Re: Written testimony in regards to Agenda Item(s): 5.A., B., C., E., and F.
Dear current elected and appointed City Council members, Please review my written statements listed below prior to the consideration of each agenda Item.
1) Agenda Item: 5.A. (June 4, 2026 Special City of Rancho Mirage Council recorded written meeting minutes)
Position: In Strong Opposition
As this administration is well aware of it's intention to censor verbal testimony supplied during public meetings held under it's authority. Radical political maneuvers to eliminate all information in relation to public testimony provided during June 4, 2026 Special Rancho Mirage City Council meeting is morally corrupt and worthwhile to resident to consider legal ramifications if draft written meeting minutes are NOT presented in an accurate fashion.
It's highly recommended to correct the city's willingness to cheat the general public of an accurate written meeting minute recording.
2) Agenda Item: 5.B. (June 4, 2026 regular scheduled City Council meeting written recorded minutes)
Position: In Opposition
City of Rancho Mirage Council meeting of June 4, 2026 (1:PM) written meeting minutes are incorrect and NOT accurate as presented (Draft). All members of the public that provided verbal testimony had their comments stricted (eliminated) from being recorded within the offical public record of the City of Rancho Mirage, Riverside County in the State of California.
3) Agenda Item: 5.C. (untimely reassignment of an external organization (CVMVCD) appointment)
Position: In Opposition
Knowing of the Coachella Valley Mosquito and Vector Control District (CVMVCD) long established history of poor management practices along with increasing negative vector activities throughout the region. Have place this resident in the strong opinion that CVMVCD serves NO purpose other then wasting public resources. It's reasonable that organizations such as CVMVCD deserves the same members (appointed Trustees) that have allowed CVMVCD to mismanaged public resources. Providing CVMVCD administrators with another City Council person at this time would not serve the best Interests of city residents.
If council person (Downs) desire to continue with missing proceedings of CVMVCD and potentially receiving stipends and other financial resources from city of Rancho Mirage it's recommended that he provide the public a timely explanation. 4) Agenda Item: 5.E. (Contracts)
It's highly recommended to allow city residents a printed copy (list) of the numerous contacts that city officials are approving without public disclosure in an open transparent matter. An open public disclosure (verbal announcement) during the June 17, 2026 regular scheduled City Council meeting would be advised.
But, very unlikely from the current administration and or from elected/appointed City Council members.
5) Agenda Item: 5.F. (Demands)
City purchases of street signs ($5,004.99) is most likely an expense that could of been made years down the line (when State laws will be enacted).
It appears the on-going costs associated with "Live Scans" of individuals that serve the City is excessive and has limitations on how collected Information is and will be used by the ONLY person that has the city councils approval to review that private information.
Hopefully the city's desire to expel financial resources ($251,238.85) at city hall for the precived electrical engineering "upgrade" will conclude before another City attempt is made to seek increasing city TAXES.
It's reasonable to request that city officials refrain from any reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.
