Re: Written testimony in regards to Agenda Item: 7. (Non-Agenda Public Comment) Dear City of Rancho Mirage,
Please review my written statements listed below for consideration and potential Implementation.
It was stated by city council member (Downs) that ONLY one (1) council person is required to add ANY Item to a future city constructed public meeting agendas. That unique and unusual political power wasn't known to this city resident until being announced during a recent City Council meeting.
It's reasonable to consider that all city approved "Presentations" would be recommended by ONLY one (1) city official with or with-out open public disclosure (announcement). Of course having that authority to assign city staff to work on aspects of a recommended additional agenda Item and or presentation of a potential (special Interest) of a city official without having a consensus of other elected and or appointed Council members would appear to be acting outside of California State best practices protocols.
Of course, having a simple agenda Item as in changing public meeting scheduled start times should have been an easy process for any one (1) city Council person to have performed to satisfied a clear public out-cry form working families and other city residents. But as this council is well aware, NO action was taken to address that public concern (in a transparent manner).
Financial aspects should be considered when selected city council members have (special Interests) provide public testimony (presentations) combined with potential financial donation(s) of city resources to those presenters (special Interests).
It's highly recommended to have any proposed agenda Item be openly discussed and openly supported by at least three (3) elected council member's before being advance to city staff. (Again) it's unreasonable that city officials have decided to eliminate all best practices protocols with regards to recording (written meeting minutes) of verbalize public testimony provided during public meetings. It's highly recommended to return to brief description
summary formatted meeting minutes procedures that were used by city officials sense the beginning of the citys exsisted.
Also, let's consider having "Elected" positions - such as Council members, be "elected". It's reasonable to consider that having the most current appointed City Council member (Fromberg Edelstein) be assigned for an "extended" period of time in her current position is potentially a political stunt to gain potential favor among city voters. Remember integrity and ethical standards are still important to many city voters (residents).
Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
