City of Rancho Mirage
City Council / City Hall
69825 Hwy 111
Rancho Mirage, CA. 92270
Attention: Clerk of the Board (K. Ramos)
Re: Written testimony in regards to Agenda Items listed below - Dear current elected and appointed City Council members, Please review my written statements listed below prior to the consideration of each agenda Item as listed.
1) Agenda Item: 1.C. (Roll Call of City Council members - meeting attendance) Position:
It's highly recommended to openly announce during roll call action, why member(s) were "excused" if absent from that proceeding (open public announcement and recorded into the public record).
Current appointed City Council member "Fromberg Edelstein" public meeting attendance (Roll Call) should openly announced her standing as an "appointed position" that was conspired upon by fellow comrades and NOT be assumed as an "elected" position selected by voters (city residents).
2) Agenda Item: 2.B. (Presentation - Find Food Bank) Position:
Find Food Bank serves an important role in the Coachella Valley region. Having witnessed the radical political changes of that organization over past decades have helped form this written statement. It's clear that federal government intrusion into that organization have helped with its continued existence and mastive growth.
It's highly recommended to abandon the City's motivation to advertise for Find Food Bank (or any organization) with City Hall's lighten advertisement that is broadcasted on City Hall's
external building structure during night time/early morning hours. That advertisement is a unnecessary distraction to drivers traveling on nearby highway 111. Please be reminded of the recent death of a biker within feet of that city supported advertisement from a clearly distracted driver on that unique and highly traveled roadway (Hwy 111 & Frank Sinatra Dr.
Intersection area) very near city hall.
3) Agenda Item: 4. (City Council member comments/Reports) Position:
It's reasonable to consider from past experiences, that residents will be deny public testimony during or after council member comments.
It's nonsensical that city officials demand that public testimony (verbal) be submitted prior to councils comments being stated. Other matters of concern are citys known videos and other documented Items that are not released prior to City Council meetings for public Inspection.
Please be reminded that city held documented items "should" be made available for public Inspection prior to official public proceedings (meetings). 4) Agenda Item: 5.A. (Regluar city Council meeting (written) minutes of September 18 2025)
Position: In Strong Opposition
It's reasonable to consider that the approach of city officials to approve the recent (draft) city controlled public "written" meeting minutes (OFFICIAL PUBLIC RECORD) will continue to cause distrust of city governance from this resident. Censorship techniques of eliminating all general public performed verbalize testimony from being recorded within the official public record is extremely alarming and very troubling. 5) Agenda Item: 5.C. (Public Building (Library) scheduled closer) Position: In Opposition
It's reasonable that other desirables locations be considered for the 2026 "Rancho Mirage Writers Festival" event.
Please consider that public buildings (such as libraries) are very important places that are designed for community members.
It's refreshing that city officials decided to openly list (announce) the days that are requested for it's library closer (Jan. 20 through Feb. 7, 2025) to city residents on the (consent calendar) brief titled description meeting agenda topic.
Libraries were described as "Safety Nets" by current Riverside County Board Supervisor Perez - (Fourth District). It's assumed, that publicly announced (local media reported) statement was provided by Mr. Perez to describe libraries as a safe heaven for individuals (families). Of course having libraries closed to community members for selected elitist events - appears to damage that description of "Safety Nets".
Please be advised that City officials have stated that the city library location has been
designated as a location for notifications (postings) of city public meeting agendas (hard copy). As the city clerk is aware, many pending public meeting notifications (agendas) were not posted at the library location within the legal required process (within a timely manner).
As an example: the October 16, 2025 City of Rancho Mirage Council meeting agenda/board packet was not available (hard copy) at the citys library as of October 14, 2025 (morning hours) - regular public meeting are required to be posted at designated areas within (72) hours prior to those meeting scheduled dates and times.
It's recommended to post public meeting agendas at the citys library that would be accessible to the public during all times of the day. It's clear that closing library access to city residents will cause that location to be subjected to potential legal ramifications in regards to notifications of city meeting agendas NOT be accessible to citizens as instructed by city protocols and procedure.
6) Agenda Item: 7.B. (Special Event permit case No. SE25-0027, Thunderbird Country Club)
Position: In Support
Prior years have seen similar requests for this long established celebration event of Thunderbird Country Club for it's residents. Prior council members have demonstrated that they would most likely be opposed to future requests for similar events from Thunderbird Country Club. It's reasonable to consider that selected political driven city council members that openly commented that future requests for similar events may not be granted, have sense been removed from that city council position voluntary.
Historical annual celebration events driven by city residents should be encouraged to continue. The city of Rancho Mirage should be extremely grateful for communities such as Thunderbird and others that help to accommodate the narrative that the city of Rancho Mirage is a wonderful place to live or visit.
** please take notice of a forgotten letter in the titled description 7) Agenda Item: 8. (Non-Agenga Public comment)
It remains critical to understand that City of Rancho Mirage officials have used it's authority in an unethical fashion.
A) City construction written recording (meeting minutes) of public meetings held under the city's authority have deleted (censored) any verbal testimony given by city residents and guests during those official public proceedings. That action may have been Installed to shield the current City government from open discord (negative public testimony) in regards to it's radicalism and poor management operations of city held resources.
B) CIty officials conspired (No known public disclosure) to reposition city controlled public meeting agenda Item (Non-Agenda Public Comment) towards the conclusion of selected public meetings held under it's authority. That unadvertised radical political maneuver was potentially driven to disenfranchise public involvement during California State public
meetings held under the city of Rancho Mirage authority.
C) CIty officials conspired to limit the public's ability to participate with public testimony during City of Rancho Mirage official public proceedings in regards to completed contracted work performed by vendors/contractor's. City officials have decided to eliminate accountability of it's staff and mainly city contracted vendors by removing city residents "Oversight" of city operations. It's critical that citizen have oversight of city officials, such oversight will limit the high likelihood of corrupted aspects from "again" being detected within city operations.
It's highly recommended that Non-Agenda Public comment assigned agenda Item number remainds consisted (same Item number on every meeting agenda). Please be reminded that city officials ONLY recently assigned an agenda number for Non-Agenda Public comment.
It's potentially reasonable that written statements (public testimony) maybe "missed placed" within city controlled data retention due to possibly miss-numbered submissions from citizens.
Other matters of concern will be addressed in future written statements. 8) Agenda Item: 9. (Closed Session)
Position: In Opposition
It's plausible that city officials and of course the current established legal counsel (Steven Quintanilla and associates) continue to withhold potential sharable information that another creditable legal firm would potentially accommodate the release of that retainable public information for full public disclosure.
Please be reminded, decades of Rancho Mirage close session meeting(s) NEVER reported actions or non-actions taken during those close session topics of discussion from close session meeting(s) of the City of Rancho Mirage Council in open session as required by California State law.
Several open public requests were made to correct that gross misused of governmental authority. City officials quietly correct their wrongful actions with No fanfare or apologies.
Similar actions of wrongdoing may continue from city officials if the current longterm legal counsel remains employed by the city. It's reasonable to seek other desirables candidates for services as legal counsel. Requests for proposals (RFP's) should be recognized as being needed, current service contract for legal counsel appears to have not been updated. And clearly work performance evaluations of legal counsel is publicly not known to exsist.
Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions that were expressed.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
