Re: Written comment in regards to Agenda Item: 2. (Council member remarks - with NO publicly released documentation prior to the scheduled agenda Item) Dear current elected and appointed City Council members, Please review my written statements listed below in regards to this meeting assigned agenda Item: 2. (Please consider having recurring meeting agenda Items assigned to the same location (agenda Item #) in an attempt to AVOID uncertainty to what should be recognized as predictable documentation procedures).

As this small group of elitist (current City Council members) should be aware, extreme measures were enlisted to discourage public testimony from being voiced during "City of Rancho Mirage Council member comments/reports" in an appropriate and ethical manner by city officials.

Common sense should dictate that any public comment prior to an undisclosed city council member comment/report would be seen as a blanted subversion to limit and or eliminate the public's ability to activity participate within that selected agenda Item with an informed public comment.

It's reasonable to consider that city officials will continue to restrict public testimony from proceeding AFTER full disclosure (after council comment/reports) have concluded.

Please review the listed opinions/comments in regards to city of Rancho Mirage Council remarks that were made during the (May 1, 2025) scheduled public meeting. 1) City Council member (Downs) had strong opinionated statements in regards to media/social network report/comment over the conclusion of areas of Coachella Valley Association of Government (CVAG), CV-Link Bike path (referred to as a TRAIL) through the Coachella Valley (excluding the Citys of Rancho Mirage and Indian Wells). He seemed to gloss over the missused of tax collected dollars that were used to fund some of that mastive project. Of course, CVAG's proposed path through Rancho Mirage would of largely impacted Golf courses and other property owners along Highway 111 plus business Interests along that proposed path. He voiced that the city is unable to allow CV-Link construcion in city boundaries without voters approved.

It's reasonable to consider that the way those ballot measures (CV-Link) were written - some voters may of misunderstood how they voted. That may of been the last time Rancho Mirage voters will unite for keeping the city as is for future generations. It's clear that the current City Council have been destroying Rancho Mirages image and it's small town feel and sound governance for a number of years now.
2) Council member (Weill) chimed in (off-of) Mr. (Downs) comments about the CV-Link to pander to his (base) over bicycle safety. It was clear that his comments were prepared in advance of that meeting with an additional video that was forced unmong the viewers of that public meeting. Of course, his comments were propaganda in nature. Probably to reflect from the recent death of a biker in front of City Hall (Frank Sinatra Dr and Hwy 111).

It's reasonable to consider that the time and money wasted of making videos about everything to do with city operations (or not) is extreme. The use of flying drones (city resources) around schools and of course within airplane incoming flight paths is unnecessary. 3) Council member (Downs) also made statements over affordable housing (Social Housing) for Eisenhower Medical Center employees.

It's reasonable to consider that (Social Housing) that the city is Intrested in funding wouldn't be available for highly paid and or traveling employees of Eisenhower Medical Center. It's probably best to consider that Mr.(Downs) and other City Council persons will financially benefit from the same housing element that they (city officials) have advanced through the city procces.

Also, with the city funding major portions of electricity infrastructure (section 30 and probably soon section 19) - developers will most likely be relieved of a large majority of investment needed for future projects, thanks to the current City Council members willingness to use city resources to help those developers make money (faster) - (At the expense of current City residents that already funded infrastructure elements - they already paid their fair-share) Future joint ventures (JPA's) with Imperial Irrigation District (IID) will probably be entered in to by city officials in the near future. Such ventures will absolutely increase electrical costs for those ratepayers and may cause financial distress for ALL city residents.

Also;
During the City of Rancho Mirage special study session meeting of May 8, 2025. Mr. (Downs) feel compelled to fear monger over increase costs for public safety (police/fire) and Insurance.

It appears that City officials are still VERY WILLING to give money away to precived non- profits (friends of City Council members). Please remember amendment No. 1 for Riverside County Sheriff's Department services contract. That massive financial increase from city residents was said (by a prior City Council member) would be use to secure (Section 31 Residents). It's worth noting, at that time and as of today - NO RESIDENTS live and or pay ANY TAXES within the Development thats section 31.

No details were shared over citys insurance increasing costs during his rant. It's reasonable to consider that insurance costs could easily be cut/reduced and or completely eliminate. Most

city residents are probably not aware of the network of governmental agencies and private sector businesses that fund each other through insurance schemes.

Please don't take any further reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
