We understand that the City has represented that "Public Hearing Notices were mailed out to property owners within a 500 foot radius of the project site, a notice was posted in the Desert Sun, and notices were placed in the bulletin board at City Hall and the Library." We feel that all homeowners should have received notices not only of public hearings, but at the point the project began to be considered, as appears to have been the case for the Escala Development, so that we, too, could have weighed in on the potential negative impacts to our properties (e.g. traffic, noise, etc.). Not everyone subscribes to the Sun, nor does everyone frequent City Hall or the Library. We most strenuously object to having either the project's power main or trash bins located within view from Victoria Falls, but certainly for both to be visible from Victoria Falls but neither from Escala is unacceptable. Additionally, trash and food waste odors are virtually guaranteed to affect Victoria Falls. While we would prefer the project be relocated entirely, to an area where the traffic, odor, and ambulance sirens will not affect quiet enjoyment in a residential area, we strongly urge the Planning Commission to, at minimum, require the developer to redesign the layout so these undesirable and unsightly elements are both concealed and completely contained.
