Re: Written testimony in regards to Agenda Item: 5.E.[1] (Contracts - Amendment - Automatic License Plate Recognition (ALPR) system)
Dear current elected and appointed City Council members, Please review my written statement listed below prior to the consideration of agenda Item:

5.E [1] in regards to:

Proposed amendment of service contract in regard to five (5) Flock Safety Automatic License Plate Recognition (ALPR) devices for a total cost of FIFTY THOUSAND DOLLARS ($50,000.00) for a TWO (2) year extension of that contract term ($25,000. per/year for already installed (5) ALPR'S cameras).

Position: In Opposition
The city of Rancho Mirage has exceeded their authority with the potential unlawful action of the purchase and placement of over ONE HUNDRED ALPR devices throughout Rancho Mirage city boundaries.

City of Rancho Mirage officials failed to abide by California State law with requirements of public notification of the intention of placement of ALPR'S devices within City boundaries.

City of Rancho Mirage officials refused to detail their ALPR'S insulation plan with (all) the proper city commissions (City appointed bodies) prior to having nearly HUNDREDS OF ALPR'S installed throughout city of Rancho Mirage public right-of-ways and on private properties within city boundaries.

City of Rancho Mirage officials have used city resources to purchase and install/operate ALPR'S devices to montior private sector properties throughout city of Rancho Mirage

boundaries with and without residents (property owners) consent. Those ALPR'S that ONLY montior private properties were finance by city resources without the known consent from city taxpayer's for use as private sector security network that was provided at taxpayer's expense.

Many public right-of-ways installed ALPR'S have the ability to activity surveillance private properties and nearby movement detected by those ALPR'S devices without consent from person's being recorded by those ALPR system(s) on private property and city right-of-ways.

It's clear that potential illegal and unethical action of installing a mass surveillance program (ALPR system) without the consent (or knowledge) of city residents is morally wrong.

It's reasonable to consider that the current Rancho Mirage city governance desires to retain political influence with mass surveillance of it's population (ALPR'S). Combined with city council refusal to allow for an election to fill an opened city council position. Radical profiling from city officials (City Manager) with City Council mandating that ALL city appointees and volunteers submit to a Department of Justice (DOT) background Investigation to serve the city. (With ONLY the city Manager dictating approvals with NO known public disclosure (policy) in regards to the city received (DOJ) investigation records).

Other matters of concern from city officials are the elimination of recording (brief description (summary)) of verbalize public testimony provided during open Public meetings within the citys constructed written meeting minutes (the official public record) of city government proceedings. That censorship technique combined with the radical rearrangement of city controlled public meeting agendas that relocated Non -Agenda Public comment from the beginning of its public meeting agendas to the conclusion of those meetings in an attempt to disenfranchise public involvement during California State public meetings. Those radical political maneuvers were changed without public involvement or prior knowledge of city residents. Please be advised that Non -Agenda Public comment agenda placement for the city of Rancho Mirage Council meetings were unchanged sense the incorporating of the city.

It's reasonable to consider that the current City Council of Rancho Mirage, located within Riverside County in the State of California, have used their authority to assist with their ability to hold political office and gain influence without increased competition or decent from selected Individuals.

Please refrain from any further reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.

Sincerely,
Brad Anderson 37043 Ferber Dr. Rancho Mirage, CA. 92270 760.324.9637 [email protected]
