Rancho Mirage, CA. 92270
Attention: Acting Clerk of the Board
Re: Written testimony in regards to Agenda Item(s): 5.A,B,C & D (Consent Calendar agenda) Dear current elected and appointed City Council members, Please review my written statements prior to the consideration of each agenda Item as listed.
1) Agenda Item: 5.A. (Written regluar City Council meeting minutes of March 19, 2026) Position: In Opposition (as presented)
The draft minutes of Rancho Mirage Council meeting of March 19, 2026 are inaccurate and Incomplete as presented. All Non-Agenda Public comment speakers verbal testimony (brief description summary) was not recorded within the official public record.

The city of Rancho Mirage YouTube channel is not an official written meeting minutes avenue for overall historical record keeping.
2) Agenda Item: 5.B. (Final acceptance of parcel map no. 38315 - development:

PALOMINO FOUR)
It's comical that this project was extended and created an unprecedented public safety hazard for weeks without city of Rancho Mirage officials intervening.

Please be advised that a mastive "Hole" was constructed and kept opened for a number of weeks on a main thoroughfare (Public Street) with very little safeguards to avoid potential hazards to public safety.

Please be advised that photographs were obtained and opinions expressed to city officials in regards to the statement above are available upon request.

It's reasonable to consider that city officials and regional partners (developers) were able to conspire to move approval of those "Improvements" forward.

Please be reminded that once require "Notice of Completions" were common for city council agendized public meetings. But, current City Council members have demonstrated that public disclosure of those proceedings were not in their best interest. And have allowed their contracted vendor (City Manager) the authority (without public disclosure being required) to pass -through "Notice of Completions" without public disclosure during an open agendized public meeting of the City of Rancho Mirage. (It's reasonable to consider that potential unlawful activity maybe suspected when public partispation is denied).

It's reasonable to consider that this special project may have other undesirables Issues that may be discovered that city officials have decided to allow Public participation in this ONE "Notice of Completion" project.
3) Agenda Item: 5.C. (Contracts - Genesis LLC)
Position: In Opposition
Having TEN THOUSAND DOLLARS ($10,000.00) a month expelled to a private sector business for lobbying activities is nonsensical. The "complexities" of navigating grant funding is already an activity that many local community organizations provide city governments.

Earmark could be recognized as an identifier for contracts such as this proposal - Reject this clear waste of city collected dollars.
4) Agenda Item: 5.D. (Demands - )
Position: In Opposition
It's reasonable that City officials are due certain financial resources (Such as medical insurance options) while employed. It's concerning that prior City of Rancho Mirage contracted vendors (tilted: City Managers) still collect financial stipends for medical coverage that doesn't exsist through city supplied avenues. More alarming is the continued financial "pay-out" provide to precived elected officials (City Council members and deceased ex- council sponse) at city residents expense.

Please openly advised city residents of how city officials desire to collect sizeable benefits at citizens expense for their lifetime and potential beyond.

Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.

Sincerely,

Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
