Thank you for the opportunity to share perspective and thoughts regarding construction of a road on Vista del Sol.

As a property and homeowner on Vista del Sol, we are a "Yes" for the construction of the road. (my sister Joanne Vilarino and I are co-owners of the property) However, we do have some concerns regarding road construction and potential adverse outcomes from the project.

Currently the residential road is being used by community members to walk, jog, bike ride and bringing their dogs to enjoy open area. In addition, drivers use the road as way to cut across to either Frank Sinatra or Country Club Drive. If Vista del Sol is paved, it will likely increase some current problems and create future ones. My hope is these concerns will be considered in the construction process. Below are my primary concerns:

1. A paved road will bring heavy traffic as people seek a by-pass for Monterrey Avenue • Eisenhower Medical Center campus has an entrance/exit to Vista del Sol which brings more traffic to the road. When paved, it will likely increase travel northward as they seek a quicker route. • On the south end (Country Club Drive there are many drivers in numerous housing developments, that could make the road their primary option when travelling northward. (to avoid Monterey or Bob Hope traffic/lights; seeking a quicker route)
• If the Cotino project is planning an entrance on Frank Sinatra Drive, then additional southbound traffic will be added as people seek a by-pass/quicker route to Monterey Avenue. • As homeowners on the street and with thought of future homeowners, we're concerned more noise pollution from cars will ruin the residential experience that now exists.

2. Vehicles traveling at excessive speeds is likely (I'm already seeing this...and it's currently a dirt road!). The road is approximately 1½ miles long. With no checks of speed, I fear it will become a race way and unsafe for the community that uses it and homeowners who live on it.
• This residential road will likely become more like Country Club and Frank Sinatra where cars regularly travel at speed limits. The road won't be safe for the community who uses it for walking, biking and enjoying a less trafficked residential street to exercise. Especially unsafe since sidewalk construction will not occur until the land is developed, which could be many years away.

Our request is to preserve the residential road and keep it safe for the community. Can a proactive and preemptive approach to road design and construction be applied? Can "traffic calming" measures be used to decrease the risk of excessive traffic, speed and increase safety. Can "road humps, round abouts" or other traffic calming strategies be applied? I appreciate the opportunity to provide input into the project and would greatly appreciate if "traffic calming" measures can be applied in constructing the road. If you would like to discuss this further, I can be contacted at (619) 971-6452.

Sincerely,
Sharon Vilarino
