Re: Global Wildlife Discovery Museum
City Council Meeting January 15, 2026

As a resident of the Mirage Cove Peterson Road area, I support the Museum.

It appears to be a terrific addition to the City.

Please include the following two issues in approval of this development:

1. Security
The Eastside of the mountain property has been a place for homeless people and drug users. It should be cleaned up by removing the trash, junk and overgrown weeds. The area currently is a health and safety hazard. High level security needed to prevent vagrants, homeless and unauthorized persons from entering.

2. Overflow Parking and Tour Bus Lot
The property on corner of Hwy 111 and Mirage Cove should be screened off on the perimeter from view with thick dense shrubs at least 8 feet in height.

Tour Busses can be 12 plus feet in height and should be parked on Eastern edge of the lot. This landscaping will create an aesthetic and improved entry to Mirage Cove.

Dear Cotmcil,
I am attaching a letter from our neighborhood but I would like to add some notes of my own. As a 40 year electrical contractor, we have had the pleasure of helping to build some of the most beautiful projects in the valley. Notably in Rancho Mirage many homes in Mission Hills and Mirada as well as Mission Ranch and our own beautiful home on Clancy Lane that I recently sold . We also were involved with the Cancer Survivors' park across the street.

Parking lo ts are so ugly -and the additional traffic on Mirage Cove cannot be over stat ed, we already have many apa1t ments and trailer parks that add lots of traffic to our street. I can almost guarantee busses will park alon g Mirage Cove rather than tty to do a left tum into the proposed parking lot.

In following all the beautiful landmarks that the city has already put in place, I would love to see that suggested parking lot become some type o f outdoor visual, hands on continuation of the museum. I was saddened when the Cha1thouse burnt down, but would love to see Charthouse Motmtain become a focal point o f a brand new wonderful museum. We have the imagination and the man power to make this a destination location, as so many of our wonderful parks and landmarks are.

Most sincerely,

Dear Ran cho Mirage City Council,
As a residen t of Rancho M irage living in the Mirage Cove ar ea, I supp o1t the museum th at is proposed. The following are a couple of con cerns that I hope are addressed .

The proposed property fo r the museum h as been an area that h omeless p eople h ave taken advantage of, li ttering the area with trash , junk, and bodily fluids . This is a safety and security risk that I hope w ill finall y be addre ssed.

The additional traffic and parking in the ar ea sh ould be closely m onitor ed and perhaps special lan dscap ing should be included so the traffic and parking do n ot have a detrimental impact on the neighborhood.

Thank you ve1y much .

Re: Global Wildlife Discove1y Museum
City Council Meeting Januaiy 15 , 2026
Dear City Council Members,
This letter is in favor of the Discove1y Museum to be built in the area of the old Cha1i House .

As longtime re sidents wh o live in the adjacent n eighborhood, we ai·e in favor of u tilizing t his land . As a 37 yeai· teacher, it appears to be an innovative idea for the ai·ea and will h opefully be promoted t hrough out the local valley sch ool distri cts .

With the acceptan ce of this project , we would like to see the following:
1). It should be kn own t h at the south eas t side of the m ountain, near the project, needs to be cleaned up . I personally h ave r eported, to the sheriffs office in the past, the observati on of homeless people making their way through the bmsh and appar ently living between t he mountain and the Small Mountain communi ty . There was n o other reason for th ose people to be back there as it is n ot a th oroughfai·e to any oth er location . 2). The community would like to see tall bushes planted on the perimeter of the overfl ow pai·king ai·ea on the comer of Mirage Cove and Highway 111 . This is the entrance to our neighborhood and would like to see it beautified and n ot made mor e "industrial" looking. Out of re spect to the Small Mountain community, tree s sh ould be at an appropriate height for them to continue appreciating their views , too .

Thank you for all you do in emiching and enhancing our city, Rebecca "Kay" Williams and Ronald Wi lliams

RANCHO MIRAGE CITY COUNCIL. copy to rancho
mirage planning dept. first , for public disclosure , i am a rancho mirage planning commissioner. i write this email as a private citizen and resident of rancho mirage ... we have owned our family home in the mirage cove drive
/peterson road neighborhood for 40 plus years. my
neighbors and i generally favor the discovery museum.
we are ADAMANTLY AGAINST a parking lot on the
corner of mirage cove drive and hwy. 111. there is no
way to mitigate the detrimental /negative impacts of cars and tour buses using said parking lot. the ENTRANCE to
mirage cove drive can not absorb the proposed parking
facility traffic and future development in our
neighborhood... over 50 single family residences can be built on existing parcels. in addition , the affordable housing project on peterson road is approved for 100+
units. the memory care commercial facility on the
corner of mirage cove and peterson road draws
unwanted traffic to the neighborhood. the residents of
our neighborhood request 1) the parking lot be denied or 2) the parking lot portion of the discovery museum
application be continued to a future city council meeting.

this will give residents time to prepare and have their voices heard at a later council meeting. thank you.

Dear Rancho Mirage City Council,
Thank you so much for your overwhelming support of our Peterson Rd neighborhood! We really appreciate the understanding of keeping with the horse property, country feel.

With that being said, we understand there is a Museum that will be built on the Chart House property. Please note that we approve of the Museum but only without a parking lot on the Mirage Cove side . A parking lot is an eye sore & uninviting onto the beginning of our neighborhood, but more importantly, if the property on the other side of the road, (Santa Barbara Cove) ever gets developed that in itself would be way too much traffic for our little street, let alone adding a parking lot. If the developer even gets permission to build half of the homes allowed, say 30 homes, that is already a lot of traffic on our street. And I'm not sure that tour buses driving into this little area geographically makes any sense. Please do not approve of a parking lot on top of all this. There is also the empty lot directly across the street from the proposed Museum parking lot with more future traffic there also. We would be there in person on Thursday but I am having hip replacement surgery & cannot attend. Please do not build a parking lot on the Mirage Cove/111 side!
If for some reason that you do approve of this parking lot could you please at least hide it with thick 8 foot high dense shrubs? Landscaping would at least create an aesthetic & improved entry onto Mirage Cove but still does not account for a future congestion disaster.

Also, the Eastside of the mountain property should be cleaned up by removing trash, junk & overgrown weeds which currently is a health & safety hazard. Future high level security will be needed to prevent the homeless & addicts from entering.

Thank you for your attention to this matter.

Happy New Year!

RE: City Council Public Hearing -Global Wildlife Discovery Museum Environmental Case EA25-0003 and
Preliminary Development Plan Case No. PPD25-003
Dear Members of the City Council :

We live d i rectly behind the overflow parking area for the proposed Global Wildlife Discovery Museum at 70100 Mirage Cove #4 . We previously sent a letter dated 12/10/25 which is in the attachments to the staff report . We feel we will be directly impacted by the museum overflow parking and have the following additional comments on the plans and environmental rev i ew :
1 .0 The overflow parking lot is proposing 3 bus parking space s located about 20' from t he back wall of our complex and our patio outdoor space . We are concerned about the noise created by the buses parking so close to the existing residential uses .

1.1 These buses will be parked with their engine and air-conditioning systems running adjacent to the residential lot line and the noise of these idling buses needs to be analyzed in the environmental review . The front engine compartment of the buses would be facing our patio . Our outdoor living space faces the museum property . Very often, the bus driver stays in the bus while the customers are visiting the museum t hus there is a significant amount of time (up to several hours) that t he bu s could be idl ing to air condition the bus thus significantly impacting the adjacent residences. The noise and exhaust from these buses will have a significant impact on the residences and our ability to use the outdoor areas.

1.2 There is no place to park a bus in the main parking lot so all of the buses visiting the museum will need to park in the Overflow Parking area so this bus park ing w i ll be used frequently and not just occasionally.

We appreciate the Plann i ng Commission adding Conditions of Approval and support these additional conditions including:

I
• Condition 38 to increase the landscaping buffer from 10.5' to 20' and removing one bus parking space so there are only 3 bus parking spaces
• Condition 39 to require construction of a 6' wall adjacent to the residents • Condition 45 which provides for additional mitigation if noise or vehicle light impacts occur after construction
We believe that in addition to the above conditions, the overflow parking could be redesigned to move the bus parking away from the site. Attached is a proposed parking lot plan which moves the bus parking away from the existing residences and still provides more automobile parking space than the current plan .
• The current plan has 12 auto parking spaces and 4 bus spaces . • This proposed plan provides 3 bus spaces and 22 auto parking spaces, so it provides 50% more parking.
• This improved layout buffers the bus parking from the existing residents by moving it 110' away from the residents and the front (engine and lights) face the opposite direction of the residents (instead of facing into the patios of the residents). • Provides 30 foot wide drive aisles for bus maneuvering, a 90 foot back up space for the bus parking and backing up and a 90' diameter turn around within the parking lot for buses. This should provide more than ample room for buses to maneuver.

We support the concept of the museum on the site and want to work to reduce the impacts of the museum parking, so our residences are not significantly impacted by the project. We hope the City Council will support the redesign of the parking lot and will support the additional conditions of approval.

Sincerely
Troy Ditt and Holly Mickschi

Dear Rancho Mirage City Council,
As a resident of Rancho Mirage living in the Mirage Cove area, I support the museum that is proposed. However, I am vehemently opposed to the parking for the museum being located on Mirage Cove.

It already takes 1 0 minutes to turn left from Highway 111 onto Mirage Cove . The proposed parking would make it even worse.

Thank you very much.

I am Jack Swenson at 38590 Peterson Road.

I agree with most of my neighbors concerned about the location and size of the parking lot on the corner of Mirage Cove and 111.

I think you need to be careful about the traffic and congestion on mirage cove Please consider continuing or voting against the current plan for Parking.

Attention: City Clerk/ Clerk of the Board (Planning Commission) Re: Written testimony in regards to Agenda Items: 3.A & 4.B. (PUBLIC HEARING TOPIC) Dear current Plann i ng Commission Appointees,
Please review my written statements listed below prior to the consideration of each agenda Item presented.
1) Agenda Item: 3.A. (Proposed approval of written meeting minutes -October 9, 2025) Position: In Opposition
Please be reminded that city of Rancho Mirage Council's radical political maneuver nearly one year earlier that implemented extreme measures to censor verbal testimony supplied during public meetings held under it's authority.

It's reasonab l e to consider that appointees of city commissions have decided to allow aspects of free speech (accurate recorded written meeting minutes) to be eliminated from official city controlled public records.

YouTube (Internet network) is a private sector business that City of Rancho Mirage currently displays videos through. Please be advised that advertisements are marketed with city content (videos) - YouTube channel videos are NOT official public records.

City Council members clearly have an advantage (political re-election) when their actions eliminated an accurate accounting of public decent and or radical behaviors that they themselves displayed during city controlled public meetings (censorship of written meeting minutes).

Draft minutes of the October 9, 2025 City of Rancho Mirage Planning Commission meeting went to great lengths to describe commissioner comments while eliminating (censoring) verba l testimony (comments) received from myself and others during that "open public meet i ng". 2 It's critical that an accurate summary of concerns and opinions expressed from Commissioners/ Staff/ Contractor's/ General Public (Residents) be recognized and recorded within the official public record (written meeting minutes) of those proceedings).

The city of Rancho Mirage has clearly violated good judgment and ethical standards with it's limitations on free speech (recording written meeting minutes in an accurate fashion). 2) Agenda Item: 4.8 . (PUBLIC HEARING) Proposed Development -Global Wildlife Discovery Museum/Environmental Assessment Case: EA25-0003
Position : In Opposition (as currently presented)
It's alarming that major destruction of a long established and iconic landmark (landscape -Mountain) be partially disrupted and be assessed as having No negative effect over the surrounding areas. It's clear that property maintenance of those sites have been deferred for years. Dead and damaged vegetation (Palm Trees) were allowed to be in clear violation of city code requirements while city sponsored (supposed) private "ART" display(s) were for sale on one of those properties.

A nearby wildlife corridor should be recognized and not disrupted. Traffic Safety should dictate street widening with appropriate lanes that would enhance traffic flows. It's clear Coachella Valley Association of Government (CVAG) inquired influence over current City Council members to take control over traffic signals within citys boundaries and cause traffic flows to become negatively impacted. It's reasonable to consider that CVAG have manipulated traffic signals to radical slow and or stop vehicles within City boundaries with NO known positive aspects for each individual vehicle that's impacted by CVAG's radical behaviors of traffic signal manipulation.

It's reasonable to consider that city officials may have a high interest in this proposal. Please be reminded that selected properties were used to display private sector business merchandise -"ART" for an extended period of time from a contractor that has strong business Interests with local politicians and their pet projects (Children Museum among others). Having the misfortune of being flanked with neighbors -the mentioned contractor above and ALSO being inflicted with another contractor related to this proposed project who is also a neighbor is discouraging and concerning. It's worth noting that both neighbors have attempted to display their influence with city officials (or threaten) to cause distress towards my private residence in the past and recently with unreasonable/unverified vulgarity accusations that's unrelated to this proposal.

Integrity of city officials and hired contractors should be one of the highest priorities of city government. It's reasonable that selective individuals (city contractors) maybe mentally compromised, city government shouldn't be completely held accountable for unfavorable conducted from individuals that attempt to use influences of city officials for their private means but should reserved the right to investigate those private sector companies that abuse their position.

It's reasonable that the proposed properties are NOT the best location for this proposed development. Of course it's very likely that political maneuvers of local politicians are a factor within this recommendation. It's noticed that potential (3) Three different property owners may be involved to date.

Having an advertisement Billboard that's located in the proposed development maybe an aspect of future Infrastructure and development growth. It should be detailed if properly owner "Morris 3 Communication" have drect involvement with the stated Billboard easement. The potential movement of a Bus-Stop from it's current location to private property should be described if accurate.

Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions. It's highly recommended to recognize and recorded this public testimony within the official public record without censorship techniques from City of Rancho Mirage officials (In Opposition, as presented to date).

Sincerely,
Brad Anderson I 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
