Re: Written testimony in regards to Agenda Item : 5.F. (Contracts) Dear ctment elected and appointed City C0tmcil members , Plea se review my written statement listed below prior to the consideration of agenda Item:
5.F . (Contracts)
It 's alaiming that city officials have decided to eliminate accountability to the people that they serve.
Please see attached email dated: Mai·ch 3, 2026 (3 :50AM) addrnssed to Riverside County Board of Supervisors clerk of the board.
It's reasonable that city residents desire to retain a long city established method of having publicly funded projects (Contracts) rehnned to City Council and City residents for oversight capabilities once those projects have been "Noticed for Completion" and fmal payment(s) are released.
Simply , the ctment "aiTangement" of giving the contracted city Manager sole discretion of oversight of Completion notices of city projects is nonsensical and potentially criminal. The possibilities for conuption of involved persons will most likely be increased without proper procedures for oversight of city operations ( city expelled resources) ..
It's critical that City elected officials and City residents regain oversight abilities of Completed (contracts/projects).
Please don't take any reprisal actions against my
private property or person for reporting this trne and accurate summa1y of concerns and op1mons.
Sincerely,

Re: Written testimony in regards to Agenda Item: 2.15 (ID# 29873) Dear current BoS members,
Please review my written statements listed below prior to the consideration of agenda Item:
2.15 (Facilities Management/District 1, Notice of Completion) Position: In Support
It's commendable that Riverside County officials are willing to follow California State regulations (laws) in regard to having contracted vendors and county officials have completed projects return to BoS members for a transparent and open access approached (also see agenda Item: 2.16) for completed contracts to be reviewed by County elected officials and members of the community in an agendized public meeting.
Recently the City of Rancho Mirage Council dictated that it's current contracted city Manager will not allow city residents the opportunity to review any "notices of projects completions" under the city's authority.
City's such as Rancho Mirage, have taken radical maneuvers (extreme measures) to limit public participation within city governance and have clouded the city's operations from it's residents.
Please continue with transparent and open access to Riverside County government operations.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
