Good morning,
Please postpone approval of the Pulte Notice of Completion that is taking place today at 1:00 P.M. for Phases 2, 3 and 4.
The Del Webb Rancho Mirage community has serious
deficiencies in, and problems with, curbs, streets, landscaping and lighting in phases 2, 3 and 4.
Pulte has not completed a significant number of items for which they are financially responsible in these phases.
Approval of Pulte's Notice of Completion by the city would be premature, inappropriate and very costly to community
members, most of whom are senior citizens.
Thank you.

Good evening City Manager and City Clerk:
The email and attached photos below are regarding Pulte's Notice of Completion for Phase 2, 3 and 4 which is on your agenda for tomorrow, June 16, 2022, to take action.
I would ask that this email and photos be shared with the City Council, and to hold-off on taking action. And that City staff be directed to look into these concerns. I would be happy to meet with a staff representative to walk these phases to demonstrate the lack of landscape, curb gauges, lack of lighting, and so forth.
Thank you, Lorena Ritchey

[email protected]>; undefined <[email protected]> Subject: Pulte's Notice of Completion for Phase 2, 3 and 4 - Del Webb Rancho Mirage Good afternoon Board of Directors:
I understand that Pulte has filed with the City of Rancho Mirage a Notice of Completion for Phase 2, 3 and 4 which addresses the curbs, street improvements, grading, lighting, and other items in the report. (I don't have the full report before me however, it pertains to some of these items. If you look at their agenda, Pages 30 & 31 address landscaping and lighting) And City Council will be approving tomorrow, June 16, 2022.
The attached photos were taken today, Wednesday, June 15, 2022, and depict a different story of deficiencies. The curbs on Malbec have gauges and I was informed by Pulte when I moved in, this would be addressed. I brought up the lighting issue being dangerous at night and a liability since there is no visibility on the median islands and pathways in our community, especially the pathway off Bodega leading up to the Clubhouse; I also know other homeowners have spoken up at meetings and addressed them with the HOA Manager.
Regarding the landscape, there are many areas where there are no plants, plants are dying, no gravel, sand landscape, erosion due to overwatering, and so on.
Allow me to explain further. I called this afternoon City of Rancho Mirage and spoke with a staff member in the Public Works Department to inquire what these items meant. I informed the employee that Pulte had not properly addressed the curbs, streets, lighting and landscape.
I asked him to please come to Del Webb to review before City Council made a decision.
Instead, he sent the Public Works Inspector, Glen. He met me at my property and my neighbor's property to go over the damaged curb. IT WAS CONFIRMED by Glen, that the curbs had not been properly addressed by Pulte and would be speaking to "Ulrich" to address since it is part of the Notice of Completion that they must complete. I asked Glen that we walk all Malbec so he could see for himself but refused since he could already see some of the gauges on the curb. SIDE NOTE: Pulte is going to say, "Either the homeowner or the gardender damaged their own curb when they revised the landscape. So what's the excuse for the homeowner that has not done any landscape work? I also brought up the landscape and lack of lighting which is a "hazard and liability" to the Del Webb Rancho Mirage community and homeowners.
Many of us have expressed the lack of accountability. And I am questioning what else did Pulte not do in the plans, and will be passed on to the homeowners to pay in higher homeowner association fees.
As the Board of Directors, I am asking that you please look into this and take immediate action to hold Pulte accountable and there be "transparency."
Thank you.
