Attention: Appointed City Clerk (Kristie Ramos) - [email protected] Re: Written letter to be entered in the Public record and made available for Public Inspection for the November 15, 2024 "Special" City of Rancho Mirage Council meeting - Agenda Item: Public Comment
Dear current City Council members,
Please consider the Public good over the willingness of current city Council members to operate in an inappropriate fashion in regards to mandating that an elected position (City Council member) be selected by an appointment procces that fails to be precived as a legitimate (fair and honest) method. The common sense approached of conducting a special election for City Residents (voting public) to choose from interested candidates for a vacate City Council position would be the most responsible approach (best practices protocol) to fill that elected position (City Council seat).

It's clear that unusual political maneuvers were installed by City of Rancho Mirage officials to disenfranchise Intrested observers and or partispates from timely obtaining city records associated with city operations in regards to aspects surrounding "options" of filing a City of Rancho Mirage Council Vacancy.

The Citys long established history of similar activities to "install" selected Individuals on Rancho Mirage City Council through city council direct appointment procedures instead of democratic methods of having citizens elected their elected officials is truly Immoral and corrupt.

It's worth noting, the action of scheduling two (2) Rancho Mirage "Special" City Council meeting(s) on the dates of November 14, 2024 (Applicant Interviews) and another on November 15, 2024 (council consideration of future potential action in regards to applicants interviews) helps to illustrate that potentially the current City Council will (and or have) conspired to appoint a selected Individual without following California State regulations (Brown Act safeguards). There's absolutely no reason that two (2) different scheduled Public meeting(s) would be necessary, one (1) meeting on one day would comply with California State best practices protocols in regards to public meeting(s) and would ensure transparency of City Council members activities.

Other matters of concern would be the City of Rancho Mirage current legal counsel (Steven

Quintanilla and associates) and their precived expertise and legal advice given in regards to City Council elections and appointments within City of Rancho Mirage and other contracted governmental agencies (City of Moreno Valley) within Riverside County, California. It's reasonable to consider that Steven Quintanilla law firm may again provide missleading and or incorrect information that may be problematic for city officials simlar to City of Moreno Valley issues when a City Council seat became vacated earlier this year. It's highly recommended to seek other legal counsel opinions in regards to how the City of Rancho Mirage continues to operate unhindered from ethical standards when appointing individuals that were selected from prior appointed positions that they themselves were involved with, while avoiding proper and ethical avenues of "allowing" citizens the opportunity to choose (vote) for their elected officials.

Furthermore, the Current City of Rancho Mirage rotating Mayor's verbal comment (Statement) during the November 7, 2024 city council meeting that denounce city council candidates that didn't successfully obtained the voters needed to secure a council position during the most recent City Council election were told they wouldn't be considered for the current City Council appointment if they applied. Those political comments made by Mayor Downs were potentially illegal and clearly bias and opinionated. It's reasonable to consider that all City Council prior appointments (sub-committees) may be compromised in some manner by Mayor Downs political driven opinions and potential actions.

In closing, further monitoring and collection of information will definitely determine how historians recount the actions and potentially the intentions of todays City Council.

Please reconsider any further reprisal actions against my private property or person for reporting this true and accurate summary of events that are routine within Rancho Mirage, California.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
