SPECIFIC REQUEST OR RECOMMENDATION:
That the City Council approve the terms of the contracts, as set forth in Exhibit A, and authorize the City Manager to execute the subject contracts.

BACKGROUND:
Attached hereto is a list of contracts staff is requesting the City Council approve.
These are contracts for Fiscal Year 22-23 for purchases and services for which costs and terms were negotiated (Exhibit A).

SUBJECT: Award of Contract to ESRI for a Small Government Enterprise License Agreement.
Background:
The City of Rancho Mirage is currently utilizing Environmental Systems Research Institute, Inc. (ESRI) software for core Geographic Information System (GIS) functionality. This software enables City staff to maintain GIS data such as storm drains, traffic control, street signs, zoning/land use and fiber network maps. Approving the ESRI Small Government Enterprise License Agreement (ELA) for a three-year term will permit all City staff unlimited access to ArcGIS software, precluding the need to buy each license separately. The ELA offers the following benefits: Lower costs per unit for licensing software, substantially reduced administrative and maintenance expenses, and complete flexibility to deploy software products when and where needed. ESRI Software licenses and maintenance are proprietary and exempt from competitive bidding requirements.
Staff recommends entering into contract for a 3-year license agreement with Environmental Systems Research Institute, Inc. for GIS software in the amount of $85,200.00.
Fiscal Impact:
This item is budgeted for the 2023/24 fiscal year. The contract consists of a 3-year term for a total cost $85,200.00

CONTRACT SUMMARY

SUBJECT: Contract Amendment: Cove Electric, Level 2 EV Charger Installation Backaround:
In April of 2023, staff sought requests for proposals to replace the dual station EV charger at City Hall. Subsequently, the EV charger installation project was awarded to Cove Electric in the amount of $15,775.00. Staff is pleased with the current pricing and is seeking approval to amend the current contract with Cove Electric to add three additional chargers at the Library. If approved, this would standardize all existing chargers at City facilities.
Cove Electric is requesting a change order in the amount of $46,601.02 to remove and replace these existing EV chargers. The additional cost is inclusive of all materials, and labor needed to carry out the desired work.
Fiscal Impact:
Staff is requesting approval to increase the original contract amount to a total contract amount of $62,376.00. The project will be completed under the 2022/2023 budget.
Funds are available in the current year Capital Improvement Budget. No budget adjustment is required.
