Re: Written testimony in regards to Agenda Item: 7. (Non-Agenda Public Comment) Dear current elected and appointed City of Rancho Mirage Council member's, Please review my written statement listed below for consideration and potential Implementation. Please be made aware that dictating that written statements be delivered Three hours (3) prior to city council meeting(s) is extreme and clearly an unofficial selected time frame that was probably concocted from "thin-air" in an attempt to further disenfranchise public involvement within the Peoples business (City controlled public meetings).

It seems very reasonable that City officials have taken extreme radical political maneuvers to reduce and or eliminate public testimony during City of Rancho Mirage public meetings.

As you are very much aware, the May 1, 2025 City of Rancho Mirage Council meeting agenda was radically changed. That clear action of moving agenda Item "NON-AGENDA PUBLIC COMMENT" towards the end of the meeting agenda instead the long and well established method of having non-agenda public comments towards the beginning of City Council meeting(s). It appears to be a deliberate activity to silence city residents (Disenfranchise public involvement within the Peoples business).

Their was absolutely No reasonable advance notice and or open discussion (publicly known) of the citys desires to radically change public meeting agenda Items for the May 1, 2025 public meeting of the City of Rancho Mirage Council. That extreme measure is very similar to the December 2024 city council dictate to change to (tilted: Action Minutes procedures) from the long held and well established method of having Brief Summary meeting minutes protocol to record verbal testimony given during city meetings (written meeting minutes). The city clerk took advantage of that radical political maneuver and decided to record that December public meeting and other city controlled public meetings held prior to that official action with the (tilted: Action Minutes procedures). So, simply ALL public testimony in regards to that radical change of recording written minutes and other verbalize public testimony provided during subcommittees were eliminated from public disclosure - censorship techniques were applied before they were legalized by city of Rancho Mirage Council mandate - which is immoral and potentially unlawful.

Please take notice that the organizations of (Community Services District/ Energy Authority and Joint Powers Finance Authority) was mentioned on the last two (2) released (newly created agenda format) meeting agenda(s) of the City of Rancho Mirage public meeting(s).

It's reasonable to consider that the City of Rancho Mirage have decided to abide by their legal obligations and or decided to gain financial meeting stipends.

This unannounced city activity is very similar to how the Rancho Mirage City Council privous adjourned their public meeting(s) into close session meeting(s) without returning to open public session and NOT reporting out the actions (if any) of the close session agenda topics that were "said" to have been discussed. It's reasonable to consider that the current city contacted legal counsel (Steven Quintanilla and associates firm) should be recognized for not providing yearly professional performance reviews and a current service contract renewal.

Request for proposals (RFP's) should be seeked for potential replacement of current city legal council because of service inefficiencies and potentially other undesirable conduct.

Please don't take any futher reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions and recommendations.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
