Dear Mr . Hagerman and De La Cruz,
The Des ert Valleys Builders Associ ation appreciates the opportunity to revi ew the C ity of Rancho Mirage 's Development Impact Fe e Annual and Five -Year Report, for fiscal y ear 2021 /202 2.

During our review of this document, we noted only a single issue : Trans portation Facilities Butler Abram Trail pavement rehabilitation project, is not an appropriate us e of de ve lopment impact fees . The se fees are restricte d to expanding the availability of service for additiona l use beyond original design.

The Desert Valley Builders Association would appreciate it if the City would reconsider us ing development impact fees for a rehabil itation proj ect.

Sincere ly,

STAFF REPORT
TO: Mayor and City Council DATE: December 1, 2022
FROM: Joseph E. Carpenter, Senior Manager Finance & Human Resources Kofi Antobam, Director of Administrative Services
SUBJECT: Calendar Year 2023 Salary Schedule

SPECIFIC REQUEST OR RECOMMENDATION
That the City Council adopt Resolution No. 2022-(Next-in-Order), approving the Calendar Year 2023 Salary Schedule to comply with California Public Employee's Retirement System (CalPERS) statutory and regulatory requirements for compensation earnable and publicly available pay schedules.

JUSTIFICATION OR INFORMATION

BACKGROUND
On November 4, 2016, CalPERS issued Circular Letter 200-050-16, clarifying that salary schedules must comply with Government Code Section 20636 and CCR Section 570.5. The City must comply with the compensation earnable provisions and corresponding regulations of the Public Employee's Retirement Law. Where employers fail to comply, CalPERS will be unable to use such pay amounts when calculating members' retirement benefits.

To comply with said codes, salary schedules need to meet the following requirements:

1. Have been duly approved and adopted by the employer's governing body in accordance with requirements of applicable public meetings laws;

2. Identifies the position title for every employee position;

3. Shows the payrate for each identified position, which may be stated as a single amount or as multiple amounts within a range;

4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi-weekly, monthly, bi-monthly, or annually;

5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website;

6. Indicates an effective date and date of any revisions;

7. Is retained by the employer and available for public inspection for not less than five years; and

8. Does not reference another document in lieu of disclosing the payrate .

CONTRACT SUMMARY
Gabe Codding, Director of Marketing
December 1, 2022
SUBJECT: Contract for The Galleri Classic PGA Champions Tour Event Background:

Since 2007, the city has sponsored the LPGA profession golf event located at Mission Hills Country Club. After 51 years, that event has been replaced by the Galleri Classic, a PGA Champions Tour event. The city has the opportunity to maintain its sponsorship of a professional golf tournament in Rancho Mirage with similar branding, marketing, and national television benefits that the LPGA event delivered.

The city previously sponsored the LPGA event for $250,000 per year. The current proposal for the Galleri Classic is $150,000 per year with a 3% escalator. This sponsorship would align with the 5-year agreement the PGA Tour has with both Mission Hills Country Club and the title sponsor which is similar to how the LPGA sponsorship was structured.

Fiscal Impact to the City of Rancho Mirage
$150,000 -Fiscal Year 22/23 Budget
$154,500-Fiscal Year 23/24 Budget*
$159, 135 -Fiscal Year 24/25 Budget*
$163,909 -Fiscal Year 25/26 Budget*
$168,826 -Fiscal Year 26/27 Budget*
* Support for fiscal years 23/24 thru 26127 would be contingent on budget approval consistent with previous multi-year agreements.
