Council Member Weill commented he was very pleased to see the project come before Council.
He noted the developer and their team had been working on it for a long time and the property was in a very important part of the City. He noted that Brian Tracey, who was involved with the subject project, was instrumental in leasing a majority of the property in the Rancho Las Palmas Shopping Center, which turned out to be exceedingly successful. Council Member Weill commented that it's one thing to approve a project; the challenge was for the developer to get the financing to construct it. He added that he thought the project would be a great addition to the City.
Mayor Kite commented that it was an interesting project that had been on the books for a long time. He noted it would be exciting to see how it was developed. Council Member Weill noted that all cell tower applications included a requirement that, if approved, the applicant would give the ability for other carriers to negotiate and use the same tower.
Mayor Kite commented that the tower was really needed and had been a long time coming.
He expressed hope that there would be additional expansion in the area and asked if there were other open areas in Rancho Mirage where cell towers were needed.
Ryan Stendell, Director of Public Works, responded that the City did not keep propagation maps; it was more reactionary. He added that there was a demonstrated need for service in the area in which the subject tower was proposed.
Council Member Marker noted that she consulted with the Chief Engineer of Marker Broadcasting regarding letters received from residents expressing environmental concerns. She reported that he determined the project met all of the very stringent FCC guidelines and the project would not have health risks to the public. Public Comments -None.
Council Member Weill noted there was much interest in the opportunity to develop the property, so opening up the process to proposals was the fair and proper thing to do, as opposed to any sort of exclusivity with any one particular developer. He added that he expected the City would receive proposals in a very short period of time.
Mayor Pro Tern Downs spoke of how quickly the Council could move, noting the zoning for the subject property was just approved. He noted it was an example of how the Council intended to address the affordable housing issues addressed last year in the housing element. Majna Dukie, Director of Development Services, presented the staff report.
Public Comments -None
Council Member Weill explained that the item, and the recommendation for an architectural review working group, was not in lieu of the Architectural Review Board; it was designed to escalate the project and make it more efficient. He noted that staff would still utilize the services of an architectural group, whether it be landscape or architectural, but more in the line of assistance to the development department, as opposed to an entity that gets more actively involved. Council Member Weill added that, from an efficiency standpoint, it would make it easier for the development department and, most importantly, for developers. He concluded by noting the change would be a great improvement to the review process.
Mayor Pro Tern Downs noted it was important to ensure that existing Architectural Review Board members were well aware that their input was critical to development in the City. He commented that the change would make the process more efficient and easier for Planning staff to process input from architects.
