CITY OF RANCHO MIRAGE COUNCIL MEETING - JULY 19, 2025
I am a resident of a manufactured home community here in the city. Part of our rules is we have to maintain the landscaping of the property we rent from the Property Owners. Which means we have to pay for landscapers and gardeners to maintain the property.

However, every year we have been instructed by our Property owners that our palm trees need to be trimmed and the property owners use their own vendor and charge those of us who have these trees on our space. We were given no options in the past.

This year the residents were given the option to use the property owners vendor or one of our own. To use our own vendor, we had to provide to the owners the vendors business license, insurance and for them to be bonded. However, if we did not have our trees trimmed by a certain date, the property owners would have their vendor take care of it and charge the resident. Just to note, we were given less than 30 days to find a vendor and get the service done in time.

I discovered that the vendor that the property owners utilize does not have current licenses at all. Not a current contractor's license (which was suspended by the state on 3/31/25), nor a City of RAncho Mirage business license.

I contacted your Building and Safety Department to inquire about whether or not this vendor was allowed to even work in Rancho Mirage. On my first phone call I was told that the city would send out Code Enforcement to ascertain the situation. It was at this time that I was informed that this vendor did not have a city business license for this year, nor had they ever had a city business license. FYI, I could not find any documentation that this company even has a City Business license for the city they are located in.

After a week with no visit from your code enforcement representative, I contacted your Building and Safety dept again, and spoke to a different person and was told that Code enforcement doesn't take care of this type of situation and that they basically weren't worried about them having a city business license.

I've tooked over your requirements to obtain a city business license, but it is unclear what is required of vendors who have no physical address in the city, in other words, their physical address is in another city in the valley.

So here are my questions:

1. Outside vendors; what documentation do they require to perform services in Rancho Mirage.

2. If they do not have this documentation, what is the city's responsibility to its residents to ensure they are dealing with a reputable company?

3. What actions can the resident take when confronted with a non -licensed vendor. ,.,.7 lug `

Just a note: The City of Rancho Mirage has more gated communities than non HOA residences. Which means that we are at the mercy of our property owners and HOA's as to whom they hire to take care of our properties. Something to think about.
