Attention: City Clerk /
Re: Written letter to be entered in the Public record and made available for public Inspection for the December 19, 2024 (1:PM) City of Rancho Mirage Council (and other represented self-appointed organization[s]) Public meeting - Agenda Item: 5 (Proposed re-appointment of Council member (S. Downs) to the CVMVCD Board of Trustees) Dear current City of Rancho Mirage Elected and Appointed City Council members, Please review my written statements listed below prior to the consideration of Agenda Item: 5 (Reappointment of (S. Downs) to represent the City of Rancho Mirage on the Coachella Valley Mosquito and Vector Control District (CVMVCD) Board of Trustees) This letter is in opposition of this organization's selective reappointment of Council member (Steven Downs) to another term to the external organization (Special District) Coachella Valley Mosquito and Vector Control District (CVMVCD). It's strongly recommend to avoid having any City of Rancho Mirage representatives serve more than one (1) term on any City or City sponsored organization membership and or external agencies (Such as:

CVMVCD/CVAG/SCAG as examples).

It's reasonable to consider that Rancho Mirage City Council member (Steven Downs) maybe willing to activity participate with discriminatory practices if allowed to continue with an extended period on the CVMVCD Board of Trustees. It's been demonstrated that (S. Downs) verbalize his willingness to deny a potential assignment (City Council member appointment) to member's of the local community that were unsuccessful in obtaining a City Council position in a recent City Council election. Furthermore, it's very likely that (S. Downs) will seek other appointments that are connected to the CVMVCD organization if allowed to be reappointed. The CVMVCD organization has a unique relationship with the City of Rancho Mirage with providing City employees access to CVMVCD retained legal instrument (Inspection Warrant) potentially an unlawful action. While collecting city imposed fines for other than Public health concerns relating to the Inspection Warrant use.

Please be advised that (S. Downs) recently concluded his rotating Mayor position. During that City of Rancho Mirage Mayor position (Mr. Downs) served as the City's representative to the CVMVCD Board of Trustees. During that appointment (term) (Mr. Downs) commented on his interactions with locating "Mosquitoes" near his private residence while involved with a

special invitation from the CVMVCD organization.

It's highly recommended to appoint the current City of Rancho Mirage Mayor (T. Weill) to serve the Citys interests as a CVMVCD Trustee. Consider allowing the longest serving City of Rancho Mirage Council member the honor of serving as a City of Rancho Mirage CVMVCD organization representative for his first-ever appointment to the CVMVCD organization (Exteral organization- Special District).

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
