Public Communications
Public Communications is the time for the public to address the Fire Protection District, Housing Successor Agency, Successor Agency, Public Financing Authority Board, and City Council on any item, listed or not on the agenda. State law prohibits Council from addressing issues not on the agenda; testimony may be referred to staff or a future meeting.

Comments are limited to three minutes per person and must be addressed to the Board/Agency/Authority/Council, not the audience. This is a professional business meeting — courtesy and decorum are expected. Debate with speakers or disruptive conduct are not allowed per the Council Meeting Rules of Decorum and Order (Resolution No. 2026-050), posted in the Chambers and on the City's website.

To speak in person: complete a speaker card in the back of the Chambers and turn it in to the City Clerk.

To speak remotely: log in early. When the Mayor calls the item, use "Raise Hand" to queue on computer/smart device. Phone: *9 to raise hand, *6 to unmute. Staff will call your name or the last four digits of your phone number when it is your time to speak.

The public communications period will not exceed one hour before the business portion of the agenda begins.

Speakers on business-portion topics get priority during this hour; no further speaker cards for those items (except public hearings) will be accepted once business items begin. Any remaining public communications resume after the business portion concludes.

Alternatively, members of the public may submit written comments to [email protected] by 12:00 p.m. on the date of the meeting. Written comments will be distributed to the City Council and included in the record.
