FROM: Community Emergency Preparedness Commission
SUBJECT: Annual Community Emergency Preparedness Commission Report
SPECIFIC REQUEST OR RECOMMENDATION
That the City Council receive and file the 2022 Community Emergency Preparedness Commission Report.
JUSTIFICATION OR INFORMATION
The mission of the Community Emergency Preparedness Commission (EPC) is to motivate people, businesses, and organizations in the City of Rancho Mirage to take actions that reduce future natural disaster damages and enhance disaster preparedness, response, and recovery .
The primary focus of the Commission has been to communicate readiness to the City's HOAs, residents and businesses. In calendar year 2022 the EPC --comprised of commissioners and technical advisors --reached out to residents, businesses, and the general public regarding emergency preparedness.
During 2022, the Emergency Preparedness Commission members consisted of:
• Chair Bob Brown and Vice Chair Kirk Dandridge, MD.
• Commissioner Mary Lou Suter, Mary Levine, and Dave Richardson • Technical Advisor Katie Stice and Edward Thomas Esq.
Resident participation on the Emergency Preparedness Commission allows citizens to share their talents and skills with the community in significant ways : public speaking, community interaction, program planning and implementation and other important roles. Furthermore, commission members receive training and education in a broad array of local and regional safety and preparedness topics, such as: Coachella Valley Disaster Preparedness Network (CVDPN), Business Emergency Response Training (BERT), and the Palm Springs Citizens Police Academy, to help further their efforts . Service on the Emergency Preparedness Commission is a unique way to contribute to the common good and to strengthen the community.
Specific activities/programs of the EPC in calendar year 2022 included:

Home Owners Association Monthly Radio Call/Drill
The monthly HOA Radio Call was implemented in 2009 by the EPC and is conducted the first Tuesday of each month at 7 p.m . The radio call tests the communication abilities of the City and HOAs. The HOA Radio System is intended for use during an actual disaster activation .
The Radio System is intended to provide for a method of sharing information between HOAs and the City of Rancho Mirage but is not intended to serve as an emergency lifeline . The total number of radio call responses from HOAs participating in the monthly drills re ·ached approximately 413 responses for the year.
Community Outreach Activities
As with every year, Commission members are asked to present or be available at local community events , such as homeowners association meetings, to discuss what residents and communities can do to prepare for a natural disaster. Commissioner also provide general consultation on emergency preparedness related matters . Some of the communities that received assistance from the Commission included , but are not limited to :
• Del Webb
• Rancho Las Palmas Country Club
• Sunrise Country Club
• The Colony Mobile Home Community
• Versailles
• Magnesia Falls Cove Community
• Rancho Mirage Racquet Club
• Cathedral City Senior Center
• Rancho Mirage businesses via Rancho Chamber of Commerce The Rancho Mirage Chamber of Commerce hosted the Back to Business Expo at the Agua Caliente Resort and Casino. Commissioners' setup a booth, answered questions, and distributed literature to patrons on emergency preparedness topics. Technical Advisor Stice is CEO of the Chamber and helped to facilitate the Commission 's involvement in the event.
The Commission approved the allocation of $2000 .00 to go toward the purchase of first aid/emergency bags for distribution to new Rancho Mirage businesses to help promote business emergency preparedness efforts. The bags were distributed through the Rancho Mirage Chamber of Commerce.

EPC members continued to attend meetings of the Coachella Valley Disaster Preparedness Network (CVDPN); which is a separate non-profit organization. 1. Kirk Dandridge as Medical Advisor
2 . Mary Lou Suter as Advisor
3. Edward Thomas as Technical Advisor
Palm Springs Citizens Police Academy
Commission Suter attended the Palm Springs Citizens Police Academy. The Academy is a free interactive course designed to acquaint individuals who are not sworn police officers with the activities of the Police Department. The Community Police Academy is open to adults who live or work in the Greater Palm Springs community . The -Community Police Academy does not certify you to become a police officer.
The mission of the Academy is to strengthen community partnerships by offering community members the opportunity to interact with professional staff, increase understanding of police operations and become ambassadors to the community.
The Academy, while specific to the City of Palm Springs, provides a similar understanding of the operations of any law enforcement agency, such as the contract law enforcement for the City of Rancho Mirage with the Riverside County Sheriff's Department. The Academy helps to fill some of the gap in knowledge as it relates to a citizens response to a disaster and law enforcement's response .
Great California Shakeout
While some areas of California are more likely to have earthquakes than others, Rancho Mirage is at particularly high risk. You could be anywhere when an earthquake strikes: at home, at work, at school, or even on vacation .
The Great California Shakeout is an annual opportunity to practice how to be safer during big earthquakes: "Drop, Cover and Hold On." The Shakeout has also been organized to encourage the public, communities, schools, or individual organizations to review and update emergency preparedness plans and supplies, and to secure their space in order to prevent damage and injuries . Shakeout is also a reminder for Californians to be prepared financially, such as by exploring earthquake insurance . The not-for-profit California Earthquake Authority offers earthquake insurance throughout California for homeowners, renters, mobilehome owners and condo-unit owners.
Commissioners participated in the Great California Shakeout at the Sunnylands Visit Center and Gardens with a booth setup to distribute literature and answer questions about emergency preparedness .

STAFF REPORT
TO: Mayor and City Council DATE: March 16, 2023
FROM: Vichet Kan, Associate Engineer
SUBJECT: Final Acceptance of Tamarisk Neighborhood Rubberized Emulsion Aggregate Slurry (REAS) Project -CP 22-373
SPECIFIC REQUEST OR RECOMMENDATION
That the City Council accept the Tamarisk Neighborhood Rubberized Emulsion Aggregate Slurry Project (CP 22-373) improvements and authorizes staff to record the Notice of Acceptance with the County Recorder's office.
JUSTIFICATION OR INFORMATION
Rubberized Emulsion Aggregate Slurry ("REAS") is the primary pavement maintenance surface treatment the Public Works Department uses to preserve the City's public streets. REAS has been the material of choice for the City's slurry seal projects for more than ten years. The rubberized slurry includes a high content of recycled tire rubber, which lasts longer than the standard slurry, and remains black longer. In addition to the roadway benefits this project also diverted 4,054 tires from the landfill.
Approximately 1.7 million square feet of public streets received a new slurry application. The improvements were completed by Petrochem Materials Innovation, LLC (PMI), and have been inspected by Public Works staff, and were performed in accordance with the contract documents. The work was completed for $775,751.47.
Sufficient funds were budgeted in the current FY 22/23 budget; no budget adjustments are required.
Staff recommends that the City Council accept the construction improvements and authorize staff to record the Notice of Acceptance with the County Recorder's office.
