December 12, 2022
City of Rancho Mirage Council Chamber's (City Hall)
69825 Hwy 111Rancho Mirage, CA. 92270
760.324.4511 Attn: Clerk of the Board (City Clerk) K. Ramos Re: Writting Public Comment(s) addressing Non-Agenda and listed Agenda Items for the Rancho Mirage City Council meeting of December 15, 2022 Dear City of Rancho Mirage,Attn: City Council
Please review my written statements listed below prior to the consideration of each listed Item:
1) Non-Agenda Public comment
Over the past decade it's been demonstrated that City Council members have used city services such as the Code Compliance Department for less than ethical pupose's. Hopefullywith the newly selected Council members being long term City Residents and possibly having witnessed the abuses of past and current City Council members - It's reasonable to considerthat such wrongful actions may be discontinued for the betterment of the City as a whole in the future.
2) Agenda Item: 3 (The continued reckless activities surrounding AB361) Opposed
Please discontinue the procedure of Implementing AB361 under false pretenses. It's beenrepeatedly demonstrated that City officials have potentially committed fraud with puposely denying the general Public the rights to monitor Public officials (Elected and appointedpositions) in-person at public venues during Official Public meetings.

The actions of City staff (administration) to pre/post date City generated resolutions in regardsto AB361 has been reckless and aids in distrust associated with this Citys government operations.

The continued used of AB361 in a non-heathcare method (Only to be used with "COVID-19Illnesses) will potentially ONLY Illustrate the shameless and intentioned act of fraud against the citizens of Rancho Mirage and the Great State of California.

3) Agenda Item: 10- A,B & C (unusually "rushed" procedures for Public Hearing) Opposed
Please be advised that Public testimony was given at the November 22, 2022 SpecialPlanning Commission meeting in regards to this agenda Item. But the City's written recorded meeting minutes didn't reflect a true and accurate statement of that Public testimony. Pleaserecord this written statement in combination with the Citys earlier written "edited version" of verbal testimony given at the November's meeting. The November 22, 2022 (2:PM) Special meeting of the Planning Commission (All commissioners were remote that choose to attend) Their was Public testimony given in regardsto not being able to obtain a visible and accessible copy of the November 22, 2022 Planning Commission meeting agenda. Internet accessibility was denied due to unknown reasons forthat "One" agenda ONLY from the City's website. Because of that issue, I was forced to seek out the City Hall posting of Public meetings. That "One" City Issued Agenda was not postedat City Hall as required by California law.

Please be aware, the remote commission was addressed of this concern (potential oversight) but refused to comply with California law in regards to matter. It's concerning that a normal Planning Commission meeting were cancelled while special meetings were scheduled. It appears that such actions would potentially limit Publicparticipation and monitoring of City business.

Please consider extending this Public Hearing for proper processes to be followed by Cityofficials. 4) Closed sessions (Items: 1,2,3,4,5)
Opposed
Please consider postponing all legal counsel actions, until the current City Council members have an opportunity to review the current Citys retained legal counsel (StevenQuintanilla and associated) work services contract "Agreement" (potentially prior 2015) And any known professional performance reviews conducted through the City of Rancho MirageCouncil in regards to the currently retained legal counsel (None are Publicly known as of December 12, 2022)This review is critical to the safety of City Residents and the well-being of City resources.

Sincerely,
Brad Anderson | Rancho Mirage, CA.
