Re: Written testimony in regards to Agenda Item: 8. (NON-AGENGA PUBLIC

COMMENT)
Dear current elected and appointed City Council members, Please review my written statement and enclosed email dated February 5, 2026 addressed to city officials.

As this unique City Council is aware of radical political maneuvers that were taken by this body to limit public participation during city functions.

It's highly recommended to limit city employees interactions with city residents if deemed necessary to curve simlar unpleasant outbursts from city employees (see enclosed email) towards (Public speakers) that desire to practice their right of free speech.

Thank you,

Re: Written letter to be entered in the public record in regards to hostile action of Rancho Mirage City Manager (Isaiah Hagerman)
Dear current elected and appointed City Council members/city manager, Please accept my apologies for apparently "triggering" the city manager. It appears that Mr.

Hagerman may of been unable to control his tyrant behavior during Non-Agenda Public comment at todays Rancho Mirage City Council meeting.

Mr. Hagerman may of been overwhelmed by the many public concerns over city operations that were mentioned at that meeting.

Simply put, Mr. Hagerman was out of-order and appears to have been not-listening during my public testimony.

The current rotating Mayor acted haphazard with her response to Mr. Hagerman quick tempered remarks.

This type of unusual behavior from that city manager is not uncommon after viewing his actions for a number of years. It appears that Mr. Hagerman behavior is acceptable by the city council and maybe encouraged by that body.

My public testimony was directed towards earlier comments of city council members. It's reasonable to consider that Mr. Hagerman (non-elected position) felt compelled to defend his employer(s) by limiting my Free-Speech. As stated before - Mr. Hagerman acted out-of- order.

My (comments) were in regards to the ONLY unelected city council member (Fromberg Edelstein) earlier remarks in regards to a prior meeting where discussions were made in relationships to the people's business. If that meeting involved other council members and was closes to the public , it's reasonable to consider that potentially California's Brown Act public meeting safeguards may of been violated. Also, earlier verbal statements were made by Council member (Downs) stating that he had confidence (or words to that affect) in the city manager. I was unable to continue with my train of thought after the major interruption from Mr. Hagerman. My comment would of been, that legislative actions are entrusted to ELECTED OFFICIALS (City Council) and NOT an unelected bureaucrat (City Manager).

It's reasonable to consider that potentially mental health issues maybe a factor and or

medication (legal /illegal) should be recognized as possible clues to such unprofessional and unusual behavior from the city of Rancho Mirage contacted City Manager.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 [email protected]
