.
FISCAL IMPACT:
The term of the agreement will be for three years with two optional one – year extensions.
Services will be provided for a monthly retainer of $9,500 per month for the first year, which is the current budgeted amount, plus incidental travel expenses not to exceed $2,000 per year. The expenses are budgeted and funded by F001/CC109/SC2106.
As shown below, the agreement includes modest annual fee increases of no more than approximately 5%, which are considered reasonable based on market conditions and the scope of services.
Year Monthly Fee Professional
Services Travel Total Annual Cost
Year 1 $9,500/month $114,000 $2,000 $116,000
Year 2 $10,000/month $120,000 $2,000 $122,000
Year 3 $10,250/month $123,000 $2,000 $125,000
Year 4 $10,250/month $123,000 $2,000 $125,000
Year 5 $10,500/month $126,000 $2,000 $128,000
COUNCIL MISSION / VISION / VALUE(S) ADDRESSED:
This item aligns with the City Council's core values of safe and healthy community, excellent quality of life, commitment to prosperity, and relentless pursuit of improvement by advancing the City’s ability to secure State funding and advocate for policies that benefit Rancho Cucamonga.

California Public Policy Group
Dear Ms. Cox,
On behalf of California Public Policy Group, Inc. (CPPG), we are pleased to submit our proposal to continue providing State Legislative Advocacy, Consulting, and Grant Writing Services to the City of Rancho Cucamonga.
CPPG is a Sacramento -based government funding and lobbying firm dedicated to delivering measurable results for public agencies with a dedicated team of 15+ professionals , including seasoned lobbyists, policy analysts, grant writers, funding researchers, and strategic consultants.
Our strengths are rooted in the issues that matter most to California's cities: municipal finance, emergency preparedness and disaster response, transportation, housing, local funding, and public sector retirement. This depth of expertise allows us to move seamlessly between policy and funding strategy, ensuring our clients' priorities are advanced on every front through proactive, collaborative, and strategic advocacy.
The importance of continuity in legislative and funding advocacy cannot be overstated, particularly as local governments navigate an increasingly complex fiscal landscape shaped by persistent state budget deficits and shifting federal priorities. As Rancho Cucamonga continues to invest in critical infrastructure, community safety, and quality of life for its residents, sustained representation in Sacramento will be vital.
Since our work kicked off in the fall of 2022 , CPPG has worked diligently to elevate Rancho Cucamonga's voice in Sacramento and across the state. Over the course of our partnership, we have built a foundation of trust, collaboration, and measurable impact. Highlights of our work together include:
• Securing more than $6.5 million in combined state funding, competitive grants, federal appropriations, and protected allocations for the City , including a $3.2 million state budget earmark for the First Responder 9/11 Memorial Park that CPPG later defended from an administrative clawback during the state's historic budget crisis; a $1 million Habitat Conservation Grant for the Cucamonga Canyon Trail Project; a $200,000 Office of Traffic Safety grant for the Safe Routes to School Program; and two consecutive years of federal Community Project Funding for the City's Emergency Operations Center Relocation project, Docusign Envelope ID: 06CDC476-D361-85A0-8163-E328062AFE6F
CPPG | City of Rancho Cucamonga RFP iii
totaling more than $2 million across FY25 and FY26.
• Advancing and protecting the City's interests on a year-over-year average of 72% on formally positioned legislation , including key issue areas such as housing, land use, revenue and taxation, development fees, public safety, animal control, cybersecurity, and governmental operations.
• Sponsoring and advancing SB 800 (Reyes), a City -initiated bill addressing freeway overpass suicide prevention that was signed into law by Governor Newsom while simultaneously driving Caltrans to fast -track local permitting so the City could install pedestrian safety barriers on the 210 Freeway.
o This year , we are sponsoring AB 2267 (Garcia ), which continues this fight for the residents of Rancho Cucamonga , requiring Caltrans to provide pre -approved plans for suicide prevention barriers along city overcrossings.
On a personal note, Rancho Cucamonga holds a special place in CPPG's portfolio. From the beginning of our relationship, we committed to bringing the full measure of our firm's energy, creativity, and dedication to this partnership. Over the past three years, we believe we have honored that promise, growing alongside the City through a period of firm transition, state fiscal uncertainty, and federal policy upheaval, while consistently delivering results.
We are proud of the progress achieved in partnership with the City and its dedicated staff, and we are equally mindful of the work still ahead. CPPG stands ready to continue serving as a trusted, strategic partner in advancing the City's priorities and delivering results that matter for Rancho Cucamonga's residents.
We are honored by the opportunity to continue this partnership and enthusiastic about helping the City build upon its strong momentum.
Sincerely,
Dane Hutchings

Project Understanding
CPPG understands that the City of Rancho Cucamonga is not simply seeking a firm to monitor legislation and send monthly updates. The City needs a partner that is proactively engaged at every stage of the legislative and funding process . A partner that brings the relationships, strategic instincts, and tenacity to advance the City's priorities, protect its fiscal and operational authority, and position it competitively for state and federal funding in a rapidly shifting environment. After nearly four years of direct service to the City, CPPG does not need an onboarding period to understand Rancho Cucamonga's challenges. We know this City's legislative delegation, its fiscal tools, its exposure to state housing and land use mandates, and the specific t hreats and opportunities that will define the 2027-28 session and beyond.

Strategically situated at the base of the San Gabriel Mountains in San Bernardino County, approximately 37 miles east of Downtown Los Angeles, Rancho Cucamonga is one of the most economically dynamic and rapidly growing cities in the Inland Empire. Home to nearly 177,000 residents, the City blends a strong suburban residential base with a thriving commercial and logistics economy anchored by major employers including Coca-Cola, Frito-Lay, Southern California Edison, and Mercury Insurance Group. Its proximity to Ontario International Airport, the 10, 15, and 210 freeways, and the Metrolink Cucamonga Station have long p ositioned the City as a critical multimodal hub connecting the Inland Empire to Los Angeles and the broader Southern California region. That role is about to expand significantly. Brightline West, the first true high-speed rail line in the United States, is currently under construction and will terminate at Cucamonga Station, linking Rancho Cucamonga to Las Vegas at speeds of up to 200 miles per hour with service anticipated by 2029. The project, which is projected to generate $10 billion in regional economic impact and more than 35,000 construction jobs, will transform Cucamonga Station into a true multimodal transit center integrating high-speed rail, Metrolink commuter service, the new West Valley Connector Bus Rapid Transit system, and bicycle access. This investment is not just an infrastructure milestone for the City; rather, it is a signal of Rancho Cucamonga's growing strategic importance to the region and the state, and it will drive new d emands for transit -oriented planning, infrastructure funding, and state partnership in the years ahead.
Rancho Cucamonga's combination of above -average household incomes, high homeownership rates, strong educational attainment, and a diverse, multigenerational population makes it one of the more economically resilient cities in San Bernardino County. The City has consistently been Docusign Envelope ID: 06CDC476-D361-85A0-8163-E328062AFE6F
CPPG | City of Rancho Cucamonga RFP 5
recognized as one of the 50 best places to live in the United States, reflecting the quality of its public services, parks, schools, and civic infrastructure. Its demographic diversity, with large Hispanic, Asian, White, and Black communities, contributes to a vibrant cultural identity and an engaged civic life.
Despite these strengths, Rancho Cucamonga faces a set of challenges that require sustained, proactive advocacy at the state level. Housing affordability is a growing pressure point, with a median home value approaching $780,000 . The City's logistics and warehouse economy, while a significant driver of employment and local revenue, has also generated ongoing tension with the state around land use, truck route regulation, air quality mandates, and development standards.
Rancho Cucamonga's foothill location places portions of the City within very high fire hazard severity zones, a designation that has become increasingly consequential as wildfire seasons grow longer and more destructive across Southern California. Updated CAL FIRE maps identify Rancho Cucamonga as falling within very high fire hazard severity zones, and approximately 53% of buildings in San Bernardino County are at high risk of wildfire damage.
The state's relentless focus on housing production has placed particular pressure on Rancho Cucamonga and similarly situated growing cities, as Sacramento continues to advance legislation that overrides local zoning, restricts development fees, and imposes new planning mandates without commensurate resources. This pressure is especially frustrating for a city like Rancho Cucamonga, which has earned the State of California's Prohousing designation from the Department of Housing and Community Development and has demonstrated a genuine and sustained commitment to producing housing at all income levels. The City is not a barrier to housing growth; it is a proven partner in it . Protecting the City’s ability to collect development impact fees, mitigation fees, and other local revenues, while preserving meaningful local discretion over land use decisions, is a practical governance priority for Rancho Cucamonga. These tools are ess ential to funding infrastructure, maintaining service levels, and ensuring that growth reflects the City’s long - term community planning goals.
The City stands at a pivotal moment, with its economic assets, community strengths, and prohousing track record providing a strong platform for continued inclusive growth. Ensuring that growth remains sustainable, equitable, and locally driven requires a partner in Sacramento who understands what is at stake and has the relationships to act on it.
Understanding the City’s Priority Projects
Beyond the broader policy environment outlined above, CPPG understands that the City's advocacy program is anchored in a defined set of capital and programmatic priorities identified by the City Council and staff for 2026. These projects collectively represent more than $14.75 million in identified funding needs across workforce development, public safety, transportation, parks, and energy infrastructure, and each carries its own strategic considerations regarding committee jurisdiction, eligible funding streams, and the appropriate mix of state legislative advocacy and competitive grant pursuit.

Across this portfolio, the strongest outcomes come from pursuing parallel pathways rather than relying on a single funding stream. CPPG will advance each priority through the most strategic combination of state legislative advocacy, budget advocacy, and regional, state, and federal grant pursuit. CPPG will work with City staff to assess each project against the criteria that determine legislative and funding viability, sequence requests accordingly, and ensure that no viable pathway is left unexplored
Approach to Legislative Advocacy
Our clients rely on us not as a luxury, but as a
strategic necessity, essential to advancing their
policy goals, securing state resources, and
defending their interests at the Capitol.
We begin by developing a deep understanding of
each client’s operations, strategic priorities, and
political landscape. From there, we craft tailored
advocacy strategies designed to advance
beneficial legislation, stop or amend harmful
proposals, and position the client for success in
the annual state budget process. These
strategies are informed by our team’s subject
matter expertise, strong bipartisan relationships,
and daily presence in the Capitol.
Core Elements of Successful Legislative Advocacy
We believe in a smart, focused approach to lobbying. Our experience proves time and again that carefully selecting a few top priorities and then bringing the best minds to work on them typically bears fruit. We know how to navigate legislation through the policy, appropriations, and budget processes, and we have the ability to call on and directly engage with legislators and key staff who Docusign Envelope ID: 06CDC476-D361-85A0-8163-E328062AFE6F

analyze, debate, and decide the outcome of important legislation.
Trust us to deliver targeted, impactful advocacy that not only elevates your voice in Sacramento but also resonates with your stakeholders and community. Our advocacy strategy is underpinned by the following principles, ensuring our clients receive the best possible service.
Our approach is built on four core principles:
Proactive Engagement
The most effective advocacy happens before bills are in print, before budget decisions are locked in, and before the political dynamics of a measure have hardened. CPPG's team is in the Capitol year - round, in consistent contact with committee staff, legisl ative offices, and Administration officials, actively shaping conversations about issues that will affect Rancho Cucamonga long before they become a legislative crisis.
Tailored Messaging
We tailor strategy to the City's specific circumstances. The Inland Empire is not the Bay Area, and Rancho Cucamonga is not a generic Southern California suburb. Effective advocacy for this City requires an understanding of its logistics economy, its footh ill geography, its regional legislative delegation, and the specific fiscal tools it depends on, all of which CPPG has developed through years of direct service.
Persistent and Sustained Advocacy
Our team brings together former high -ranking Capitol staff, committee consultants, and former elected officials whose collective network and policy fluency span nearly every issue impacting local jurisdictions. This depth allows us to engage stakeholders a nd lawmakers effectively, even on tight timelines, and to uncover alternative pathways when one opportunity closes. Our blend of determination, agility, and policy expertise positions us to stay ahead of opposition and consistently advance our clients' priorities in the legislative arena.
Integrated Legislative and Funding Approach
We integrate legislative and grant strategy. CPPG's legislative and grant services teams work in close coordination, ensuring that the City's policy wins translate into funding opportunities and that its grant applications are strengthened by the relationships and credibility our advocacy work builds in Sacramento.

Potential Challenges and Opportunities
The 2026 gubernatorial election will produce one of the most significant shifts in Sacramento's political landscape in nearly a decade, and the transition into 2027 will be a defining moment for California local government advocacy. A new Governor means ne w agency directors, new cabinet priorities, new committee appointments, and a reshuffled set of relationships at every level of Administration. Cities that are not proactively building those relationships before and during the transition will find themselves starting from scratch at precisely the moment when foundational policy and budget decisions are being made.
The 2027-28 legislative session will also bring a Legislature eager to establish its priorities under new leadership, against the backdrop of a structural deficit that is unlikely to resolve quickly. Local revenue sources will remain under pressure as Sacramento looks to close b udget gaps through proposals targeting development fees, transfer taxes, and other fiscal tools that CPPG has successfully defended against in prior sessions. The federal funding landscape will continue to evolve in ways that require California municipalit ies to be increasingly strategic about which opportunities to pursue and how to frame them, particularly as the implications of the current Administration's grantmaking changes become clearer. CEQA reform will generate continued follow-on legislation with real compliance implications for cities serving as lead agencies, and a new Governor will bring fresh housing and public safety priorities that may once again place the burden of implementation on local governments.
CPPG will ensure that Rancho Cucamonga is positioned to navigate this environment from a place of strength. Our team will actively cultivate relationships with incoming Administration officials, newly appointed agency heads, and the legislative leaders who will shape the 2027 session, positioning the City as a known, credible, and trusted partner from the earliest days of the new Administration. We will advise the City on how to engage during the transition period, which priorities to advance early in the 2 027 session before the new Administration's agenda fully crystallizes, and how to align the City's interests with the policy directions that emerge from the new Governor's office.
Transitions create disruption, but for clients with the right partner in Sacramento, they also create opportunity, and CPPG will ensure that Rancho Cucamonga enters 2027 with the relationships already in place, its priorities already known to incoming decision-makers, and its advocacy strategy already calibrated to the new political landscape.
