Re: Written testimony in regards to Agenda Item: 3.A. (Funding agreement -1113 Substation)
Dear current elected and appointed City Council members, Please review my written statements listed below prior to the consideration of agenda Item:

3.A.

Position: In Opposition
It appears that city officials desired to call for a special meeting of city council before the start of the regular scheduled City Council meeting of February 19, 2026 at 1:PM.

It's absolutely clear that city officials desired to NOT have city residents and or other interested parties informed of the February 20, 2026 (3:PM) "Special" City of Rancho Mirage Council meeting. It's reasonable to consider that the current rotating Mayor would of made an announcement of the already then scheduled special council meeting during her comments at the regular February 19, 2026 (1:PM) City of Rancho council meeting if she or city officials desired to openly advised (city business) while being televised.

Please be reminded of the citys long history of calling special meetings to avoid public involvement in regards to very questionable "Affordable Housing" projects and of course this Imperial Irrigation District (llll) proposed substation.

City of Rancho Mirage continues to advocate to use city resources (taxpayer's money) to off- set the costs to developers for selected locations. City resources shouldn't be subjected to friends of city council members (developers) at the costs of city residents.

City of Rancho Mirage's proposed "Affordable Housing projects" are APARTMENT units.

No enclosed garages and no private yard spaces are available. Rentals are really what those

apartment units are and will always be. Renters will never gain home (apartment) ownership and generational wealth will never be recognized by those renters.

City officials have overstepped its authority and have compromised good governance.

Please be advised that NO SPECIAL City of Rancho Mirage Council meeting should've been called. All dictated time lines could have been meant through the regular scheduled City Council meeting(s).

Please consider ethical and moral values while serving city residents and your special Interests (developers).

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 [email protected]
