Re: Written testimony in regards to Agenda Items listed below:
Dear current elected and appointed City Council members, Please review my written statements listed below prior to the consideration of each agenda Item as listed.
1) Agenda Item: 1.C. (Ro11 Call)
It's highly recommended to verbally announced every City Council member that is currently appointed to that position during the "Roll Ca11" agenda Item. It's reasonable to consider that most City residents may not be aware of the radical political maneuvers of city officials to subvert the public's ability to activity select (VOTE) for every city council member that currently serves the city.
2) Agenda Item: 3. (Council member comments - Febnaaiy 5, 2026) City Council member (Downs) felt compelled to share his interactions with a non -city (Coachella Valley Association of Governments) subcommittee assignment (paid position) in regards to ambitions to raise revenue (mandatory taxes/fees) on selected Individuals during his voiced comment at the February 5, 2026 city council meeting. It's not surprising that City of Rancho Mirage officials have announced a scheme to gain support for an unnecessary financial Intrested in a potential ONE PERCENT (1.0%) increase in the cilys collected SALES TAX.
Please be reminded that California's state sales tax (7.25%) is the highest in the nation. Low and muddle -income taxpayer's spend a higher proportion of their income on taxable goods - so, should local governance climb on the backs of residents that struggle to survive (the answer is NO!)
During that February 5, 2026 city council meeting, Council member (Weill) felt the need to voice his opinion of how some are nitpicky in regards to the method of how city officials operate towards the city constructed and controlled writers festival event. 3) Agenda Item: 5.A. (Regluar City Council written recorded meeting minutes of February 5, 2026)
Position: In Opposition
As city officials are well aware of their radical political maneuvers to reduce and or eliminate public testimony during City of Rancho Mirage Council meeting(s) by Not recording accurate verbalize public testimony provided during public meetings held under it's control within written meeting minutes of those proceedings.
ALL public testimony (public speakers verbal testimony) provided was NOT recorded (brief description summary formatted meeting minutes protocols) and NO Stances were indicated within the written meeting minutes of the February 5, 2026 City of Rancho Mirage Council meeting.
4) Agenda Item: 5.C. (Contracts - American Asphalt South, Inc.) Position: No Stance
It's reasonable to consider that their was a sizable different between the lowest price (bidder) and the second to the final bid amounts.
Its reasonable to consider that having contracted vendors that NO LONGER have their concluded work progress presented to city council (residents) in an open agendized public meeting is very concerning. City Council deferred their responsibilities of good governance to their controlled (contracted) City Manager with similar long standing (good governance) techniques of having all city contracted projects return to city council at their conclusions for public review was eliminated (ONLY the city manager may decide if city council should review contracted vendors completed work).
City of Rancho Mirage Council removed the public's ability to participate with Public testimony of their opinions of city contracted projects performed.
Clearly the recently resurfaced (rubberized asphalt) of Highway 111 in front of City Hall is poorly manufactured/constructed. City of Rancho Mirage Resident's and Businesses should have the ability for final oversight of city officials and the possibility of corruption within city controlled projects.
5) Agenda Item: 6.A. (PUBLIC HEARING) Annexation No. 204 to the Community Facilities District No. 1 - Stated as: Global Wildlife Discovery Museum Position: In Opposition
It's clear that this written and documented opposition to this proposal will have No weight at this time.
It appears that the rapid city response to allowing this proposal to continue is interesting and stirred additional questions of the true intent of this proposed development and its ownership.
It appears that businesses and residential properties that suffer extreme loss (fire) will provide future rewards for city government. Please be reminded of the long established condition of the properties being considered as neglected and having non-maintained landscapes. Dead and damaged vegetation still remains at the writing of this statement.
It's reasonable that this and other city council related projects have NO reasonable consequences from city code requirements or enforcement.
It appears that the citys constructed Community Facilities District No. 1 has No limits to its continued growth (or governance).
6) Agenda Item: 7.A. (City Council members desires to eliminate restrictions/Campaign Contributions)
Position: In Support
It's reasonable to consider that City officials have the ability to be compromised at any price.
Allowing resources to be allocated for elitists motivations will most likely benefit current City Council members that took extreme measures to limit public participation and city involvement from local residents and businesses over City Council members last term(s). 7) Agenda Item: 9.A. (Closed sessions topics)
It's reasonable to consider that City officials are potentially unwilling to follow ethical standards and moral values while serving city residents.
It's remarkable that close session meeting(s) of city council are not accurately summarized with its true meeting times (in session and out-of session).
It's reasonable to consider that city supplied refreshments are provided during those close meetings (potentially third party vendor). And the reported length of time that those close session meeting elapse are timely in reference to the reported subjects under discussion.
It remains critical that legal counsel is truthful and ethical with any reportable action from those private non-public close session meetings.
It seems that a potential legal ramification of a financial settlement of FIFTY THOUSAND DOLLARS ($50,000.00) and potentially other related claims of over ONE HUNDRED TWENTY NINE THOUSAND DOLLARS ($129,000.00) would be considered a reasonable reportable action.
Please consider addressing this matter during city business (Closed sessions topics) with an open (transparent) verbal statement with honable and creditable reasonableness.
Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 [email protected]
