STAFF REPORT
TO: Mayor and City Council DATE: December 21, 2023
FROM: Ryan Stendell, Public Works Director
SUBJECT: Final Acceptance of Citywide REAS Fiscal Year 2023-2024 (CP 23-384)
SPECIFIC REQUEST OR RECOMMENDATION
That the City Council accept the subject improvements (Citywide REAS Fiscal Year 2023-2024 -CP 23 -384) and authorize staff to record the Notice of Acceptance with the County Recorder's office.
JUSTIFICATION OR INFORMATION
Rubberized Emulsion Aggregate Slurry ("REAS") is the primary pavement maintenance surface treatment the Public Works Department uses to preserve the City's public streets. REAS has been the material of choice for the City's slurry seal projects for more than ten years. The rubberized slurry includes a high content of recycled tire rubber, which lasts longer than the standard slurry, and remains black longer. This process also allowed for the diversion of a total of 6,455 tires diverted from landfills. Total square footage of streets which received this treatment is 2,424,378 square feet.
The improvements were completed by Petrochem Materials Innovation, LLC (PMI), and have been inspected by Public Works staff, and were performed in accordance with the contract documents. The work was completed for $1,671,468.38.
Sufficient funds were budgeted in the current FY 2023 -24 budget; no budget adjustments are required.
Staff recommends that the City Council accept the construction improvements and authorize staff to record the Notice of Acceptance with the County Recorder's office.
