Attention: Acting Clerk of the Board
Re: Written testimony in regards to Agenda Item: 6.A. (targeted surveillance with unique and unusual non-line of site method operations from operator's of drone devices within city boundaries).

Position: In Opposition
Dear current elected and appointed City Council members, Please review my written statements prior to the consideration of agenda Item: 6.A.

It's been established that city officials desire too and were instructed to push forward techniques such as "Drones as First Responders" or other catchy slogans that illstrate using flying devices (titled: Drones) as a method to assist law enforcement agencies (potentially other governmental agencies in the future) to survey public activities that may invade private properties and long-held established since of presumed privacy of one's home (private property) on property owners (residents).

It's reasonable that City government and other undesirable actors can't be trusted to protect public interest currently. Technology such as (Drones) and other massively installed surveillance devices (programs) such as Automatic License Plate Recognition devices (ALPR's) were installed in city communities without public disclosure and a mastive financial drainage of public resources (some ALPR's are currently $5,000. per device per/year). It's worth noting, that many City installed ALPR's were installed for private sector security at taxpayer's expense.

It's reasonable that mass surveillance programs (and devices) are fully equipped to share information with affected properties (residents). Only full transparency of collected data would be acceptable to the public that financially supports the purchase and operating budget of mass surveillance devices (programs) to survey the population.

With out full transparency - City government's will continue to cause distrust from it's residents similar to the current City Council and selected administrators of the City of Rancho

Mirage, Riverside County California.

Please don't take any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions.

Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
