Re: Written letter to be entered in the Public record and made available for public Inspection for the March 6, 2025 (1:PM) City of Rancho Mirage Council meeting - Agenda Item: 1. (February 20, 2025 City of Rancho Mirage Council recorded written meeting minutes) Dear current Elected and Appointed City Council members, Please review my written statement listed below - prior to the consideration of agenda Item: 1. (Proposed action to approve February 20, 2025 City of Rancho Mirage Council written meetiing minutes).
It's crystal clear that the City of Rancho Mirage "written" public meeting minutes of February 20, 2025 were prepared with biases (not fairly administered to all individuals in the same fashion). The written minutes of general public speakers (Non-Agenda verbalize Public testimony) lacked any summary of the topics that were discussed by those partispates. While other speakers were given greater (more detailed) written summary of their verbalize testimony.
All speakers that spoke during Non-Agenda Public comment were not provided the same brief summary formatted meeting minute recorded method that City officials and their family members were provided for the February 20, 2025 City of Rancho Mirage Council meeting (presentation/council member comments/reports).
It's reasonable to consider that City officials (current City Council members/staff - legal counsel) desire to censor (eliminate) verbalize Public testimony from being recorded accurately within public written meeting minutes held under the City of Rancho Mirage's authority.
California State government Code: 54954.3(a)(c) mandates that every agenda for a regular meeting shall provide an opportunity for members of the public to directly address the legislative body on any item of interest to the public. It's reasonable to consider that aspects of CA. Gov. Code: 54954.3 that state that the agenda need not provide an opportunity for members of the public to address the legislative body on any item that has already been considered by a committee, composed exclusively of members of the legislative body, at a
public meeting wherein all interested members of the public were afforded the opportunity to address the committee on the item. It's been repeatedly demonstrated that City of Rancho Mirage has refused to provide summary formatted meeting minutes protocols for public speakers which in turn would not provide the Citys legislative body(s) a true and accurate recorded statment (meeting minutes) that could be relied upon for future reference if needed and or desired to provide for enforcement of that California law (government Code). It's reasonable to consider that ALL public meeting partispates that provided verbal testimony should be recognized and recorded accurately within written meeting minutes of those official proceeding.
Please consider abandoning the city supported censorship methods (titled: Action Minutes procedures) and reinstate common sense and reasonable (summary formatted meeting minutes protocols) for every person that desires to provide Public testimony during City of Rancho Mirage official public meetings. Please be reminded that "the People of this State do not yield their sovereignty to the agencies which serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may retain control over the instruments they have created". (CA. Gov. Code. 54950.) Sincerely,
