Re: Written testimony in regards to Agenda Item: 7.B. (required (mandated) State of California implementation of city policy - SB 707)
Dear current elected and appointed City of Rancho Mirage Council members, It's highly recommended to openly announced to city residents of California's Senate Bill 707 (SB 707) mandated requirements for California State "eligible legislative bodies" such as the City of Rancho Mirage to comply with NEW amendments to the Ralph M. Brown Act.
As CIty officials are well aware, current City Council members and City administrators have conspired to disenfranchised public testimony and active participation during open public meetings held under the city's authority.
Hopefully with the City's unadvertised path towards compliance with SB 707 by July 1, 2026 remote participation via platforms such as Zoom will accommodate an avenue for increased participation and overall monitoring of the current City Council during city constructed (controlled) public meetings.
Please be reminded of the citys prior remotely operated public meeting plantform and the city's desires to support it's destruction at it's earliest convenience.
It's reasonable to consider that City of Rancho Mirage officials will continue to cause distrust of city residents for aspects associated with having No known public disclosure of public policy in regards to having Department of Justice (DOJ) investigations of everyone that's willing to serve at the will of the City (excluding city council/staff life partnerships and family members). Also, the citys willingness to abandon best practices protocols in recognition of accurate recorded written minutes of public meetings and the blanted subversion to limit and or eliminate public testimony during City of Rancho Mirage public meetings with the unadvertised meeting agenda rearrangement. It's clear that City of Rancho Mirage officials are willing to disengaged from providing statements of fact to city residents and guests that requested information from city officials.
Simply, City of Rancho Mirage current rotating Mayor and other elected and non-elected (appointed) City officials have disenfranchised many CIty residents and guests to the point where trust in the citys ability to operate city government is non-existent.
When the election process (city council vacated position) was taken away from residents from the legislative body (City Council members) to select from desirable candidates. It's reasonable to consider that Rancho Mirage City Council has been compromised (corrupted).
It's worth noting, recently published foot note by the City of Indian Wells within it's CIty council meeting staff report (June 18, 2026 - Agenda Item: page 124 of 430) detailed information that illstrates a potential chilling effect over free speech: "It is important to note that the State of California (e.g. California Senate and Assembly) are NOT subjected to the Brown Act and the provisions of SB 707". Citys such as Indian Wells should be commended for sharing true and accurate information with it's residents and businesses and NOT attempting to deceive and manipulate it's population like other Coachella Valley regional governmental agencies currently perform (City of Rancho Mirage officials).
Please reconsider any futher reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions.
Sincerely,
Brad Anderson | 37043 Ferber Dr. Rancho Mirage, CA. 92270 Cc:
