SUBJECT: City Participation in County of Riverside's Community Block Development Grant ("CDBG"), Emergency Solutions Grant ("ESG") and HOME Urban County Programs for Federal Fiscal Years 2024, 2025, and 2026 (July 1, 2024 — June 30, 2027)
SPECIFIC REQUEST OR RECOMMENDATION
That The City Council adopt Resolution No. 2023-(Next-In-Order), Authorizing Participation in the County of Riverside's Urban County Program for the Fiscal Years of 2024-2025, 2025-2026, and 2026-2027.
JUSTIFICATION OR INFORMATION
BACKGROUND
The U.S. Department of Housing and Urban Development ("HUD") provides annual grants on a formula basis to states, counties, and cities, for the Community Development Block Grant ("CDBG") program, Emergency Solutions Grant ("ESG") program and HOME Investment Partnership ("HOME") program. The CDBG program aims at developing viable urban communities by providing decent housing, a suitable living environment, and by expanding economic opportunities, principally for low- and moderate -income persons'. The ESG program's focus is to assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness2. The HOME program helps fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people3. Application for funds can occur by applying directly to the State or by applying in cooperation with the County.
In May 2023, the City was contacted by the County of Riverside ("County") to offer an opportunity to participate in their Urban County program for federal fiscal years 2024, 2025, and 2026. Participation in the Urban County program would authorize the County to receive and administer the City's CDBG, ESG, and HOME funds that would otherwise go the State. The City has inquired about CDBG funds in the past but was not eligible and was hindered by the administrative process. Application through the County instead of directly to the State would clear any administrative obstacles, provide a more streamlined process and as the County indicated, the City will now be eligible to receive funding. JUSTIFICATION OR INFORMATION CONTINUED
County's program, application through the State would be required to access any grant funds.
Participation in the Urban County program allows the City to produce local programs for its residents by utilizing the allocated funds and allows the City to benefit from access to established County programs that include Homelessness Assistance/Prevention Programs, home rehabilitation program for low-income residents, down payment assistance, and gap funding for development of affordable housing.
