STAFF REPORT
TO: Rancho Mirage Housing Authority Board DATE: November 21, 2023 Chair and Board Members
FROM: Marcus J. Aleman II, Housing Manager
SUBJECT: Affordable Housing Development
SPECIFIC REQUEST OR RECOMMENDATION
That the Housing Authority Board authorize staff and the General Counsel to negotiate draft disposition and development agreements with accompanying deeds for the purpose of establishing site control for the development of affordable housing with The Pacific Companies, National CORE and USA Properties, and Blieu Companies for future consideration by the Housing Authority Board before the end of the calendar year.
JUSTIFICATION OR INFORMATION
BACKGROUND
On August 28, 2023, the Rancho Mirage Housing Authority released a Request for Qualifications (“RFQ”) for the development of at least 200 multi-family affordable housing units on a 10-acre parcel of land on Housing Element Inventory Site B. Site B is an approximately
53.76-acre parcel of land zoned for 28+/- acres of park land and 25+/- acres of high density residential with an Affordable Housing Overlay. This Site was selected for the RFQ due to its California Tax Credit Allocation Committee (“CTCAC”) and California Department of Housing and Community Development’s (“HCD”) high resource designation, which makes it competitive in terms of scoring for critical State funding. The deadline for RFQ submission was October 27, 2023. The Housing Authority received six (6) responses for review.
During the review process, City Staff was made aware that the 2024 CTCAC/HCD Draft Opportunity Maps were made available in late October and that the designation for various sites throughout the City and Coachella Valley would be changed from high resource to moderate resource designations. This change in designation strongly impacts the potential for State funding sources which makes affordable housing development for this site virtually impossible as of January 1, 2024. To help ensure the development of affordable housing, City Staff determined that developing the entire 25+/- acres and entering into disposition and development agreements (“DDA”) to lock in the high resource designation will give the Housing Authority and selected respondents the greatest opportunity for development of affordable housing. The City and Housing Authority is committed to providing the opportunity of affordable housing development throughout the City.
