Mr. Hagerman explained there would be a phased approach to enrollment throughout the City and noted the contract with Burrtec was the next step in the process.

Lisa McFadden (via telecommunication), Rancho Mirage resident, yielded her speaking time to Mike Fontana.
Shann Dornhecker (via telecommunication), Rancho Mirage resident, spoke in opposition to approval of the agenda item and questioned the City’s noticing practices. She spoke regarding the candidates who applied to fill the recent City Council vacancy and about investing in development of wealthy people. She commented that the areas selected for low-income, high- density housing were not supported by appropriate roadway infrastructure and that affordable housing developments should offer a pathway to home ownership for low-income families. She recommended the City place the low income overlay onto existing developments approved by the City Council in an attempt to create mixed income communities.
Brad Anderson (via telecommunication), Rancho Mirage resident, commented that City Hall was recently closed to the public in response to COVID-19, noting a lacking availability to the public.
He also expressed opposition to approval of the agenda item.
Daniel Donohue (via telecommunication), Rancho Mirage resident, commented he was opposed to approval of the agenda item, emphasizing property owners within 500 feet of the areas proposed for change should have been notified, and requested the decision be delayed.

Tom Sudinsky (via telecommunication), Rancho Mirage resident, spoke in opposition to approval of the agenda item and commented that the City should have provided better notice to residents.
He yielded his remaining speaking time to Mike Fontana.
Mike Fontana, Rancho Mirage resident, spoke in opposition to the proposed agenda item, requesting the City Council delay their vote to reconsider the item and receive greater public participation. He commented that the notice provided was efficient, but not effective. He spoke to the nuances of the new State of California mandates and housing assignments. He commented that the City’s proposed plan exceeds the Regional Housing Needs Allocation and that the 581 additional units could be reduced from the Site D allotment. Mr. Fontana described the barriers the City would need to hurtle to reduce density once approved.
Karen B (via telecommunication) commented that the City must complete its housing element and address the City’s low income senior housing needs.
Mayor Weill closed the public hearing.
Isaiah Hagerman, City Manager, noted the public’s participation was appreciated. He commented that the State of California ended redevelopment agencies and had since enacted laws that remove the City’s ability to implement its own land use authority. He also noted the discretion the City had with projects proposed on City-owned land, as opposed to privately owned land. He emphasized the City prided itself on its City-owned affordable housing units and that the City was very diligent in its planning. Mr. Hagerman concluded by noting that the City was obligated to comply with State law and the proposed plan was what staff believed was the best way to comply with the new requirements.
Mr. Gleim thanked the public for their participation, emphasizing the proposed plan by City staff had been in the works for quite some time. He noted the proposed plan met State requirements and also gave the City some degree of flexibility.
Nicole Criste, Terra Nova Planning & Research consultant, described the complexity of the demand by the State and the efforts made by the City and Terra Nova to meet the new requirements.
Council Member Kite asked whether delaying the decision was a possibility and how public noticing was handled.
Mr. Hagerman responded that it was up to the City Council whether to delay the decision. He requested that, if the Council decided to delay the decision, they provide staff with direction regarding what changes they wanted made. He also noted that public notice was provided in accordance with noticing guidelines for City-wide projects.
Council Member Smotrich expressed hesitation with being locked into a zoning allocation once approved, with implications of higher density on existing infrastructure, and with the location of the affordability overlay on Site D.
In response to an inquiry by Council Member Downs, Mr. Gleim provided an analysis on zoning and ownership of parcels near Rancho Mirage Dog Park and Rancho Mirage High School.
DRAFT 02/03/2022 Regular City Council Meeting Minutes Page 6 of 6
Council Member Downs spoke regarding the City’s current population and the likelihood that the higher density units would be developed. He also thanked the public for their participation and recommended the public reach out to their state representatives regarding these new requirements.
Mayor Pro Tem Townsend thanked the public for their participation and emphasized the importance of addressing all of the public’s questions and concerns.
A discussion ensued regarding adding the affordable overlays to City-owned properties as opposed to those privately owned and regarding alternative locations for the affordable overlay proposed for Site D.
Mayor Weill commented that enough concerns were expressed to warrant considering other options and recommended the City Council table the item for further consideration.
MOVED/SECONDED BY WEILL/SMOTRICH TO CONTINUE THE PUBLIC HEARING FOR ITEM NO. 9 TO THE CITY COUNCIL MEETING SCHEDULED TO BE HELD AT RANCHO MIRAGE CITY HALL ON MARCH 3, 2022, AT 1:00 P.M. A ROLL CALL VOTE WAS TAKEN AND MOTION CARRIED 5/0.

STAFF REPORT
Mayor and City Council
Isaiah Hagerman, City Manager/City Treasurer
Kofi Antobam, Director of Administrative Services
SUBJECT: Annual Review of the Statement of Investment Policy
SPECIFIC REQUEST OR RECOMMENDATION
DATE: February 17, 2022
That the City Council adopt Resolution No. 2022-(Next-in -Order), Adopting Investment Policies Pertaining to the Investment of City Funds.
JUSTIFICATION OR INFORMATION
Each year a Subcommittee, which consists of two Council members, leads a review of the Statement of Investment Policy (Policy) which establishes the City's policies governing the investment of City funds . While we strive to earn the highest return that we can, more important considerations are the safety of the portfolio and maintaining sufficient liquidity to enable the City to meet its operating and capital requirements .
The FY 2021-22 Investment Policy Review Subcommittee, consisting of Mayor Weill and Councilman Kite, and staff performed a review of the Policy on February 7, 2022, and are recommending the addition of two investment types -Medium -Term Notes and Repurchase Agreements -to the authorized investments outlined in the Policy. The addition of these two investment types will provide more flexibility and add value to the City's portfolio. Updates were also made to the Government Agency Issues subsection under Section V of the Policy to clearly outline investments authorized under Government Code Sections 53601 (a) through (f) for clarity and compliance purposes. There are no other changes aside clerical updates to the Policy that are proposed at this time. A copy of the Policy is attached as Exhibit A to the Resolution.
Medium-Term Notes, as authorized in Government Code Section 53601(k), are defined as all corporate and depository institution debt securities with a maximum remaining maturity of five years or less, issued by corporations organized and operating within the United States or by depository institutions licensed by the United States or any state and operating within the United States. Purchases are limited to securities rated in a rating category of "A" or its equivalent or better by an NRSRO, and if rated, no lower than the minimum rating category by Standard & Poor's, Moody's, or Fitch . A maximum of 30% of the City's portfolio may be invested in this category. As of January 2022, the yield on the 1-5 years corporate and government rated A or better securities index was 1.37%.

In order to minimize the impact of market risk, it is intended that all investments will be held until maturity. In implementing this policy, the following guidelines will be used:
Projected cash flow requirements are the primary factor to be used in determining investment maturity terms. After cash flow needs have been met, yield considerations will be the next factor used in determining maturity terms, with the expectation that longer maturity periods will generally yield greater returns on investments.
Investments may be sold prior to maturity for cash flow or appreciation purposes.
However, no investment shall be made based solely on anticipated yields resulting from capital gains.
The City may not invest in a security whose maturity exceeds five years from the date of purchase unless City Council has provided approval for a specific purpose at least 90 days before the investment is made.
As noted in Section III. Capital Preservation and Risk , the selection of investment maturities is to be based on the portfolio at the time investments are purchased. Before additional investments are purchased with maturities beyond five years , the City's Budget Subcommittee must review the proposed investment.

2-21

STAFF REPORT
TO: Mayor and City Council DATE: February 17, 2022
FROM: Gabe Codding, Director of Marketing
SUBJECT: Consideration of a Matching Grant for Children's Discovery Museum
SPECIFIC REQUEST OR RECOMMENDATION
That the City Council approve a request by the Children's Discovery Museum of the Desert for a matching grant of $150,000.
JUSTIFICATION OR INFORMATION
The Children's Discovery Museum of the Desert (CDMOD) has served the Palm Springs Valley for over 30 years. The Cove Communities cities of Rancho Mirage, Palm Desert and Indian Wells collaborated and used redevelopment funds to assist efforts in constructing CDMOD's current Rancho Mirage location.
In March of 2020, the museum closed it's doors because of the COVID-19 pandemic. The museum had been serving over 85,000 visitors per year. 85% of the museum's operating revenue is from visitor fees, memberships and programs. Although the museum has applied for numerous grants, to date they have received approximately 8-10 grants totally $500,000.
However, $400,000 of that amount is from the Shuttered Venue Grant which requires various allocation restrictions.
The museum's CEO and Board of Directors recently launched a "relMAGINATION and Reopen" campaign which features 40 newly constructed exhibits and a targeted reopening date of December of 2022. Phase one of the "relMAGINATION and Reopen" campaign has a fundraising goal of $3 million. The museum has raised roughly half of that goal to date.
The proposed matching grant of $150,000 would commence upon council approval and would run through June 12, 2022 which is National Children's Day. The museum would market this campaign to their constituency as well as valley residents and businesses. This matching grant can be a significant contribution towards the remaining fundraising of the "rel MAGI NATION and Reopen" campaign.

Isaiah Hagerman January 21, 2022
City Manager, City of Rancho Mirage
Dear Isaiah,
Thank you so much for your consideration of supporting the Museum and our rel MAGI NATION project .
We are extremely grateful for the partnership we have had with The City of Rancho Mirage over the years and hope you share in our excitement for the reopening . Our fundraising efforts thus far have been successful due to the multi -generational memories that have been made at CDMoD and the love of the Museum by our community. We have secured funding through grant writing, individual donors and corporate donors as well as fundraising events and have nearly reached half of our $3 million goal for this phase. We still have a long journey ahead and hope the City of Rancho Mirage will be a part of this reimagination project with financial support .
Please find a preliminary draft intended for your sub -committee meeting for a potential matching campaign below :
Who : Reimagine and Reopen Our Children's Dis covery Museum of the Desert -A City of Rancho Mirage Matching Funds Campaign to benefit Children's Discovery Museum of the Desert What: The City of Rancho Mirage Matches Funds up to $150,000.00 by National Children's Day: June 12, 2022
When: Launch date : February 17, 2022 -June 12, 2022 (end date TBD) Whe re: Throughout the Coachella Valley to include Rancho Mirage residents and businesses Why: After over a year of our museum being closed, we are on the journey towards a reimagined and renewed gallery space for children and families as we plan for reopening in 2022 . The museum has been serving valley families for over 30 years, with approximately 85,000 visitors annually. That is over 2 million visitors! That is a LOT of hands -on fun, creation of family memories and learning through play. In a world where children are growing up too fast, the Children's Discovery Museum of the Desert allows a safe and exciting space for kids to be kids and interact with their families in imaginative ways. It encourages creativity, discovery, and experiences which inspire and promote intellectual curiosity and self-expression. We will be reopening with over 40 new exhibits and an increased focus on children of all ages and abilities through our programming and other avenues.
