Attention: Clerk of the Board
Re Written testimony in regards to Agenda Item: 6.A (Agreement to surrender control of City controlled traffic signal "synchronized" scheme)
Dear current elected and appointed City Council members, Position: In Opposition
It appears that city officials have decided to use the narrative of a lack of resources to make the radical maneuver to join Coachella Valley Association of Government (CVAG) traffic management system scheme.
It's clear that the current City Council (and administration) have sold-out (became compromised). The city's independence have been lost (sold) to external regional control agencies. It's reasonable to consider that the citys installed traffic "synchronization" program is a major redistribution of city resources for an unusable (boondoggle) project. Of course most of the citys constructed system was performed (installed) by a private sector business (Elecnor Belco Electric, Inc.) during the COVID-19 narrative event. (It was very unusual to see those infrastructure worker's pulling wires and digging ditches into city hall while city residents were restricted away from parks (yoga in the park events) and governmental offices (city hall was closed to residents).
(CVAG's) controlled traffic signal remotely operated system is seen as a corrupted constructe narrative that traffic signals will react to traffic flows.
Simply put, city governments would have on-demand control over traffic signals. Given that ability - the operator of that system (CVAG) would hold traffic at far-away areas (potentially your neighborhood) to allow traffic flows to be uninterrupted at the location that (CVAG) officials desire to control.
So - in theory (example- Grammy's trip to the store would most likely be interrupted (delayed) because of one individual (CVAG official/contractor) willingness to interrupt normal traffic flows at other locations to allow a city council member (Special Interest) an unimpeded travel route to their destination).
It's critical to be reminded that both city of Rancho Mirage and (CVAG) have expelled
MILLIONS OF DOLLARS for their constructed "Traffic Management System" that is a clear BOONDOGGLE (Ineffective system) project.
CAVG desire to build more governance by proposing another committee (Traffic System Management and Operations committee - TSMO) is extreme and unnecessary.
It should be recognized that City of Rancho Mirage current rotating Mayor (Weill) is also the current rotating (unelected by residents) chairman of the CVAG Executive Committee that will be identified as (CVAG) official representative within the proposed MULTI-AGENCY PARTICIPATING AGREEMENT for COACHELLA VALLEY REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM.
It's reasonable to consider that having the City of Rancho Mirage acting City Manager (Hagerman) represent the interests of the City of Rancho Mirage within the proposed MULTI- AGENCY PARTICIPATING AGREEMENT for COACHELLA VALLEY REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM is a blanted subversion of fact. If that action wasn't performed by city officials it would illstrates that city council member (Weill) would/will represent both the City of Rancho Mirage and (CVAG) in the proposed AGREEMENT (Clear conflict of interest).
Oppose - this radical political maneuvers which would remove control over city operations (equipment) and hopefully displayed THREE (3) city employees that were stated to be employed for the City's current traffic management system.
Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
