STAFF REPORT

TO: Mayor and City Council DATE: January 20, 2022

FROM: Jessica Pulliam, Sr. Management Analyst

SUBJECT: Adoption of Required Documents for the Submittal of Application(s) for All CalRecycle Payment Programs

SPECIFIC REQUEST OR RECOMMENDATION

That the City Council adopt Resolution No. 2022-(Next-in-Order), Authorizing the Submittal of Application(s) for All CalRecycle Payment Programs and Related Authorizations for which the City of Rancho Mirage is Eligible.

JUSTIFICATION OR INFORMATION

BACKGROUND:

California's Department of Resources Recycling and Recovery (CalRecycle) brings together the state's recycling and waste management programs to inspire and challenge Californians to achieve the highest levels of waste reduction, recycling, and reuse goals in the nation.

CalRecycle has a budget of approximately $1.4 billion and receives no money from the state’s tax dollar-supported General Fund. Other funding comes from recycling fees on new electronics, tires, and used oil, and disposal fees charged by landfills. Much of this money is returned to the economy through payments and grants to industry and local jurisdictions in support of waste reduction, recycling, and safe disposal efforts.

CalRecycle administers the Beverage Container Recycling City/County Payment Program to provide opportunities for beverage container recycling. The goal of this program is to reach and maintain an 80 percent recycling rate for all California refund value beverage containers-- aluminum, glass, plastic, and bi-metal. Projects implemented by cities and counties will assist in reaching and maintaining this goal.

Pursuant to Public Resources Code section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing $10,500,000 to eligible cities and counties specifically for beverage container recycling and litter cleanup activities.

The City of Rancho Mirage is eligible for Beverage Container Recycling City/County Payment Program and typically receives an annual payment of approximately $5,000.
