AGENDA ITEM #
STAFF REPORT
TO: Mayor and City Council DATE: January 20, 2022
FROM: Gabe Codding, Director of Marketing
SUBJECT: Consideration of a Memorandum of Understanding with Curative for COVID-19 Testing
SPECIFIC REQUEST OR RECOMMENDATION
That the City Council take any action deemed necessary.
JUSTIFICATION OR INFORMATION
If City Council desires to bring back a COVID-19 testing at the Rancho Mirage Library and Observatory, then they must authorize the City Manager to execute the Memorandum of Understanding (MOU) attached to this staff report. Curative who previously administered a COVID-19 testing site has provided a draft MOU and has estimated they could be open within three weeks of an executed MOU. Staff anticipates costs of about $5,000 per month in cone, electronic signage and equipment rentals to properly administer the site.
Curative currently administers COVID-19 testing sites at the La Quinta Wellness Center, Indio Fairgrounds, UCR Palm Desert campus, Plaza Rio Vista in Cathedral City. In addition, Curative has a mobile van that visits the following sites weekly: Starbucks on Avenue 42 in Indio, the James O Jesse Community Center in Palm Springs and the Coachella City Hall.
The library staff has recently complied a list Coachella Valley testing sites for patrons and callers inquiring about available COVID-19 testing. That list is attached to this staff report.

STAFF REPORT
TO: Mayor and City Council DATE: January 20, 2022 FROM: Isaiah Hagerman, City Manager
SUBJECT: Appointment of a City Council Member to the Rancho Mirage Writers Festival Board
SPECIFIC REQUEST OR RECOMMENDATION
That the Library Board / City Council nominate and appoint a Mayor Ted Weill to the Rancho Mirage Writers Festival Board.
JUSTIFICATION OR INFORMATION
BACKGROUND:
The Rancho Mirage Writers Festival is a world-class gathering of the finest writers who contribute to the intellectual vitality of our time. The City of Rancho Mirage, California, welcomes 40 authors and 1,000 readers from around the globe to the Rancho Mirage Library and Observatory each January.
Their mission is to bring our readers a rich and diverse program with topics ranging from politics, history, humor, and health to genre and literary fiction. The writers are all experts in their field, distinguished historians, respected journalists and gifted storytellers. Many are recipients of the Pulitzer Prize, the National Book Award and the Man Booker Prize as well as New York Times bestsellers.
Mr. Dana Hobart’s resignation from City Council on November 18, 2021, also left a vacancy on the Writers Festival Board which Mr. Hobart had filled since its inception.
Resolution No. 2014-LB-55 Section 4.3 states “Two members of Library Board/City Council, as appointed by a majority of the Library Board/City Council, shall serve as voting members of the RM Writers Festival, Inc. Board of Directors.”
Jamie Kabler, Writers Festival Founder, respectfully requests that Mayor Ted Weill be appointed to fill the vacant seat on the Rancho Mirage Writers Festival Board. 11-1
