Re: Wri tten t estimony in regards to Agen da Items : 5.A, 5 .B , & 5.C.

Dear cunent elected and appo inted Ci ty Coun cil members, Please re view my written statements listed prior to con sideration of each agenda Item. 1) Agenda Item: 5 .A. (proposed approval of official written meeting minutes of May 7, 2026 regular conducted city council meeting)
Positi on: In Opposition (as presented)
It's reasonable to consider that city offi cials desire to limit Public paiiicipation during open Public meetings held under it's auth ority. Compromised city p olicy have allowe d Ci ty offi cials to hide tme and accurate summaiy of con cerns and opini ons expressed by individuals that submi t verbalize public testim ony during City of Ranch o Mirage precived open Public m eetings. It appear s th at p olitical man euvers of ci ty o fficials have denied free sp eech from being re corded accur ately or at all in th e public re cord (written meeting minutes).

Draft minutes of the May 7 , 2026 multiplied City of Ranch o Mirage self proclaim organizations ai·e inaccurate and incomplete .

Agenda Item: 4 (Precived consent calendai-) refrained from de tailing speaker: Brad Anderson verbal testimony or on w hi ch Agen da Item(s) were discussed. Please be advised that City offi cials did "Briefly" de scribe which consent calendai· agen da Item was detailed by Public comment on prior City recorded me eting minutes. It n ow appears that city offi cials have decided to comple tely eliminate ANY fonn of accountability and accurate r ecord k eeping- Also, Agen da Item: 5.A (May 7 , 2026 -Minutes) eliminated any verb alize t estimony by Public sp eaker: Brad Anderson in regards to that unfair and potentially unlaw ful

misappropriation of funds TEN THOUSAND DOLLARS ($10,000.00) to be direct towards slected Imperial Irrigation District (IID) rate payers in city boundaries. It's critical to understand that Southern California Edison (SCE) rate payers that are not part of (RMEA) would be discriminated against by that unique and unusual political maneuvers of city officials.

Agenda Item: 5.B. eliminated any verbalize testimony provided by Public speaker: Brad Anderson. Please be reminded of that's individuals opposition to THIRTY THOUSAND DOLLARS ($30,000.00) be assigned all at once to a very limited number of local businesses potential Implementation. It's reasonable that such programs could be complicated by unethical behaviours of investors/proprietors.

Agenda Item: 5.C. city officials censored public testimony from: Brad Anderson. It remains critical that selected city sponsored financial programs (medical allowances) for only select desirable candidates of city operated senior housing would/ have been discriminated against selected Individuals that potentially accommodate a healthy lifestyle and choose to limit medications.

Agenda Item: 5.D. city officials censored public testimony from: Brad Anderson. It's reasonable to consider that current City Council members desired to limit all attempts from concerned citizens to share information of how city officials are raising city TAXES.

Agenda Item: 6. (Non-Agenda Public comment) ALL FIVE (5) speaker's were denied access to be recognized and recorded accurately within written meeting minutes of that public meeting.

Agenda Item: 7. (CLOSED SESSION), it's worth noting, that current City Manager (Isaiah Hagerman) denied public speaker: Brad Anderson the opportunity to listen to staff reports (legal counsel) prior to being mandated (with the assistance of acting mayor (O'Keefe) willingness/ or lack of knowledge of excerrting political authority to abide by California State law of best practices protocols in regards to conducting public meetings) to provide Public testimony.

It's reasonable that current City of Rancho Mirage legal counsel have been unethical with potential conflict of interest aspects associated with current rotating Mayor (Mallotto) assigned appointment to the Palm Springs Cemetery District along with Steve Quintanilla and associates (legal counsel) contracted work with that organization while serving city officials and exteral interests.
2) Agenda Item: 5.B. (Contracts)
It's reasonable that City officials allow city residents and guests the opportunity to have an open and transparent communication (verbal report) of this agenda Item and review each contractors (Contract) that WAS NOT PART OF THIS CITY COUNCIL MEETING AGENDA PACKET.

Residents should recognized the length of time and costs associated with over TWENTY EIGHT MILLION DOLLARS ($28,000,000.00) being requested during this (unadvertised) consent calendar agenda Item, with potential rate increases that are undetermined and unpublished.

3) Agenda Item: 5.C. (Demands)
City demands such as "additional life insurance" should be explained (is that part of a union contract amendment? Or special accommodation to selected Individuals? Support payments to precived non-profits should be detailed in an easy to obtain report, it's critical that a city that stated a need of increasing residents taxes (proposed increase in sales tax) should be accountable for expelling city resources in such a easy and non-transparent fashion.

It's reasonable to consider that city officials have corrupted activities such as: EARTH DAY by destroying living trees and replacing those destroyed trees with "replacement trees" for the pure enjoyment of partispates while having city residents pay for those proceedings and THOUSANDS ($) in financial costs.
(AGAIN) Expelling THREE HUNDRED THOUSAND DOLLARS ($300,000.00) to the private sector business of Flock Safety Inc. (Invoice: INV-93416) continues to illustrate how city officials desire to have the ability to monitor All vehicular traffic in the region without the consensus of an informed public.

Clearly City of Rancho Mirage officials are willing to expel local resources at an alarming rate. Potential external researchers and management of city financiers should be considered with hopefully new city council members and associates (city staff) in the near future.

Please don't take any further reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
