Re: Comment in regards to Agenda Item: 8A. (Potential Initiation of Litigation) Dear current elected and appointed City Council members, Please consider acting in the best Interests of our City and it's residents when gathering in private (out of the Publics view) within closed session.

It's reasonable to consider that the City has used legal avenues (law fare) in prior attempts to forcefully obtain desirable outcomes for it's benefactors (special Interests). It's worth noting, that current contacted citys legal counsel (Steven Quintanilla and associates) have not been evaluated for work performance and or reviewed for continued contracted status (request for proposals - RFP's) through a public process (open public formatted/City of Rancho Mirage open public meeting) in a reasonable matter over the years (time).

It's reasonable to consider entrenched political appointed private sector businesses such as:

Steven Quintanilla and associates, should be able to withstand a fair and open process (RFP) to select the best candidate to serve the residents of the City of Rancho Mirage.

Please be advised - at a prior City of Rancho Mirage closed session meeting (April 3, 2025 - Agenda Item: 8A.) A very similar topic was discussed (likely the same potential case as:
agenda Items: 8A.) that will be discussed at the April 17, 2025 Closed session meeting. It was noticed that over a hour was reported to have been used for conference with legal counsel during the April 3, 2025 closed session meeting (potential Initiation of litigation). It was reported that legal counsel (Steven Quintanilla and associates - C. Kirkpatrick) reported there was NO REPORTABLE Action taken durning that private meeting.

It's suspicious that a suspected in-depth analysis that was disccused for a length of time (over one hour) had NO direction suggested for legal counsel to pursue. It's reasonable to consider that other activities may have depleted time during that closed session meeting (such as:
consuming a meal/shacks and or other non-disclosed topics of discussions). It's critical that City officials be accountable and ethical when acting outside of the Publics ability to monitor and or participate in the the people's business. Please consider having an independent Individual (such as: Riverside County Fire Department Captain and or another legal firm representative) available to monitor City of Rancho Mirage closed session meeting(s). Of

course having an official "Minute report" for those closed session meeting would be considered "Best practices protocols" for other governmental agencies throughout the Great State of California.

Please don't take any further reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions and suggestions.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
