Mark Bertone, representing Randall Davis, thanked planning staff for their review of a proposal to designate 11.34 acres from open space to very low residential land use designations. He stated the 22-E72 owner is committed to mitigating fire, access, and flood hazards through engineering, defensible-space buffers, and potential secondary access, while proposing large estate lots consistent with the area's semi-rural character. He also noted that state density laws are significantly reshaping development patterns in north Rancho and welcomed Council feedback as the project continues to evolve.
George Slivka, suggested incorporating wildlife pathways and hydration features into the proposed development so local animals can continue to move through the area safely. He also encouraged designing the community without perimeter walls or fences to reduce obstruction while addressing fire-risk needs.
Michael Perez, suggested converting the open-space parcel into a fire training center that could enhance community safety and provide educational opportunities.
Mayor Michael closed the Administrative Hearing.
Council Members reviewed the preliminary proposal to redesignate and develop an open-space parcel, focusing on public safety concerns related to wildfire risk, limited access, flood zones, and hillside topography.
