Public Comment – Rancho Mirage City Council
April 16, 2026 Council Meeting
Agenda Item 5B – Annual General Plan Progress Report

The City’s Annual General Plan Progress Report does not reference or address the September 19, 2025 Wildlife Agencies Letter or the February 25,

2026 CVAG Response Letter, both of which identify unresolved issues regarding implementation of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP).

Under California Government Code § 65400, the annual report must describe the status of implementation of the general plan and progress toward its objectives. The CVMSHCP is a core component of the City’s planning and environmental compliance framework. Documented concerns by the California Department of Fish and Wildlife and U.S. Fish and Wildlife Service regarding implementation of that program are directly relevant to the City’s implementation status.

Public statements have also been made indicating that projects may be halted or affected in connection with these unresolved CVMSHCP implementation issues. These statements further underscore that the issues identified are active, material, and directly relevant to current planning and development conditions.

The omission of these known and unresolved issues renders the report materially incomplete and inconsistent with the requirements of Government Code § 65400.

Accordingly, the City Council should not receive and file this report without correction. The report should be returned for revision to address these omissions and to provide a complete and accurate account of implementation status.
