I'm here to address the Rancho Mirage Housing Authority. I'm grateful for my home Welled at Whispering Waters, where livelived since May 2018.
I'm pleading for your help because I am an innocent victim of several bullies at Whispering Waters since March 2019, when the new Hyder Property Manager began her position. This is when the hostile living environment and bullying began. I was surprised to be repeatedly victimized by three abusive neighbors living next door and in close proximity to me.
Online, I investigated hostile living environments, and discovered this is illegal. So I began keeping a written record of the continual verbal and emotional abuse to which I was being subjected by these residents. In addition, these neighbors maligned me to others, who became suspicious of me, making it difficult to integrate into the community at Whispering Waters.
I sent email reports to the Hyder property manager about the frequent bullying. However, she did not respond. Finally, in January 2020, feeling traumatized and unheard, I sent these reports to the City Housing Management, asking for help. And I was told in an email, "I'll take care of somdin; -In the winter of 2079-2020, This paper was filled A WHEN? Sonia had me served with a pre-eviction paper. RIES Filled with lies about how I harassed other residents. Falsification. It was unjust. So I reported it, "Incompetence and Cruelty ~ Hyder's Absurdly Unprofessional Property Management Fostered a Hostile Living Environment."
Bullying continued.
By February 2021, hostile abuse was under control, when the Hyder property manager made a terrible mistake. The apartment next door, on the other side of mine, became vacant. In assessing the prospective new tenants, the Hyder property manager did not check the Landlord Verification from their former housing. Instead, the Hyder property manager relied on the verbal endorsement of a Whispering Waters' resident, who knew these people from Mizel Senior Center bowling. Unfortunately, in the Landlord Verification, there was a stack of complaints about their hostility, which the Hyder Property Manager did not see before she let them move in. aggressively
These new nextdoor neighbors turned out to be infensely hostile, outgoing, overactive, Intense obsessed, and driven to hurt others. They found this amusing and took pleasure in abuse. As their nextdoor neighbor, I became their main victim, and was hurt daily. They did whatever damage to me they felt they could get away with. I was constantly distressed, and saying to my friends, "I'm not myself. I'm not okay."
The new neighbors told everyone at Whispering Waters that I assaulted the mother and because of this, she had an epileptic seizure. Many residents believed this, causing me more harm. The new neighbor purchased a body camera to strap on his chest. In addition, he carried a smartphone, always holding it up to record. His obsession was to set me up for conflict, in order to catch me being aggressive. He said he wanted to take me to court Instead. Tavoided them and hid from them, not using the courtyard or pool. But still, they insulted me constartly.
From February 2021 to February 2022, the new neighbors filmed me at least 100 times. When I complained to the Hyder property manager, she simply replied, "It's legal." Submitted 07/07/2022 by Susan Ragsdale.
The two bully teams on both sides of my apartment joined forces, and I had emotional and verbal abuse coming at me from both directions, for an entire year, every day. It reminded me of Lord of the Flies. After a couple of months, the new neighbors began assaulting other residents. the new heighbors.
In August 2021, and later, in January 2022, I filed petitions at PS Superior Court for Elder Abuse Restraining Orders against both of these neighborst For my second petition, in order to have proof of abuse, I got up the nerve to videotape them with my smartphone. Another Whispering Waters' resident also filed for an RO against them, and she had two witnesses. I realized later that the judge felt the property management should handle this problem. Also, from experience, the judge knew that putting restraint on people like this could lead to retaliation, and even murder for the victim.
Finally, in February 2022, after a year of constant problems, Hyder Property Management moved these residents to Park View Villas. Their "Reign of Terror" was over, and most Whispering Waters' residents breathed a huge sigh of relief. However, my condition remained "half dead from stress."

The original bullies continued to abuse me. One started to call me namese and then he told me For to get my camera, so I went inside to get my smartphone. And I shot a video of them abusing me The Hyder Property Manager had me served with eviction notice to move out in 60 days. thes, The Hyder property manager lied about me inali these legal documents. She explaineditte me by scolding, "You've given me so many problems!" myeviction I thought, "I'm the one who's suffered from your mistakes!" I'm a kind, nurturing, and loving person. I never lie or harass anyone. All of the allegations written in these legal papers are false. I am completely innocent, and most of the Whispering Waters' residents know this. Since March 2019, with all these bullies, all I've done is to try to protect and defend myself. How cruel to evict me after everything I've already been through.
The video I shot in May 2022 was done to show the Hyder Property Manager how these bullies treat me. At the time I brought to it to her office in late many zozh, I spli I don't understand the style of property management which includes blatant and outrageous lies trusted about me? I believe the Hyder Property Manager is being vindictive because, with all my her:
