Re: Written testimony in regards to Agenda Item(s) 5.B,C.H and I.
Dear current elected and appointed City Council members, Please review my written statements below prior to the consideration of each agenda Item as listed.
1) Agenda Item: 5.B. (Zoning Amendment Case No. ZTA26-0002 - pure subversion of best practices protocols to appease special Interests)
Position: In Opposition
Clearly City of Rancho Mirage officials are willing to compromised good governance for a profit seeking SCHEME to enrich themselves (special Interests). City of Rancho Mirage officials claim that this action will streamline a entitlement process that they (City Officials) already control. The potential avenues for corrupting influences will be increased and Public participation (monitoring/involvement) will be eliminated (by design) with the implementation of this poorly manufactured Anti-American legislation.
2) Agenda Item: 5.C. (Proposed action to approve inaccurate and incomplete recorded (Written ONLY formatted) City of Rancho Mirage Council meeting minutes of July 16, 2026) Position: In Opposition
(AGAIN) city officials have decided to eliminate accountability from their method of having incomplete written meeting minutes recorded and approved as accurate by the current City Council. It's been repeatedly demonstrated that City of Rancho Mirage officials are willing to be defined as compromised and unethical.
Clearly Riverside County Treasurer Tax Collector (and other County departments) along with City of Rancho Mirage officials are morally corrupt and appears to be acting to disable American values and good governance.
3) Agenda Item: 5.H. (Contracts - unusual political maneuver to gain financial resources, Granite Construction $66,892.93 "adjustment" related to completed project: CP 14-313) Traffic lane addition & Sand Fence installment.
Position: In Opposition
Business as usual techniques are well demonstrated with this proposed amending of contract terminology. It's not unreasonable that "Seasoned" city administrators are selected and groomed for their selected political position to learn city policy (potentially unethical behavior). It's reasonable that unbiased community members wouldn't be able to operate in such a cumbersome/ unethical position with out the luxury of a prior appointment to learn city policy (potentially unlawful/ inappropriate activities in prior years). 4) Agenda Item: 5.I. (Demands)
Position: In Opposition
It has been discussed prior (Public Comment) of City officials willingness to have city council approve the same city expenditures (Demands) repeatedly several times by decree at different events (City constructed Public meetings).
Of course the recent demand ledger have been increased because of OUT OF CONTROL city spending and having a number of public meetings canceled to adapt to city council members schedules and potential Implementation of incumbents that favor reducing (eliminating) potential unfavorable opinions from residents of the current City Council members conduct during an election cycle.
(A) Please be advised that the unique and unusual political maneuver to pay medical reimbursements (Group Insurance) to a deceased Council member (Hobart) family member should be recognized and openly announced to city residents. (B) Public Entity Management (Insurance) should be detailed to illstrates why nearly TWO MILLION DOLLARS ($2,000,000.00) was expelled to that business. (C) (AGAIN) a unprecedented financial amount of ONE HUNDRED TEN THOUSAND DOLLARS ($110,000,00.) was released to the private sector business of: Flock Group, Inc.
Please be reminded that City government neglected to abide by California State law to install automatic license plate recognition devices (ALPR's) within City boundaries. Special constructed city commission was abandoned that would of over-seen the city's desires to construct a mass surveillance private sector business relationship. Private properties were used and have monitoring devices that are currently paid by city government, that clear misuse of public collected dollars is overreaching and intrusive.
Please refrain from any futher reprisal actions against my private property or person for reporting this true and accurate summary of concerns and opinions expressed.
