The three Resolutions (Items A through C) would approve assessments for special taxes that fund public safety (police and fire), and library services comprised of the Fire Tax, the Fire Excise Tax, and Community Facilities District Nos. 1 and 2.
Set forth below is a chart that summarizes actual charges for the last five fiscal years related to these assessments, compared to those proposed for FY 2024/25.

ITEM A - FIRE TAX AND FIRE EXCISE TAX
The City's fire tax and fire excise tax are applied on a City wide basis to all property, including undeveloped parcels. The fire tax ($60 per dwelling unit and $40 per mobilehome) is fixed and has not increased since the tax was established by voters in 1980. The fire excise tax, established in 1990 to cover inflationary costs, has not increased since 1996 in order to comply with Proposition 218 and will remain at $13.66 per dwelling unit. The amount of both these taxes charged to various commercial uses was calculated based on land use.
ITEM B - COMMUNITY FACILITIES DISTRICT NO. 1 (POLICE AND FIRE) Annually, the City Council determines the amount of the special tax for Community Facilities District No. 1 (CFD No. 1) that should be charged to cover public safety service (police and fire) expenses as calculated by a mathematical formula established by Ordinance No. 485. All land use entitlements involving commercial development or residential development that have been approved since 1990 are required to annex into CFD No. 1. Properties developed in the City from incorporation (1973) until 1990 are not part of CFD No. 1.
Every year, the special tax for CFD No. 1 is calculated based on a formula that includes revenue generated for public safety services and actual expenses incurred which are apportioned between land use categories (i.e., residential or commercial/industrial which includes office AGENDA ITEM #

uses). Significant changes in any one of the variables may shift more of the net cost for public safety services to one or the other of the two defined land use categories.
The FY 2024/25 special tax for a residential dwelling unit is proposed to be levied at $469.69, an increase of $129.95 from FY 2023/24 when the tax was $339.74. The FY 2024/25 special tax for commercial is $1.02 per square foot, an increase of .06¢ from FY 2023/24. The change in residential rate is due to the nature of police and fire calls in 2023 (i.e. commercial vs. residential) and their respective costs which serves as the basis for cost allocation between these two categories in determining the next fiscal year assessment. Revenue figures for police and fire also contributed to the change in rates.
ITEM C — COMMUNITY FACILITIES DISTRICT NO. 2 (WESTIN VACATION CLUB) Community Facilities District No. 2 was established in 2001 and currently encompasses the Westin Vacation Club' (WVC) interval ownership project of 20.4± acres located at the southwest corner of Dinah Shore Drive and Bob Hope Drive. There are 158 two -bedroom, two -bath interval ownership units with accessory buildings.
The initial amount of the special tax annually assessed, beginning in FY 2002/03, was $25 for each interval sold. As originally adopted through Ordinance 767, the purpose of the tax was to provide funding for public services and facilities. The funding was envisioned to pay for maintenance and operation of the Rancho Mirage Public Library or other cultural activities, new recreation programs or new library services. The special tax is subject to annual increases that reflect the change in the Consumer Price Index. The special tax is due and owing by the purchasers of the intervals ("property owners") when sales close and every year thereafter. The City bills the property owner, WVC Rancho Mirage Inc. Funds collected to date are the result of billings sent to and paid by WVC Rancho Mirage Inc.
CFD No. 2 revenue was transferred to the Library Fund to offset the costs of services and programs associated with the Rancho Mirage Public Library. The Consumer Price Index increased 2.88% from January 2023 to January 2024 for the Riverside -San Bernardino -Ontario area. As such, the special tax will increase 2.88% from its current $46.32 to $47.66 per assessable week. Originally, the fee was applied to the "intervals" applied on an even and odd basis but since all units have been sold at the Westin there is no longer a reason to use intervals but rather on an assessable week basis. There are 8,138 assessable weeks at the Westin.
Based on these figures, the CFD No. 2 estimated budget revenue for Fiscal Year 2024/25 is $387,857.

The City's 2024-2025 Fiscal Year budget has set aside funds for the cost of the Registrar's services for the 2024 General Municipal Election.
The Resolution requesting the election services of the Registrar's Office (Attachment 2) must be submitted to Board of Supervisors for its approval. The Resolution ensures the Board of Supervisors that the City will promptly reimburse the County of Riverside for the election services rendered by the Registrar's Office for the City.
Resolution Regarding Candidate's Statements
Each candidate for City Council has the opportunity to prepare and submit a candidate's statement that will be included in the voter information guide (sample ballot) for the General Municipal Election.'
The Resolution (Attachment 3) provides that the candidate's statement may include the name, age, and occupation of the candidate and a brief description of no more than 200 words of the candidate's education and qualifications expressed by the candidate himself or herself. The candidate's statement, however, may not include party affiliation of the candidate, nor membership or activity in partisan political organizations. The candidate's statement also may not include bold font. The candidate's statement must be submitted in typewritten form to the City Clerk's Office at the time the candidate's nomination papers are filed. A candidate's statement may be withdrawn, but not changed, until 5:00 p.m. of the next working day after the close of the nomination period.
Pursuant to the Voting Rights Act, all candidates' statements will also be written in Spanish and included in the voter information guide.
The Resolution provides that the City will pay for the cost of printing the candidate's statement in the voter information guide.
1 Candidates are prohibited from including additional materials in the voter's pamphlet.
