Re: Written letter to be entered in the Public record and made available for public Inspection for the December 19, 2024 (1:PM) City of Rancho Mirage Council (and other self appointed organizations) Public meeting - Agenda Item: 13.1 (Improper reassignment of City Council authority)
Dear current Elected and Appointed City Council members, Please review my written statements listed below prior to the consideration of Agenda Item: 13.1 (misappropriated delegating of City Council authority).
Recently the City of Rancho Mirage Public Works department employee was promoted to the title of assistant City manager. It's reasonable to consider that the City Manager and his Designee(s), have a unique relationship with City vendors and other business Interests throughout the State of California.
It's highly recommended to oppose amending the City of Rancho Mirage long established history of eliminating (or reducing) potential conflict of interest that may be precived (or well known) between City staff and city contracted vendors.
It's critical to remain as unhindered as possible by separating any precived and or potentially known conflicts of interest between city officials and regional partners (contractors/vendors) that city officials allegedly desire to speed payment options too.
Contractors that work with the City of Rancho Mirage have the ability and wisdom to enter into agreements that are well known and understood. It's extremely unwise for City of Rancho Mirage Council to assign the City Manager and his Designee(s) the authority to subvert the public's right to have it's elected officials (City Council) as official gatekeepers of City resources.
It's been mentioned in a City staff report that City officials "take care of our partners" - of course those comments should be expected between contract agencies (companies). But, it's very likely that those contractors (partners) may have extortionate authority over the current City Manager and potentially other City staff. It's critical to remain as transparent and unhindered by potential corruption (being and or becoming compromised).
The action of allowing a contracted city employee (City Manager) the unprecedented authority to dictate selected contractors City approval without the Public review process (City Council
meeting and Public Right to provide Public testimony if desired) on selected public works projects within the City of Rancho Mirage, Riverside County California, is extremely dangerous and unprecedented.
Please choose to continue best practices protocols in regards to having City elected officials accountable to City Residents. And deny external and or Internal compromised elements from degrading citizens of the opportunity to monitor and or participate in the the people's business (Public Works Projects).
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
