Re: Written comment in regards to Agenda Item: 3A. (Conditional Agreement regarding the Development of: Crossings at Pererson Road) requested loan amount: $3,825,000.00.
Dear current Rancho Mirage elected and appointed City Council members (Housing Authority Board members),
Please review my written statements listed below prior to the consideration of agenda Item:
3A. Of the City of Rancho Mirage SPECIAL meeting of it's Housing Authority Board.
Position: In Strong Opposition
Please be advised that the City of Rancho Mirages Housing Authority Board had very recently (May 15, 2025 at 1:PM) conducted a regular scheduled public meeting where absolutely No public disclosure (verbal announcement) was openly stated from elected officials or staff members informing the general public of the intent to have "another" SPECIAL Housing Authority Board meeting within hours of that present Housing Authority Board meeting and other various boards.
It's reasonable to consider that city officials have decided to limit public involvement during the second (2nd) Housing Authority Board meeting of May 15, 2025. With the unethical action of NOT providing active citizens the opportunity to have the appropriate knowledge of an up-coming public meeting.
It's clear that the organization of (Blieu LLC) was well aware of it's commitments to abide by certain rules and obligations (deadlines) for selected actions to be performed. One of those responsibilities was the rapidly advancing May 20, 2025 application commitment for certain tax credits and tax-exempt bond allocations along with project-based vouchers being submitted.
It should be "No Easy Task" for city financial resources to be expelled for the asking from organizations that should be equipped to foresee and predict aspects related to their precived expertise.
It's ONLY reasonable to have Blieu LLC. Seek other desirables resources to fund their business Interests. Waiting for the stated September 2025 (Next) round of expected financing would be the absolute best avenue to seek.
THREE MILLION EIGHT HUNDRED TWENTY-FIVE THOUSAND dollars ($3,825,000.00) thats being requested from City of Rancho Mirage Resident's is extreme and unreasonable at this stage of non-development.
This stated "Funding Gap" is not the citys problem and shouldn't burden it's residents.
Attachment 1, of the staff report thats related to this agenda Item (3A) illstrates that the proposed loan ($3,825,000.00) has repayment term of FIFTY-SEVEN years and or (55) years (Item: 4).
That term will probably out live most city residents life expectancy, and shouldn't even be considered.
(Item: 9) allows the Executive Director sole discretion to extend the termination date for up to twelve (12) months from the scheduled Conditional Agreement June 30, 2026 termination.
It's reasonable to consider that such a major project should have elected officials in control of any extension of time lines.
Sincerely ,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cx:
