To the Mayor and Members of the City Council
CC: City Clerk
I am writing regarding Item 4D Contracts and the Children’s Room shelving project
discussed in the staff report at page 22 of the agenda packet.
The written staff report expressly states that:
“a key requirement of the new shelving is that it be fixed… while also retaining the ability to be removed annually to accommodate the Rancho Mirage Writers Festival.”
However, the public is now being told the project was solely about safety and had nothing to do with the Writers Festival.
The written report itself does not mention safety concerns. Instead, it specifically references accommodation of the annual Writers Festival as a project requirement.
In addition, during public discussion, the City Manager initially stated that part of the project costs would be paid by the City and part by the Rancho Mirage Writers Festival. Later, after a citizen objected to City funding being used, the public was told the City would pay nothing.
The public also heard the head librarian, who authored the report, state that the report would not be corrected before Council consideration despite now claiming portions of the written explanation were inaccurate.
Residents deserve clear, accurate, and consistent information in official staff reports and public statements before decisions are made — especially while the City is discussing possible additional tax revenue to preserve core services, primarily police and fire.
This issue is larger than shelving. It is about transparency, credibility, and public trust in the decision-making process.
Thank you.
Mike Harrington
