Attention: Clerk of the Board
Re: Written testimony in regards to Agenda Items listed below Dear current elected and appointed City Council members, Please review my written statement listed below prior to the consideration of each agenda Items as listed.
1) Agenda Item: 1.C. (Roll Call)
It's highly recommended to openly announced that current City Council member (Fromberg Edelstein) was NOT elected to the position of city council by city residents. Her current assignment was supplied by appointment by seated council members for an unprecedented amount of time that will provide her an advantage in future elections. It appears that unethical behavior from city officials is commendable to those that support special Interests and current political representatives of Rancho Mirage.
2) Agenda Item: 3. (Council member comments)
It's highly recommended to have city council members address their desire to speak on pre- determined subjects towards the conclusion of city council meeting(s). It's well known that city residents have grown tried of city officials self gratifying long winded speeches during city business meetings (prior to citys business).
3) Agenda Item: 5.A. (obscure facts by NOT openly detaining agenda subjects) It's highly recommended to NOT "waive full reading of any ordinance introduced or adopted pursuant to this agenda". Recent radical political maneuvers of this city council have highlighted that once trusted actions of city officials can NO longer be recognized as being accurate or complete (ethical).
4) Agenda Item(s): 5.B. & 5.C. (proposed approval of censored written meeting minutes)

Position: In Opposition
Citys constructed written meeting minutes of October 16, 2025 and October 28, 2025 assorted public meetings held under the citys authority are incomplete and inaccurate. Public Comments were not recorded into the official public record as required by common sense and ethical standards (California State best practices protocols in regards to public meetings). 5) Agenda Item: 5.D. (Commission appointment)
It should be recognized that the Traffic Safety Commission appointment position is a slected individual nominated by council member Fromberg, Edelisein. Having city commission members nominated by appointees (Fromberg Edelstein) that was seated potentially temporarily on city council is concerning. Having illegitimate political representatives given nominating authority for city controlled groups should be abandoned, It's simply poor governance.
6) Agenda Item: 7.A. (required revision of radical library and Observatory implemented policies)
7) Agenda Item: 8. (Non-Agenda public comment)
Please be reminded that this agenda Item (topic) was repositioned on the citys control/constructed meeting agenda, towards the conclusion (end) of meeting agendas. This subject (public testimony) was originally published towards the beginning of meeting agendas sense the city exsisted.

It's reasonable to consider that current City Council members (and staffers) changed the long established method of having public comments received during the beginning of it's public meetings in an attempt to disenfranchise public involvement during California State public meetings held under it's authority.

Clearly city of Rancho Mirage officials have used it's authority to gain political influence while disenfranchising involvement from local residents and businesses that may question city operations and their radical political maneuvers.
8) Agenda Item: 9.A. (closed sessions topics)
It's highly recommended to abandon the motivation to potentially accommodate a narrative to deceive and manipulate the general public. It's reasonable to consider that city officials have used closed session meeting(s) to conduct business that could (should) be monitored by citizens (residents) that finance city operations.

As reviled during the September 18, 2025 City of Rancho Mirage Council closed session meeting, city officials decided to "move forward with the receivership for the parcel identified as assessor's parcel number 674-151-007".

It's reasonable to consider that city officials desire to seek profit from residents and businesses (real estate) in the privacy of close session meeting(s).

It's reasonable to have an open public process to review (evaluation) of the work performance

of the current long term established city contracted legal counsel (Steven Quintanilla and associates). Request for proposals (RFP) should be deployed for other legal firms to potentially replace the current entrenched company (Steven Quintanilla and associates).

It's unknown if any of the above mentioned suggestions were ever considered by city officials. But having a prior (deceased) city council member directly involved with selectively choosing city contractors should be discouraged in the future.

Please discontinue any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
